9. DESCRIPTION OF AMENDMENT
Questions and responses as follows:
Question 1: Would the potential scope be limited to daily operations, or might there be an opportunity for future course renovation/improvements?
Response: No, the scope would not be limited to daily operations. The Marine Corps desires a holistic approach to golf operations and would be interested in a company that looked to improve the course, not just manage the current asset.
Question 2: Is it possible to obtain a listing of current staffing levels and positions for all facilities reflected in the RFI?
Response: This will be provided if an RFP is released.
Question 3: Will the Service Contract Act be applicable for contractor employees, and if so, will
Department of Labor Index job titles/codes be provided relative to current staffing levels and positions to permit equitable pricing and transition plan development for any subsequent RFQ that may come out.
Response: Yes. Department of Labor Index job titles/codes will be provided if an RFP is released.
Question 4: Are “volunteers” (non-paid/not financially compensated) being used in any capacity at any of the facilities to augment staff responsibilities such as starter, course marshal, etc.?
Response: Currently MCAS Cherry Point and MCAS Miramar use volunteers in a limited capacity as
Starters and Marshalls.
Except as provided herein, all terms and conditions of the document referenced in block 8, as heretofore changed, remain unchanged and in full force and effect.

Question 5: Are there any planned capital improvements (funded, or pending funding approval) for
2015 and 2016, which are not listed in the RFI?
Response: In addition to the information previously provided in the RFI the following capital improvements are planned for Marine Corps Golf Courses in FY15 and FY16: $160,000 interior refresh of the Golf Clubhouse at MCB Quantico; 40 new golf cars at MCAGCC Twentynine Palms; 20 new golf cars and $91,000 in maintenance equipment at MCLB Barstow; replacement of three irrigation pumps, repairs to irrigation station buildings, and repairs to two course shelters at MCRD/ERR Parris Island.
Question 6: Can you further explain the relationship between the golf facility at Miramar and the
Denny’s restaurant with respect to revenues generated by golf patrons at the Denny’s? Are any funds from the Denny’s used to contribute directly to the improvement of operations at the golf course?
Do the operating hours of the Denny’s align with the opening and closing of the golf course for all days of the week?
Response: Revenues from Denny’s do not directly impact operations at the Miramar Golf Course.
Denny’s is open 24 hours a day so there is meal service at all times that the course is open.
Question 7: If a “lease”, vice “management agreement”, is put in place, are the same restrictions in place as to who may use the facility, or what kind of fund raisers and events can be conducted?
Response: The rules and regulations taht govern the use of USMC golf courses remain the same regardless of management.
Question 8: As waivers are in place at all facilities permitting the general public and non-
Department of Defense civilians to use the facilities, and with an understanding that fundraising events are authorized for MCCS MWR activities per the Joint Ethics Regulations (DoD 5500.7-R), would these “public and non-DoD users” be considered “authorized users” of the activity such that the facility/activity could host golf outings and/or other events as fundraisers (charitable or otherwise) that would support “causes” for these “public and non DoD civilians”, thereby presenting the opportunity to generate additional revenue for the facility/activity as well?
Response: The waivers that are in place permit the general public access to Marine Corps golf courses for play, but not for unlimited use. With regard to charitable and fundraising events, a member of the general public would require sponsorship by an authorized user. The Installation
Commander is responsible for security and the appropriateness of events that occur on the installation. Consequently, all fundraisers and charitable events must be reviewed by the installation counsel to ensure that they meet applicable ethics rules and regulations. These events are reviewed on a case by case basis.
Question 9: Under a management agreement, will the contractor/operator have the autonomy with respect to opening/closing hours, or unanticipated course closures, based on seasonal considerations such as weather, dangerous conditions, etc.?
Response: The RFP would define the roles and responsibilities between the operator and MCCS.
Changes in hours of operation, pricing, etc. would require mutual agreement by both parties.
Closure for weather, on a daily basis, could be determined by the operator based upon their existing and approved SOPs.
Question 10: With respect to a subsequent RFQ that may be issued, will the government be considering a multi-year contract, or option years that would best permit an incoming operator the opportunity to transition, assess, correct, and improve the operational efficiency of the facility?
Response: The RFP would be for a minimum of 10 years with renewal year options in order to allow the operator to fully realize any investments that they would make in the course.
There will be no scheduled site visits prior to the release of an RFP. Headquarters guided site visits will be arranged if an RFP is released at the cost of the potential proposer.
