2. Description of Action: (FAR 8.405-6(c)(2)(ii), FAR 16.505(b)(2)(ii)(B)(3)) Modification of an existing Task Order (H92222-11-D-0024-0006) to add Data Scientist support and services to remaining base year and the 2 option years. Funds will be O&M appropriations from the appropriate fiscal year required by the period of performance.

3. Description of Supplies/Services: (FAR 8.405-6(c)(2)(iii), FAR

16.505(b)(2)(ii)(B)(2)) Pragmatics, Inc. shall provide Data Scientist support for the Distributed Common Ground/Surface System– Special Operations Forces (DCGS-SOF) Program, specifically addressing the full spectrum of big data and information management challenges associated with the implementation of DCGS Family of Systems. The Data Scientist shall, at a minimum, be expected to solve complex data problems, discover fresh insights into large, diverse data sets, understanding the behavior and use of data, develop algorithms to satisfy user-driven queries, and write code to engineer data solutions that assist in extracting knowledge from data.

4. Authority Cited Permitting a Fair Opportunity Exception and Rationale:

(FAR 8.405-6(c)(2)(iv), FAR 16.505(b)(2)(ii)(B)(4))

FAR 16.505(b)(2)(i)(C), “The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order”.

The existing task order provides IT services support for the DCGS-SOF Program Office.

This action adds data scientist support to improve data mining and automation requirements.

Pragmatics, Inc., as the prime DCGS-SOF integration contractor, can provide significant continuity in the data management domain and can most efficiently fulfill requirements with minimal disruption to the current program.

5. Efforts/Actions to Increase Competition: (FAR 8.405-6(c)(2)(viii), FAR

16.505(b)(2)(ii)(B)(7)) In accordance with FAR 16.505(a)(1) orders under indefinite-delivery contracts do not have to be synopsized. Paragraph 4, above, justifies why competition among all awardees is not possible for this acquisition.

The Systems Integration contract was awarded under the SITEC ITO, and as such, competition was satisfied at the time of the original award. Pragmatics, Inc. proposed a solution that was in line with the Statement of Objectives, Sections L&M, and the FRD and was subsequently awarded the DCGS-SOF Systems Development, Integration and Sustainment Task Order contract. The entire task order will be recompeted under the follow on multiple award IDIQ contract vehicle to SITEC in 2016.

6. Market Research: (FAR 8.405-6(c)(2)(vi))

Market Research was conducted prior to the original award of the SITEC Application Management IDIQ Tower. The other 6 contractors under the Tower are known to be capable of fulfilling this requirement but do not have the incumbent’s knowledge and experience with this specific program.

A review of the Technical Industrial Liaison Office (TILO) and Office of Small Business Programs (OSBP) databases were reviewed and no other sources were found that were capable of mobilizing and meeting this requirement in the time required. Additionally, no responses were provided to the FY13 and FY14 PEO SRSE Broad Area Announcement indicating the ability to support a Data Scientist function either.

No other potential sources indicated an interest in writing.

8. Other Facts Supporting the Justification: (FAR 8.405-6(c)(2)(vii), FAR 16.505(b)(2)(ii)(B)(6))

FAR 16.505(b)(2)(i)(A), “The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays”.

This position is required immediately and to conduct a full and open competition would result in significant, unacceptable delays in delivering necessary and needed expertise to the DCGS-SOF user community. Competing a new task order will result in additional costs and delays to the program while increasing schedule and technical risks. The additional time to award a new contract from RFP to source selection will significantly impede the program’s ability to deliver critical functionality to the DCGS-SOF users.
