2. Description of Action: (FAR 8.405-6(c)(2)(ii), FAR 16.505(b)(2)(ii)(B)(3)) Modification of an existing Task Order (H92222-11-D-0018-0005) to provide additional support and services and extend services for 2 additional option years. Funds will be O&M appropriations from the appropriate fiscal year required by the period of performance.

3. Description of Supplies/Services: (FAR 8.405-6(c)(2)(iii), FAR

16.505(b)(2)(ii)(B)(2)) The purpose of this modification is to extend current support services thru addition of two 12-month option performance periods, and provide surge support for one year for the critical C4 Procurement Approval Request Solution (C4 PARS) Project. This is a performance based service which falls under the Application Management Tower.

4. Authority Cited Permitting a Fair Opportunity Exception and Rationale:

(FAR 8.405-6(c)(2)(iv), FAR 16.505(b)(2)(ii)(B)(4))

FAR 16.505(b)(2)(i)(C), “The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order”.

The existing task order provides IT services support for the MARSOC Knowledge Management (KM) Program Office. J&A KS 13-003, under authority of FAR 6.302-1 (a)(2)(iii), extended the ordering period of all IDIQ basic contracts under the SITEC Application Management Tower and details the need to extend services for 2 option years. This action extends the performance period for the specified task order.

Additionally, this action provides surge support approved for one year to implement the critical C4 PARS project.

5. Efforts/Actions to Increase Competition: (FAR 8.405-6(c)(2)(viii), FAR

16. 505(b )(2)(ii)(8)(7))

In accordance with FAR 16.505(a)(1) orders under indefinite-delivery contracts do not have to be synopsized. Paragraph 4, above, justifies why competition among all awardees is not possible for this acquisition at this time. All SITEC Application Management contract holders were provided fair opportunity at the time of original award . This task will be recompeted along with the recompete of the successor acquisition vehicle to the SITEC Application Management Tower in 2016.

6. Market Research: (FAR 8.405-6(c)(2)(vi))

Market Research was conducted prior to the original award of the SITEC Application Management IDIQ Tower. The other 6 contractors under the Tower are known to be capable of fulfilling this requirement but do not have the incumbent's knowledge and experience with this specific program.

A review of the Technical Industrial Liaison Office (TILO) and Office of Small Business Programs (OSBP) databases were reviewed and no other sources were found that were capable of mobilizing and meeting this requirement in the time reguired.

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. A cost analysis was performed of the proposed labor rates and found to be consistent with the rates paid on similar tasks for Subject Matter Experts. Certified Cost or Pricing Data was not required per FAR 15.403-4(a)(1 )(iii).
