SOCOM Wide Mission Support (SWMS) Group A
Senior Military Engagement Program (SMEP)
Performance Work Statement
1. DESCRIPTION OF ORGANIZATION REQUIRING SUPPORT
1.1 USSOCOM J39- Military Information Support Operations (MISO) requires the planning, development, production and dissemination of branded, commercial-quality, senior military engagement (military-to-military) publications, delivered quarterly, along with other collateral media products in support of the Geographic Combatant Commands’ (GCCs) efforts to communicate directly with foreign military target audiences with messages supporting U.S. goals, objectives, interests, and theater security cooperation strategies.
1.2 The SMEP is a military engagement program in which the GCCs produce targeted media and, as directed by the USG, produce other collateral print media such as special editions, calendars, inserts, and brochures. The primary purpose of the program is to support GCC
Regional and Theater Strategic operational objectives. The contractor will produce and disseminate products to audiences in GCCs. Specific target audiences vary by product and are defined by the GCC and are validated by the J39 during the planning phase of product development. Because the program coordinates content across all Areas of Responsibility
(AORs) and program products, it requires an understanding of highly complex cultural nuances of intended audiences. SMEP is a GCC effort focused on regional objectives; however, the program is synchronized by USSOCOM and integrated with the GCCs to achieve desired effects.
As the USSOCOM lead for the SMEP program, J39 partners with the GCCs to support the production and distribution of targeted products. This program is designed to achieve classified objectives as outlined in the Theater Security Cooperation plans and approved MISO Programs.
The branded family-of-products include: Africa Defense Forum published by USAFRICOM;
Asia Pacific Defense Forum published by USPACOM; per Concordiam published by the George
C. Marshal European Center for Security Studies; and UNIPATH magazine published by
USCENTCOM.
1.3 TASK PURPOSE AND OVERALL OBJECTIVE: The objective of this task order is for the contractor to develop publication content, publish deliverables specified in 3.0
(DELIVERABLES), and distribute the deliverables per government furnished subscriber lists.
2. SPECIFIC REQUIREMENTS
2.1 Task Lead: Due to the size and complexity of this requirement the Government will require a single point of contact from the contractor, normally referred to as a Task Lead to ensure contractor support is received across all Directorates throughout the period of performance and allow for contractor flexibility and movement of personnel based on changing priorities. The Task Lead is considered Key Personnel in accordance with contract clause 5652.237-9001 and is expected to:
2.1.1 Be responsible for handling the day-to-day management and administration of project tasks.
2.1.2 Assign contractor staff responsibilities and supervise all contractor staff efforts.
2.1.4 Utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones for deliverables and execution requirements, perform quality checks of all work products.
2.1.5 Be available to interact with the Government Contracting Officer Representative (COR) and any appointed Contracting Officer Technical Representatives (COTR, or TR) approximately
30 per week to present interim results, discuss concerns, and ensure total product/service satisfaction.
2.2 Schedules and Theme Development. Due to variations in GCC staffing processes, the
Contractor shall assume publication of existing branded magazine products on the production timelines stated in paragraph 3.0 (DELIVERABLES) of this SOO. The contractor shall jointly document with the Government the themes to be used on the applicable product(s), and the date the production timelines will start.
2.3 Cultural Relevance. The contractor shall work closely with the USSOCOM J39 to develop the relationships necessary to understand the cultural nuances of the targeted populations and identify key regional voices or messengers who resonate with the target audience.
2.4 Creative Design. The contractor shall provide appropriate photo illustrations, photos or other culturally relevant art and informational graphics to enhance content.
2.5 Key Leader Engagement Support. The contractor shall provide UNIPATH key leader engagement team support by assisting, planning, and coordinating in advance of and after senior leader meetings, including a back brief to determine if UNIPATH was used.
2.6 Translations and Resonance. The contractor shall provide all content in specified multiple languages and ensure it meets the designated target audience language format as outlined in the planning process and ensure translations are grammatically and culturally accurate. Additionally, the contractor shall provide translations by translators, who are certified by the American
Translators Association, possess ISO 9001 Bureau Veritas Certification, or equivalent translation proficiency.
2.7 Deliverables Format. The contractor shall provide an HTML coded digital version of each quarterly magazine and provide the J39 a copy of each product in a PDF or other digital format approved by the Government along with a minimum of five print versions of each completed magazine.
2.8 Email Communication. The contractor shall provide the capability for the Government to send and receive e-mail on behalf of the magazines from an e-mail server that is accessible from the
Government network. The current domain names are: adf-magazine.com, apdf-magazine.com, perconcordiam.org, UNIPATH-Magazine.com; ADF-Magazine.com.
2.9 Analytics.
2.9.1 The contractor shall provide UNIPATH analytics support quarterly which includes observational evidence, usage data, and other evidence, collected, maintained and reported quarterly. Support may include conducting surveys or other research methodologies as required to obtain metrics and the maintenance of information on external polling (both governmental and commercial) that are related to UNIPATH.
