SUMMARY OF CHANGES

The purpose of this amendment is listed belo.

1. Provide answers to questions that were submitted;

2. Make a change to paragraph 4.0 of the Statement of Work; and

3. Extend the due date for submission of proposals.

All other terms, conditions and provisions remain unchanged.

PROPOSALS SUBMITTED IN RESPONSE TO THIS SOLICITATION

MUST BE RECEIVED BY 1:00 PM EST ON 11 JANUARY 2010.

The following has been added.

QUESTIONS AND ANSWERS

T.1. Are the trainees obligated to meet the unit's demands during the training period, or will they totally be dedicated to the program, which will allow them to miss work?

Ans: T.1. HPRP Training will be place of duty. Trainees will be assigned to training and dedicated to the program. Individual s will not be required to respond to unit demands.

T.2. The contract states the contractor shall be responsible for the place of performance; however, is there a possibility for it to be part of the proposal or simply complete it on base; for instance, the fitness center with a classroom setting?

Ans: T.2. The contractor is responsible for the place of performance. If an offeror proposes a location on base, the proposal will be considered. However, the Government will take no actions or responsibilities for coordinating and securing the on base location. That will be the complete responsibiity of the contractor.

Requirement is for the contractor to host and conduct HPRP training at an appropriate location.

T.3. Is the expectation for the 90 hrs, face to face instruction to be held in one setting (i.e. one to two weeks continuous instruction or can we split the instruction across the 12mth period, but within the year)? Our concern of the split time is due to the following: work cycles, other SOF specific training, the operator may/may not be able to return within the year; hence, this would be out of our control and not meet the contract requirements.

[Reference: 2.1.2 Minimal Training Time. In providing this training, the contractor shall provide a minimum of 90-hours, face-to-face instruction for each trainee.] Ans: T.3. Minimum 90 hours is desired as sequential with no gaps. It is reasonable and expected to design a training period pause during the weekend cycle. (Example: no training or work on a SUNDAY).

T.4. Per 5.0 OTHER REQUIREMENTS, Figure 1 - should a physician be a component of the required staff due to the wholistic approach recommended?

[Reference: 2.1.3 Training Staff Qualifications. All Contractor HPRP Staff must possess an occupational history of at least five years professional employment in their respective area of expertise. In executing this training, the contractor shall provide and possess the following support personnel…] Ans: T.4. A Physician is NOT REQUIRED to support HPRP.

T.5. We have KMP in every sector of Sports Medicine and HP; is there a reason why the contractor must have both ATC’s and PT’s? As our ATC’s are credentialed to better suit the solutions from which is noted in the HPRP?

[Reference: 2.1.3.1 Athletic Trainers (AT) and Physical Therapists(PT) The contractor shall provide ATs and PTs that are able to teach solutions for degraded tactical athletes, instruct and perform movement screenings, perform targeted orthopedic assessment, utilizing pre-habilitation concepts integrated within a global medical approach (Holistic) verses problem orientated mindset.] Ans: T.5. Not enough detail in the question to provide a broad response. It appears to imply that AT and PT are capability equal in the entire HPRP realm based on supporting or possessing a KMP.

T.6. We have dedicated exercise physiologists on staff that perform this function daily. We are familiar with the end result or requirement that is expected of the physiologists that can perform these functions; but there is not a certification (known to our company) for a Metabolic Specialist (MS). Bottom line: will the certifications of ACSM and/or CSCS suffice the requirement?

[Reference: 2.1.3.2 Metabolic Specialist (MS) The contractor shall provide MS. The MS shall be capable of testing and designing individual and template programs and /or protocols for all three energy pathways.] Ans: T.6. Contractor may interchange degreed Exercise Physiologist and Metabolic Specialist for purpose of designing protocol and course architecture. Key capability parameter for industry is the capability t o design then teach topic specific material to both target populations utilizing education base of the MS. Expression, implementation and practical monitoring of the protocols are expected to be predominantly at the certificate/certified level (PS) during performance of the Mil Mentor CLIN.

Type of ACSM certification not identified so the government is unable to develop a broad response.

