Request for Information Operation of Golf Courses
Headquarters, United States Marine Corps NAF Business and Support Services Division
H0115-I-0001, 4 March 2015
1.0 Description
1.1 The purpose of this Request for Information (RFI) is to identify sources, Non-Federal Private or
Public Entity, to provide services for turnkey operation of Marine Corps Golf Courses, to include golf operations, Pro Shop resale and associated Food and Beverage Operations. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
1.2 NAF Business and Support Services Division (MR), a non-appropriated fund instrumentality (NAFI) of the United States government, operates under the name of Marine Corps Community Services (MCCS).
MCCS manages and delivers Quality of Life programs such as family support, morale, welfare, recreation, retail, and exchange operations in support of the Marines and their families. MCCS operates on all 18 Marine Corps installations located on the east and west coasts of the continental United States, Hawaii, and Japan.
2.0 Background Information
2. 1 Community Partnerships. MCCS views public-private or public-public ventures, generally referred to as “community partnerships or public private ventures,” as a potential way of capitalizing on the expertise and resources of the private or local government sector. MCCS has several tools available to enter into community partnerships or public private ventures. One example is Enhanced Use Leases, under which MCCS leases under-utilized real property to public or private entities for not less than fair market value, for which MCCS can receive cash or in-kind consideration. Another example is
Intergovernmental Support Agreements with state and local government entities, under which MCCS can receive, provide or share installation support services to enhance mission effectiveness or promote economic efficiency. Another consideration is to outsource the golf course business (A76) to a private entity to maintain services for the Marines and families.
2.2 Description of Project or Need. MCCS operates ten golf courses on nine Marine Corps installations in the continental United States and Hawaii. All courses have a waiver which allows the general public and non-Department of Defense civilians to use the facilities. All, but one course at MCLB Barstow, CA, are located inside the fence line of the installations. Financial data enclosed is based on the Appropriated
Fund (APF) fiscal year, 1 October through 30 September. Historical financial data reflects the three key businesses: Golf operations, Pro Shop resale and associated Food and Beverage Operations for comparative purposes only for this RFI.
3.0 Requested Information
3.1 MCCS requests information concerning, and gauging interest in, a community partnership or public-private venture for all golf course operations to include MCB Quantico, MCB Camp Lejeune, MCAS
Cherry Point, MCRD/ERR Parris Island, MCLB Barstow, MCAGCC Twentynine Palms, MCAS Miramar, MCB
Camp Pendleton and MCB Hawaii. MCCS also requests information concerning, and gauging interest in, a community partnership or public private venture for all golf course operations excluding MCB Hawaii.
The golf course at MCB Hawaii sits in the middle of the largest ancient Hawaiian burial site on Oahu that is listed on the National Register of Historical Places and protected by numerous State and Federal agencies (see page 8 for more details). An overview of the aforementioned Marine Corps Golf Courses and brief description of facilities can be found at Appendix A.
3.2 Desired Response. Please include in your response answers to as many of the following questions as possible, together with any available supporting materials.
1) What type of financial/operating structure would you envision or propose (e.g. lease operating agreement or management contract)?
2) Would you be interested in operating all ten golf courses via one agreement?
3) Alternatively, would you be interested in operating nine golf courses, excluding MCB Hawaii?
4) What are your qualifications, financially and operationally, and your capabilities regarding the operations of the above stated activities and/or management golf courses?
5) Please describe or outline your re-investment or re-capitalization plan. Do you envision any new developments or renovations to the golf courses or property assets?
6) What additional guidance or information from MCCS would be helpful to you in submitting a response to a RFP? Please outline pertinent information you would like to see included.
4.0 Instructions
4.1 MCCS will consider all submittals responsive to this RFI for purposes of deciding whether to issue a solicitation and to develop the content for the solicitation. MCCS may hold all responses received for an extended period of time or may destroy them. In no case will MCCS return any responses to the originator. Respondents must clearly and appropriately identify and mark all information desired or required to be handled as proprietary or as confidential business information. MCCS will safeguard such information in accordance with applicable federal regulations. MCCS may or may not submit information received in response to this RFI to non-government consultants employed by MCCS to review and analyze the responses, and submitting proprietary or confidential information to MCCS shall be deemed consent to release such information to such consultants. These consultants will sign non-disclosure agreements with MCCS.
When reviewing the submissions, MCCS may request additional information or a presentation. These presentations provide an opportunity for the vendor to show how their submittal will provide the necessary outcomes desired by MCCS. MCCS will schedule any such presentations or requests for additional information.