2.9.2 The contractor shall provide Asia Pacific Defense Forum (APDF) analytics support quarterly which includes 1) maintaining and reporting observational evidence, usage data and other evidence collected quarterly; 2) conducting surveys and employ other methods as required to obtain evidence of effectiveness and 3) maintaining information on external polling (governmental and commercial) that are related to APDF messages and share with the government as relevant.
2.10 Distribution Maintenance. The contractor shall maintain and verify the UNIPATH distribution list on a regular basis, to include additions, revisions and an increase in point-to-point mailings to Government approved top 100 military leaders from each AOR country.
2.11 Content Development. Government will provide the contractor with themes and messages for the contractor to develop content in various languages, recognizing local customs, preferences, and information consumption habits. Contractor developed content shall be in accordance DOD and
MISO policies, authorities, and doctrine. Contractor developed content shall be targeted to senior foreign military leaders and defense officials.

FOUO ADDENDUM
PROTECTING "FOR OFFICIAL USE ONLY" (FOUO) INFORMATION
1. GENERAL:
a. The "For Official Use Only" (FOUO) marking is assigned to information at the time of its creation in a DoD User Agency. It is not authorized as a substitute for a security classification marking but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOI A).
b. Other non-security markings, such as "Limited Official Use" and "Official Use Only" are used by non-DoD User Agencies for the same type of information and should be safeguarded and handled in accordance with instruction received from such agencies to the extent that such may be withheld from the public under exemptions 2 through 9 of the FOIA and marked in accordance with 2.c below. As used herein, “FOUO” markings shall only be applied to information described in 5 USC § 552(b), and shall also indicate the applicable FOIA Exemption. Contractor shall apply this Attachment 4A in a manner consistent with its policies implementing Section 15 of the Federal Advisory Committee Act, 5 USC App. § 15 (1997).
c. Use of the above markings does not mean that the information cannot be released to the public under FOIA, only that it must be reviewed by the
Government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.
2. MARKINGS:
a. An unclassified document containing FOUO information will be marked "For Official Use Only" at the bottom of the front cover (if any), on the first page, on each page containing FOUO information, on the back page, and on the outside of the back cover (if any). No portion markings will be shown.
b. Within a classified document, an individual page that contains both FOUO and classified information will be marked at the top and bottom with the highest security classification of information appearing on the page. If an individual portion contains FOUO information but no classified information, the portion will be marked, "FOUO."
c. Any "'For Official Use Only" information released to a contractor by a DoD User Agency is required to be marked with the following statement prior to transfer.
“This document contains information EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FOIA. Exemptions apply.”
d. Removal of the "For Official Use Only" marking can only be accomplished by the originator or other competent authority. When the "For Official Use
Only" status is terminated, all known holders will be notified to the extent practical.
3. DISSEMINATION: Contractors may disseminate "For Official Use Only" information to their employees and subcontractors who have a need for the information in connection with a classified contract. Contractors must ensure employees and subcontractors are aware of the special handling instructions detailed below.
4. STORAGE: During working hours, "For Official Use Only" information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During nonworking hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files or desks, is adequate when internal building security is provided during nonworking hours. When such internal security control is not exercised, locked buildings or rooms will provide adequate after- hours protection or the material can be stored in locked receptacles such as file cabinets, desks, or bookcases.
5. TRANSMISSION: "For Official Use Only" information may be sent via first-class mail or parcel post. Bulky shipments may be sent by fourth-class mail.
DoD components, officials of DoD components, and authorized DoD contractors, consultants, and grantees send FOUO information to each other to conduct official DoD business. Tell recipients the status of such information, and send the material in a way that prevents unauthorized public disclosure. Make sure documents that transmit FOUO material call attention to any FOUO attachments. Normally, you may send FOUO records over facsimile equipment. To prevent unauthorized disclosure, consider attaching special cover sheets, the location of sending and receiving machines, and whether authorized personnel are around to receive FOUO information. FOUO information may be passed to officials in other departments and agencies of the executive and judicial branches to fulfill a government function. Mark the records "For Official Use Only" and tell the recipient the information is exempt from public disclosure under the FOIA and requires special handling. Electronic transmission of FOUO information, e.g., voice, data or facsimile, and e-mail, shall be by approved secure communications systems or systems utilizing other protective measures such as Public Key Infrastructure (PKI), whenever practical.
6. DISPOSITION: When no longer needed, FOUO information must be shredded.
7. UNAUTHORIZED DISCLOSURE: Unauthorized disclosure of "For Official Use Only" information does not constitute a security violation but the releasing agency should be informed of any unauthorized disclosure. The unauthorized disclosure of FOUO information protected by the Privacy Act may result in criminal sanctions and disciplinary action may be taken against those responsible.
