About this file

This document is a contract bid package from the California Department of Transportation (Caltrans) for a Small Business Minor B culvert replacement project located in Calaveras County on Route 4, spanning post miles 35.6 and 37.5. The project involves replacing six existing culverts with new reinforced concrete pipes at various locations near Avery, with work to be completed within 25 working days. The bid is specifically designated for certified small businesses, with a total estimated project cost of $359,224.00. Quotes are due on October 2, 2025, and the contract is set to be awarded to the lowest responsible bidder whose quote complies with all requirements.

The project includes detailed specifications for culvert replacements, drainage system improvements, and associated roadway work. Bidders must be certified as a small business and have either a Class A or applicable Class C contractor's license. The bid requires various supporting documentation, including a Subcontractor List, Small Business Status form, and California Company Preference form. The project involves replacing culverts ranging from 14" x 23" to 24" in size, with specific requirements for materials, installation, and environmental compliance. Additional requirements include erosion control measures, seed mix specifications, and adherence to California civil rights and nondiscrimination laws. The Department encourages Disabled Veteran Business Enterprise (DVBE) participation but does not establish a specific contract goal.

ASSOCIATED WITH PROJECT 10-1N240

INTRODUCTION

At the request of District 10 Maintenance Design, the Office of Geotechnical Design

- North (OGDN) is providing this Maintenance Support Memorandum to address concerns brought up in the 100% PS&E review regarding potential for “hard rock” conditions that could be encountered during culvert replacements included in this projects scope of work. This memo is being prepared to provide Geotechnical information and recommendations to assist District Construction and project contractors and bidders. It is recommended that this memo be included in the “Informational Handout to Contractors and Bidders” for this project.

No subsurface site investigation, laboratory testing or analysis was performed for this memo. Information and opinions provided in this memo are based on a review of existing literature, plans, and documents provided by Maintenance Design and professional judgement based on visual inspections of the culvert locations and materials exposed on the ground surface(s) in the near vicinity of the culverts proposed for replacement. A site reconnaissance was performed in support of the memo on February 8, 2025.

Pertinent Reports and Investigations The following documents were used in preparing this report.

2. Draft Project Plans provided by Maintenance Design, dated 1/16/2025.

EXISTING SITE CONDITIONS

As stated, above information regarding existing site conditions provided below was generated from review of existing documents and a site reconnaissance performed on February 8, 2025.

Based on our review of the project plans, it is our understanding that 4- existing corrugated metal pipe (CMP) culverts are proposed to be removed and replaced with reinforced concrete pipes (RCP). At two locations the culverts will be upsized from 18 inch to 24 inch and at the other two locations the culverts will be roughly the same size as the existing but due to shape variances will be slightly wider in width and slightly shorter in height, see Table 1 below.

Table 1: Culvert Information Culvert

Based on the geologic map and soil survey reviewed, material mapped within the area of Post Mile (PM) 37.5, culvert locations 2, 3 and 4, consists of variable thick (35- 65 inches) of sandy-clay soil layers overlying Rhyolitic tuff and sedimentary rocks associated with the Valley Springs Formations. During our site reconnaissance moderately weathered, moderately hard to hard, granitic cobbles and boulders up to 3.5 feet in maximum dimension were observed on the ground surface in the near vicinity of the existing drainage channel and within the drainage channel bank (see attached photolog, photos 1&2). Additionally, just west of the outlet for culvert 1, what appeared to be highly weathered, soft to moderately hard conglomerate

Contract No. 10A2836 https://caltrans-cip.dot.ca.gov/portal/apps/webappviewer/index.html?id=f048392f72384291b436f357b68d49e1

Page 3 10-1N240 1021000129

“Provide a safe and reliable transportation network that serves all people and respects the environment” bedrock was exposed in the channel flow line (see attached photolog, photos 3&4).

The conglomerate bedrock observed was overlain by variable 3 to 3.5 feet of sandy clay soils forming the banks of the drainage channel.

Based on the geologic map and soil survey reviewed, material mapped within the area of Post Mile (PM) 35.6, culvert location 1, consists of variable thick (6-79 inches) of sandy-loam with gravels and cobbles, soil layer(s) overlying undifferentiated metasedimentary or volcanic rocks belonging to the Calaveras Complex. During our site reconnaissance moderately weathered, moderately hard to hard, volcanic boulders up to 12 inches in maximum dimension and what appeared to be a larger boulder or bedrock outcrop of moderately weathered, moderately hard phyllite were observed on the ground surface or in the drainage channel flow line 10 feet east of the culvert inlet head wall (see attached photolog, photo 5&6). However, soil probing in the drainage channel flow line at the culvert inlet indicated a hand probe could be pushed with relative ease into the subsurface material.

In addition to our visual observations, a fiberglass soil probe hand pushed into the subsurface material was utilized to probe penetration depths at each culvert location vertically into the ground at the drainage flow line elevation and sub-horizontally into the drainage channel banks at or in the near vicinity of each culvert inlet and outlet. Depth of probe penetration is provided in Table 2 below.

PRELIMINARY CONCLUSIONS AND RECOMMENDATIONS

Hard rock excavation or difficult ripping in excavations is typically encounter for two different reasons:

1. Hard boulders sufficient in size to exceed the horsepower or weight of the equipment being utilized to perform the excavation with.

2. Moderately weathered to fresh, moderately hard to hard bedrock with limited discontinuities (joints, fractures, foliation) being encountered in the excavation.

Table 2 below summarizes our evaluation based on our site reconnaissance of the probability of a contractor encountering one or both conditions while performing the excavation for the removal and replacement of the proposed culverts for this project. Additional information about these probabilities and recommendations should one or both conditions be encountered can be found in the paragraphs following Table 2.

* Not applicable culvert outlet above ground surface elevation

Based on the documents reviewed and our site reconnaissance, there is a high probability of encountering cobbles and boulders in the proposed excavations at each culvert location. Pending the type and horsepower of the equipment the contractor utilizes to perform the excavation work with, to reach finish grade and/or design width for the excavation may require over excavation to remove the boulders or hard rock excavation means (hoe-ram, jackhammer, etc,) to reduce or break up the boulder(s) to achieve finish grade. If over excavation and removal of the boulders is utilized, it is recommended that Structure Backfill conforming to Section 19-3 of the Standard Specification be utilized to fill the void resulting from the removal of the boulder(s) to bring the excavation back up to finish grade.

Based on the documents reviewed and our site reconnaissance, there is a moderate probability of encountering metasedimentary (Phyllite) and conglomerate bedrock at culvert locations 1 and 4 respectively. At each of these locations, in the near surface the rock is considered highly to moderately weathered and could be considered difficult to rip (excavate). The bedrock material encountered during our site reconnaissance could be penetrated up to 1 inch with the pick end of a geologic hammer (see photolog, Photos 4&6) Pending the type and horsepower of the equipment the contractor utilizes to perform the excavation work with, to reach finish grade for the proposed replacement culvert diameters and associated drop inlets, may require difficult ripping techniques (excavator bucket with rock teeth) or use of a hoe-ram, jackhammer, or other means to break up the rock to achieve finish grade or excavation depths.

As stated above, the opinions and recommendations expressed in the memorandum are based on review of publish data, project plans provided by the District, visual site reconnaissance perform and near surface field testing of the materials at the site.