Any questions must be submitted by e-mail to fullinwiderjl@usmc-mccs.org, and please reference the pertinent section of the RFI being questioned. The deadline for questions is noon, 18 March 2015, Eastern Time. All questions and responses will be provided to all vendors responding to this RFI. Appendix A
Regional Outline of US Marine Corps Golf Courses
East Coast Golf Courses:
MCB Quantico - The 18-hole, Par 72, 6,729 yard (Blue Tees) Medal of Honor Golf Course, located in
Quantico, VA (Prince William County) has a rich history hosting guests such as Presidents Roosevelt, Eisenhower, Ford, George H. Bush and Clinton. The original nine-hole golf course opened in 1932 and in the early 1940’s there was a demand to expand the course to 18 holes. President Franklin Roosevelt, who had played the course, was enthralled with its natural beauty and became involved in the design.
The 12,540 square foot Clubhouse features a Pro Shop and dining area and grill, Men’s and Women’s locker rooms and Administrative Offices. The golf course consists of 250 maintained acres with a lighted driving range, putting green, and cart storage, pavilion (capacity 200) and maintenance facility. Since initial construction of the golf course it has received some capital improvements. These include a single row irrigation system installed in 1988 and asphalt cart path replacement and bridge construction in
1991.
See attached Appendix B for historical financial data and annualized rounds played.
Additional information can be found at http://www.quantico.usmc-mccs.org/index.cfm/recreation/golf-course/.
MCB Camp Lejeune - The 36-hole Paradise Point Golf Course, located in Jacksonville, NC, is a blend of an
“early era” traditional style course (the Gold Course opened in 1943 and updated in 1973) and a contemporary style course (the Scarlet Course opened in 1947). The par 70, 5911 yard (Blue Tees)
Scarlet Course was designed by Fred Findlay of Scotland and was assisted by George Cobb, who at the time was a Second Lieutenant in the USMC. The Par 72, 7,040 yard (Blue Tees) Gold Course was designed by George Cobb. Both courses are characterized by relatively flat terrain and dense vegetation which often flanks both sides of the fairway. The two courses consist of 260 maintained acres.
In 1988, a single-row irrigation system was installed on the Scarlet Course. In 1993, a new irrigation system was added to the Gold Course and new pump stations were installed for each course in 2011.
The Clubhouse is a 10,000 square foot two story building which was constructed in 1998. The dining room measures 1,194 square feet and has three distinct entry points as well as interior double-door entrances from the entry foyer, Men’s and Women’s locker rooms and 1,482 square feet Pro Shop. Golf course facilities include two driving ranges, three putting greens, cart storage, pavilion, bag drop/starters building, maintenance buildings and parking with 250 spaces.
See attached Appendix C for historical financial data and annualized rounds played.

MCAS Cherry Point - The 18-hole Par 72, Sound of Freedom Golf Course, located in Havelock, NC, was designed by George Cobb and is a blend of an “early era” Traditional and a Contemporary style course as the result of a 2003 renovation. The course, opened for play in 1946, measures 6,642 yards from the blue tees. The course is characterized by hilly terrain with golf holes on the flatter topography and dense vegetation that often flanks both sides of the fairway. The course consists of 140 maintained acres.
The 2003 renovation included constructing all the greens to USGA specifications and the replacement of some tees. Also, at this time, a double-row irrigation system was installed.
The 6,750 square foot two story Clubhouse is a red brick building featuring a pro shop and locker rooms with shower facilities. The 19th Hole Eatery is located on the second floor of the Clubhouse. Golf course facilities include driving range, putting green, cart storage, pavilion and maintenance buildings.
See attached Appendix D for historical financial data and annualized rounds played.
Additional information can be found at http://www.mccscherrypoint.com/Golfcourse.asp.
MCRD/ERR Parris Island - The 18-hole Par 72, 6,900 yard (Blue Tees) course, located in Beaufort, SC, was built in 1947 by Fred Findley and George Cobb. In 1999, a $4.5M renovation was done by Clyde
Johnston and the course was renamed The Legends Golf Course at Parris Island with each hole named in honor of a legendary Marine that was stationed at Parris Island. The course is ranked in the top 10 military courses in the world and also ranked #66 in GolfLinks Top 100 Courses in the United States. The course consists of 110 maintained acres.
Historically, the site reaches back to the sixteenth century with the French occupation of Charlesfort.
The Spanish city of Santa Elena was established there and served as the capital of Spanish Florida until
English raids in 1587 forced the Spaniards to evacuate to St. Augustine. Santa Elena is home to the oldest known European pottery kiln discovered in the United States. Three of the holes on the original course along with the practice range and the clubhouse are all located within the Santa Elena archaeology site.