T.7. Is this standard 5yrs of experience working as a strength coach with the certification as CSCS? [Reference:

2.1.5 Performance and National Standards. The contractor training staff and performance coaches shall meet National Strength and Conditioning Association standards. The trainers and performance coaches shall be Certified Strength and Conditioning Specialists (CSCS). The contractor shall provide evidence of certification upon request. ] Ans: T.7. Yes. 5 YRS experience as functional S & C coach with CSCS certification. Offerors may count time spent in specific base education, internship, testing environment or employer sponsored development tracks as part of the experience base not to exceed 1 YR of the 5 YR requirement.

T.8. Could you please provide the metrics of how this activity is measured? What is the current evidence based practices normative data points this activity uses for best practice knowledge? Have these data points been validated? If so, what were the reliability scores?

[Reference: 2.1.7 Currency of Contractor Personnel. The contractor’s staff must possess knowledge of best practice teaching techniques and practical experience conducting strength and conditioning educational classes; and of goal setting, behavior change theories, human behavior, motivational strategies, and counseling techniques to deliver programmed physical training to SOF groups and individuals with varying stamina and performance capacities.] Ans: T.8. Government requestor did not feel enough specificity was included in the question to develop a global response for both CLINS.

T.9. Will our staff have access to current staff within the SOF organization? The ability to have access to lessons learned and to tailor programs based on their wealth of knowledge will be invaluable to anyone’s success.

[Reference: 2.1.9 MM and FTI Instruction. The contractor shall provide instruction to the FTI candidate and MM participant on the criteria for HP Integrated Performance staff success. Deliver lecture and practical exercises that train and test the participant on the SOF Tactical Athletes repair model. (See Figure 1). ] Ans: T.9. Proposals and quotes shall be developed based on the requirements included in the RFP. The successful contractor will have interaction with the technical personnel after contract award.

T.10. Per this statement, is it the intention of this activity to require the staff to require knowledge outside the basis and domain of care of their certifications and/or licensure? If so, who within this activity will provide this training?

It is our intention to provide the answers to this activity request under our ethical or certification standards by the respected governing bodies.

[Reference: 2.1.11 General Medical Knowledge. The contractor staff shall possess and maintain vocational knowledge of common diseases, prognosis, medication, treatment methods, disease response to exercise, and medical terminology to apply this information to individual strength and conditioning program needs. Additionally the contractor shall have requisite knowledge of the difference between DOD Military and Civilian patient care plans written by DOD covered entities versus plans written by Civilian Practitioners.] Ans: T.10. Government will not provide this training. Key staff are expected to have complete mastery of the required degree educational base, certification standards and professional core competencies.

T.11. In section 1.0 the activity has asked for Master’s level training and within 4.0 there is mention of baccalaureate level training written. At what level does this activity desire training?

[Reference: 4.0 GLOSSARY OF TERMS. Human Performance Theory is defined as the body of principles, teaching techniques, and advanced science from baccalaureate level Exercise Science curriculum.] Ans: T.11. Regarding 1.0. Scope: Specific reference to Masters in Exercise Science, Exercise Physiology tracks acknowledges that industry may feel compelled to select from specific HPRP didactic concepts that are only present beyond the baccalaureate degree level. Masters level of topic knowledge shall serve as the absolute ceiling for any concept or method delivered. Proposals should reflect that the FTI is a higher degree of proficiency and knowledge satisfaction than the MIL Mentor.

Regarding 4.0 Glossary: Under HP theory. This activity defines and brackets theory utilized by the SOF TA at the baccalaureate and in many practical circumstances certificate - vocational level of comprehension. The word advanced has been removed from this glossary term for improved clarity.

Offerors are encouraged to submit further queries should there be a lack of comprehension regarding degree requirements to hold a professional title of key personnel versus interpretation of the educational target.

T.12. No current certifications are known by our company for this specific request. Is this a military specific certification? We currently answer this requirement thru the use of our CSCS staff. Will this satisfy the activity requirement?

