Request for Information (RFI) Operation of Golf Courses

Semper Fit and Exchange Services Division (MR) H0113-I-0001, 07 November 2013

1.0 Description

1.1 The purpose of this Request for Information (RFI) is to identify sources, Non-Federal Private or Public Entity, to provide services for turnkey operation of Marine Corps Golf Courses, Program (golf course), Pro Shop (resale) and Food and Beverage Operation . This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

1.2 The Semper Fit and Exchange Services Division, a nonappropriated fund instrumentality (NAFI) of the United States government, operates under the name of Marine Corps Community Services (MCCS).

MCCS manages and delivers Quality of Life programs such as family support, morale, welfare, recreation, retail, and exchange operations in support of the Marines and their families. MCCS operates on all 18 Marine Corps installations located on the east and west coasts of the continental United States, Hawaii, and Japan.

2.0 Background Information

2. 1 Community Partnerships. MCCS views public-private or public-public ventures, generally referred to as “community partnerships or public private ventures,” as a potential way of capitalizing on the expertise and resources of the private or local government sector. MCCS has several tools available to enter into community partnerships or public private ventures. One example is Enhanced Use Leases, under which MCCS leases underutilized real property to public or private entities for not less than fair market value, for which MCCS can receive cash or in-kind consideration. Another example is Intergovernmental Support Agreements with state and local government entities, under which MCCS can receive, provide or share installation support services to enhance mission effectiveness or promote economic efficiency. Another consideration is to outsource the golf course business (A76) to a private entity to maintain services for the Marines and families.

2.2 Description of Project or Need. MCCS operates ten golf courses on nine Marine Corps installations in the continental United States and Hawaii. All courses have a waiver which allows the general public and non-Department of Defense civilians to use the facilities. All, but one course at MCLB Barstow, CA, are located inside the fence line of the installations. Financial data enclosed is based on the Appropriated Fund (APF) fiscal year, 1 October through 30 September. Each respective golf course historical financial data is representative of each installation’s golf program reflecting the three key businesses: Program (golf course), Pro Shop (resale) and Food and Beverage Operation for comparative purposes only for this

RFI.

Additional information can be found at http://www.quantico.usmc-mccs.org/index.cfm/recreation/golf-course/.

MCB Camp Lejeune - The 36 - hole Paradise Point Golf Course, located in Jacksonville, NC, is a blend of an “early era” traditional style course (the Gold Course opened in 1943 and updated in 1973) and a contemporary style course (the Scarlet Course opened in 1947). The par 70, 5911 yard (Blue Tees) Scarlet Course was designed by Fred Findlay of Scotland and was assisted by George Cobb, who at the time was a Second Lieutenant in the USMC. The Par 72, 7,040 yard (Blue Tees) Gold Course was designed by George Cobb. Both courses are characterized by relatively flat terrain and dense vegetation which often flanks both sides of the fairway. The two courses consist of 260 maintained acres.

In 1988, a single-row irrigation system was installed on the Scarlet Course. In 1993, a new irrigation system was added to the Gold Course and new pump stations were installed for each course in 2011.

The Clubhouse is a 10,000 square feet two story building which was constructed in 1998.