The 9,000 square foot Clubhouse was built in 1947 and features the Sand Trap Grill and Cafe, Legends
Pub, Pro Shop, Administrative Offices and Men’s and Women’s locker rooms with shower facilities.
There are plans to replace the existing Clubhouse with a 6,600 square foot low country style facility in the Spring of 2017 which will feature a wrap-around porch.
Golf course facilities include a practice putting green installed in 2009, driving range, cart storage building and maintenance facilities consisting of three separate buildings. In 2011, the irrigation control system was upgraded.
See attached Appendix E for historical financial data and annualized rounds played.

MCAS Miramar - The 18-hole, Par 72, 6,811 yard (Blue Tees) course, known as Miramar Memorial Golf Course, located near San Diego, CA, was designed by William P. Bell, ASGCA. The course can be played by golfers with a wide variety of skill levels. The course ranks among the top eight military golf courses in the U.S. and has served as a home of the Annual Armed Forces Golf Tournament.
The 10,600 square foot Clubhouse was built in 2009 and features the Denny’s Restaurant and Pavilion, 1,600 square foot Pro Shop, Men’s and Women’s locker rooms, Administrative Offices, and the physical layout divides the two key activities - the Pro Shop and Food and Beverage operations.
Golf facilities include a grass driving range, expansive chipping, sand practice and putting green, cart storage facility and three maintenance buildings. The golf course consists of 160 maintained acres.
The irrigation system was installed in 1965. In 2004, a reclaimed main water line was installed with a booster pump to provide water to the irrigation system for tees, fairways, and roughs.
See attached Appendix H for historical financial data and annualized rounds played.
Additional information can be found at http://www.mccsmiramar.com/golfcourse.html .
MCB Camp Pendleton - The 18-hole, Par 72, 6,865 yard course, located in southern Orange County, CA, known as Marine Memorial Golf Course, was designed by legendary California golf course architect Billy
Bell Sr. in 1949. The course retains most of the original elements which offers a great layout and golf experience. The course is set in a bucolic canyon offering a sharp contrast to the high density development of Southern California. In addition to the 18-hole course, there is a nine- hole Par 3 short course, driving range and practice putting green. The golf course consists of 160 maintained acres.
The two-story, 16,500 square foot, Clubhouse overlooks the canyon and course providing a beautiful vista for golfers. The building possesses an airy Southern California feel with its breezeway, porticos, and 7,500 square feet of covered patios. The Pro Shop is 1,700 square feet and there is also a Snack Bar
(Mulligans), a bar, and banquet space within the Clubhouse. Men’s and Women’s locker rooms are available with shower areas.
Between 2002 and 2009, 17 greens have been replaced. Starting in 2010, there has been an aggressive arbor program to remove and trim dead trees and those that pose a significant safety issue. The sprinkler heads, pumps, and control system for the irrigation system was replaced in 2013 and at this time a separate line was re-established to allow for the use of potable water on the greens. Also, in
2013, the cart paths were replaced with concrete paths, with curbing where appropriate, installed around the tees and greens as well as other strategic locations on the course. The maintenance building was constructed in the early 2000’s. In 2014, the men’s and women’s locker room and two on-course restrooms were renovated. Renovations and improvements will continue into 2015 with updates to the pro shop, Mulligan’s Grill, conference rooms and upper and lower administration areas.
See attached Appendix I for historical financial data and annualized rounds played.

MCB Hawaii - The 18-hole Par 72, 6,528 yard course located on the island of Oahu near Kaneohe Bay, known as The Kaneohe Bay Klipper Course, is an exemplary product of an “early era” traditional style golf course. The front nine was constructed in the early 1950’s and the back nine in the mid 1950’s. The course consists of 90 maintained acres. The golf course also sits in the middle of the largest ancient
Hawaiian burial site on Oahu that is listed on the National Register of Historical Places and protected by numerous State and Federal agencies. Known as the Mokapu Burial Area (MBA), it spans 125 acres from the flight line through the back-nine of the Kaneohe Klipper Golf Course. Change of responsibility for
Klipper Golf Course management would likely require consulting with 22 Native Hawaiian Organizations and constitute an undertaking under National Historic Preservation Act (NHPA), and require analysis under National Environmental Policy Act (NEPA). Cultural resources are a significant issue in Hawaii and of great public interest.
The 11,500 square foot Clubhouse was constructed in the mid 1960’s and renovated in 2007 to include a
Samuel Adams Sports Grill and lanai dining area. Clubhouse facilities include Pro Shop, Men’s and
Women’s locker rooms and Administrative Offices.