[Reference: Metabolic Specialist is defined as a HP professional who specifically performs and provides custom and templated conditioning plans for all three physical energy producing pathways. Identified as the oxidative, glycolytic and ATP-CP cellular energy producing mechanisms.] Ans: T.12. No. Refer to Ans: T.6.

T.13. Can the activity provide a better define “reverse engineer”?

[Reference: Occupational Demand Analysis Process is the specific process by which HP personnel reverse engineer the SPP conditioning protocol of the Tactical Athlete.] Ans: T.13. Reverse engineering is predominantly a managerial planning process used in both industry and DOD that achieves significant economy in mindset, time and resource allocation. It can be used at dissimilar levels. This method forces direct and candid examination of the most critical enduring occupational demands of the SOF TA. Utilization of this method allows only the most relevant curriculum, process and protocol backward from the point of highest demand based on criticality, event frequency or threat in a militar y environment.

T.14. The RFQ states that respondents must be ready for course initiation on 01 February 2010. Does this mean contractors can expect TDY personnel to arrive at the facility within the first week of February?

Ans: T.14. Contractor must be fully capable by that date because personnel MAY arrive on that date to begin training. Exact date personnel will arrive to begin training cannot be confirmed at this time.

Government requirements and available funding are susceptible and must be responsive to many outside influencers.

T.15. Are the five leadership briefings listed in section 2.2 to be performed at USSOCOM or at the contractor’s facility?

Ans: T.15. The briefing location and frequency will be mutually agreed upon. Offerors should use their facility location for proposal and cost development.

T.16. What background do the anticipated trainees have (i.e., SOF operators, medical support staff, military PTs, military contracted/government service athletic trainers, etc.)?

Ans: T.16. SOF Operators only. No enablers or mission specialists.

T.17. The RFQ states “up to 200 personnel within a 12-month period;” therefore, how many courses does the government expect to run in the 12 month period?

Ans: T.17. Refer to Ans: T.18.

T.18. Does the government expect courses to be run on a scheduled consecutive basis or ad-hoc as personnel are available? In other words, will training courses be overlapping with widely varying numbers of trainees, or can the contractor establish an overall course schedule that the government adjusts for?

Ans: T.18. Course starts are subject to the demand signal and availability of SOF Operators within the 12 month period. This activity requires the Offeror to maintain the capability to conduct HPRP training throughout the described period, as well as, execute both CLINS concurrently, if awarded. Specific start – stop cycles within the period are dependent on the successful offeror’s capability; therefore, a more specific response is not currently available. It is anticipated that a detailed schedule will be agreed upon post award.

T.19. Will the contractor be able to identify ideal group sizes and training/contact time within the 12-month period?

Ans: T.19. No. The contractor must be capable of providing fluid capability throughout the period of performance for up to 50 trainees at a time.

T.20. Will trainees be sent out according to a course schedule specified by the contractor?

Ans: T.20. Refer to Ans: T. 18.

T.21. In section 2.1.6 the word de-centralized is used – does this imply the contractor should have facilities available in multiple locations around the U.S.?

Ans: T.21. A CONUS facility is required. Multiple CONUS facilities will be assessed as an increased capability.

T.22. Are there preferred contractor’s facility locations (i.e. one that is more convenient for the various SOF centers)?

Ans: T.22. Contractor is required to have at least one CONUS facility. There is NOT a preferred location.

T.23. In section 2.1.6 “multiple facilities” are mentioned – does this mean the government expects the contractor to have multiple facilities within its training compound or multiple facilities around the U.S.?

Ans: T.23. Refer to Ans: T.21.

T.24. Are trainees expected to stay at one location/facility for their 90+ contact hours?

Ans: T.24. The requirement is for the training to be central for each block of 90 continuous hours. Start and stop within the same geographic area. Specifically, conditions must exist that require no amendments to the travel orders during the execution of the HPRP. Offeror innovation is encouraged within their resource framework.

T.25. Does the government anticipate some liaison period and/or leadership meetings prior to February 1, 2010 course start date in order to coordinate specific details of the contract and course content?

