About this file

This document is a Determination and Findings (D&F) that justifies soliciting Amino Communications as the single source for Amino H200 IPTV Boxes for Marine Forces Special Operations Command (MARFORSOC). The H200 boxes are required to replace the legacy Amino H150 models that have reached end-of-life, as the new H200 models are 100% compatible with the existing IPTV system at MARFORSOC. The D&F states that using any other box would represent a risk of over $129,000 to the government, as the Amino boxes are uniquely configured to work seamlessly with the current IPTV infrastructure. The related federal contract opportunity is Solicitation #H92257-24-Q-0012 for 500 Amino H200 IPTV Boxes, to be delivered to Camp Lejeune, North Carolina. The solicitation is being published through the GPE to further increase competition, with the Contracting Officer expecting plenty of competition through the commercial market.

UNITED STATES MARINE CORPS

Marine Forces Special Operations Command

PSC Box 20116, Camp Lejeune, NC 28542-0116

DETERMINATION AND FINDINGS

DETERMINATION FOR SOLICITING FROM A SINGLE SOURCE (FAR 13.106-1(b)(1))

Subj: PR M209704541606 – Amino H200 IPTV Boxes

FINDINGS

Marine Forces Special Operations Command (MARFORSOC), , Camp Lejeune, North Carolina has submitted a supply requirement for the following items:

1. Amino H200 IPTV Box

- Qty: 500 Ea.

- Manufacturer: Amino Communications

- Manufacturer Part Number: H200

- Delivery: Stone Bay Rifle Range, Camp Lejeune NC, 28546.

The required supplies will be solicited under a Brand Name basis from Amino Communications based on the following:

1. Background: The current MARSOC IPTV Set Top Box (STB) currently utilized with every TV within the Command is the Amino H150 model. This Brand/Model was selected based on our original 2016 IPTV design, functionality, compatibility, and capability requirements. We found that the Amino STB (Brand/Models) fully satisfied all requirements. As of early 2023, the legacy Amino H150 models have reached end of life and are being replaced with the new Amino H200 models.

2. The new Amino H200 IPTV Boxes have been fully tested with the existing IPTV system and are 100% compatible in all aspects (form, fit and function) presently installed/performing. Essentially, the new Amino H200’s was validated for Network Translation from the source signal (Direct TV) to the IPTV encryption chassis, across the network Multi-Cast Switches (Ethernet), and did execute the final “.mpeg4” translation from the Amino to the TV set. Simply put, The Amino's have an Android OS with Opera Firmware that allows us to configure all the ports/protocols that align with all the other devices. The use of any other like item would represent a risk to the government in the amount of over $129,000 since it would not be a guarantee that the boxes would perform as seamlessly as the Amino product. Overall, the Contracting Officer (KO) still expects plenty of competition through the commercial market.

DETERMINATION

Based on the foregoing, it is hereby determined that the subject requirement involves services/supplies that must be sourced through the identified single responsible Contractor, and is within the concept set forth by FAR 13.106-1(b)(1). Therefore, award and execution of the contract is appropriate.