Ans: T.25. A post award conference/coordination meeting will be conducted with the successful offeror.

T.26. Will the government provide all trainee personal clothing/equipment used for the training courses?

Ans: T.26. Trainees will arrive with appropriate clothing. Facilities and equipment shall be provided by the contractor.

T.27. Will the government provide all accommodations/lodging, meals, and incidentals requirements during the courses or is that the responsibility of the contractor?

Ans: T.27. All travel, lodging, meals and incidental costs will be provided by the Government.

T.28. Does the government anticipate using the MS and PN as initial goal setting testing agents or as a continuous inject and assessment tool throughout a trainee’s 90+ contact hours?

Ans: T.28. Contractor will determine the frequency of contact and circumstances of contact between MS and PN (CSSD) based on the comprehension of the requirement. Didactic hours and practical hours differ in their demand signal for the respective staff. Contractor determines the blend of contact time based on their comprehension the requirement. Goal setting, instruction in principles, direct performance monitoring and testing are sub tasks within the HPRP requirement.

T.29. Is the Military Mentor/ Functional Training Instructor Candidates model a program replacing any other programs used by the various Service SOF components and their units?

Ans: T.29. There is currently not a program of this nature. Individuals have been receiving similar training using individual training requests, not a contract.

T.30. Does the government anticipate courses to run five days a week with weekends off?

Ans: T.30. Refer to Ans: T.3.

T.31. Are there specific tasks, conditions, and standards the government is expecting fulfilled?

Ans: T.31. HPRP is a new requirement. Joint SOF Tasks, Conditions and Standards are still in developmental stages and not currently approved.

T.32. Are the 90+ contact hours inclusive of training and classroom time or specifically the time contractor staff is providing the lectured courses and specific assessments?

Ans: T.32. Offerors are expected to assemble and propose their use and allocation of 90 contact hours to satisfy the requirement. Innovation is encouraged to achieve most effective delivery of didactic and practical needs of both CLINS. See definition of the word training in SEC 1.0.

T.33. For the first contract year,the scope describes a performance work statement (PWS) of qualifying Military Mentors (MM) and then the option year will qualify Functional Training Instructor Candidates (FTIC); however, it also describes an end state of “MM and/or FTIC” by “the end of this training.” Can the government clarify exactly what performance level is expected for the first 12 months?

Ans: T.33. Within the first 12 months, training to satisfy MM requirements will not exceed 200 personnel.

Training to satisfy FTI requirements may begin during the first 12 months. Within 12 months of FTI taining beginning up to 200 personnel may be trained. Specific numbers by day/month/date cannot be provided at this time.

T.34. Is there a specific individualized performance work statement (PWS), with training milestones, that the government is expecting completed for each trainee (PWS explains concisely what is to be accomplished in terms of results so that the U.S. Government can monitor and evaluate the progress and final result of the project effectively)? If so, can you outline the trainee PWS used to develop this RFP?

Ans: T.34. A PWS shall be submitted with the offeror’s proposal. Refer to L.1. on page 38 of the RFP. The RFP details the Government’s requirements. The offeror prepared PWS will detail HOW the offeror will satisfy the government’s requirements.

C.1. What exactly are the limitations for subcontracting? I see it to be 52.219-14; however, I do not see an explanation throughout the forms Ans: C.1. The clause is provided in full text below. Any and all clauses are available at http://farsite.hill.af.mil Refer to page 20 (52.252-2) of the RFP.

Limitations on Subcontracting (Dec 1996)

(a) This clause does not apply to the unrestricted portion of a partial set-aside.

(b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for --

(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.

(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.

(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.

C.2. Once awarded, will initial contract funds be disbursed, if invoiced, prior to course launch in February, before the arrival of the first SOF team? If not, what is the anticipated time frame for initial funding?

Ans: C.2. Funding will be included at contract award. Invoices cannot be submitted in advance of services being performed.

The following paragraph of the SOW has been changed.

4.0 GLOSSARY OF TERMS.

Human Performance Theory is defined as the body of principles, teaching techniques, and advanced science from baccalaureate level Exercise Science curriculum.
