About this file
This is a Justification and Approval (J&A) document for a sole-source procurement by the United States Marine Corps through the Marine Corps Installations National Capital Region - Regional Contracting Office at MCB Quantico, Virginia. The USMC seeks to procure hotel accommodations for the 2026 Army-Navy Week from December 7-13, 2026, in support of communication, public engagement, and ceremonial activities coordinated with the Department of War, Department of the Navy, U.S. Navy, and U.S. Army. The government requires lodging for approximately 180 Marines and Civilians (including single occupancy rooms, doubles, and junior suites) with reasonable accessibility to MetLife Stadium in East Rutherford, New Jersey, and Army-Navy Week activities throughout New York City.
The J&A justifies award to Westin Times Square (270 West 43rd Street, New York, NY) as the sole responsible source based on market research and site visits conducted September 21-24, 2026. The Westin is the only identified vendor capable of providing all 180 rooms within a single facility during the December holiday season while meeting mandatory requirements including proximity to MetLife Stadium, security provisions, separation of General Officers from junior enlisted personnel, complimentary Wi-Fi, and certification under The Hotel and Motel Fire Safety Act of 1990 with FEMA ID NY1017 and GSA fire-safe hotel registration. The procurement is structured with three Contract Line Items: 67 single rooms for 6 nights at $699/night ($280,998), 108 double rooms for 6 nights at $699/night ($452,952), and 5 junior suites for 6 nights at $699/night ($20,970), totaling $754,920. The statutory authority for this sole-source action is 41 U.S.C. 3204(a)(1), citing that only one responsible source can satisfy agency requirements.

JUSTIFICATION AND APPROVAL (J&A)
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Identification of Agency and Contracting Activity.
The requirement is for the United States Marine Corps (USMC), through the collaboration by the Communications Directorate (CD), SECNAV- and is a CMC-driven in support of the Department of War (DoW) coordination, public engagement, communication, outreach, ceremonial activities, and operational requirements associated with the upcoming 2026 Army–Navy Week.
The Contracting Activity is the Marine Corps Installations National Capital Region – Regional Contracting Office (MCINCR-RCO), located at 2010 Henderson Road, MCB Quantico, VA.
2. Description of Action Being Approved.
The action being approved is to procure a sole source requirement for USMC 2026 Hotel Accommodations for the Army Navy Week from December 7- 13, 2026.
This action is intended to result in a sole source award to Westin Times Square (270 West 43rd Street, M New York NY), who has been determined to be the only source capable of providing the required 180 rooms needed and IAW with FAR Part 12.102 (b).
This was based on Market Research conducted that included issuance of a Request for Information (RFI). The RFI showed that a majority of 3rd party entities would book the rooms, meaning the Government did not have direct access to the contracted hotel nor could the Government control the number of Service members spread across more than one hotel. The Government further determined that only the Weston was registered on the GSA and Federal Emergency list for Fire Safety Hotels as required by the government.
Due to the results of the market research, only one vendor provided a response that met the distance to MetLife Stadium, availability of the number of rooms (180 rooms), and security. Additionally, the Westin Times Square met the requirements for Fire Safety Hotels as required by GSA (https://www.gsa.gov/travel/plan-a-trip/per-diem-rates/fire-safe-hotels) and The Federal Emergency Management Agency (https://apps.usfa.fema.gov/hotel/).
3. Description of Supplies/Services.
The United States Marine Corps (USMC), through the Communication Directorate (CD), will support the 2026 Army–Navy Wee in New York City, New York, from December 7-13, 2026.
Army–Navy Week provides an opportunity for the Department of War (DoW) to engage with the American public, strengthen relationships with national and local stakeholders, and support communication, outreach, engagement, and ceremonial activities associated with the Army–Navy Game.
The U.S. Marine Corps will provide personnel and communication support in coordination with the Department of the Navy, U.S. Navy, U.S. Army, and other participating DoW organizations.
Due to the number of Marines and Civilians supporting the event and the extended operational requirements associated with Army–Navy Week, lodging accommodations and reliable Internet connectivity are required to support personnel accountability, mission execution, coordination, communication, and other mission-support activities.
The selected lodging location shall support Marine Corps personnel operating throughout the New York City and New Jersey areas and shall provide reasonable accessibility to both Army–Navy Week activities in New York City and the 2026 Army–Navy Football Game at MetLife Stadium in East Rutherford, New Jersey.

4. Statutory Authority Permitting Other Than Full and Open Competition.
This document meets the regulatory requirement of 6.103-1 (b) One responsible source, 41 U.S.C., § 3204 (a)(1)-When Procedures Other Than Competitive Procedures May Be Used- Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying of Cite Statutory Authority.
The Westin Times Square hotel is the only responsible source identified capable of providing the requested accommodations at the level of support required to meet the Government’s needs. The Government requires hotel accommodation for approximately a total of 180 Marines and Civilians (single, double occupancy and Junior Suites) within easy access to MetLife Stadium in East Rutherford, NJ where the USMC 2026 Army Navy Week will take place and associated activities and venues throughout New York City.
Furthermore, the Westin Times Square can provide the requested accommodation for all 180 personnel within the same facility, ensuring hotel lodging for General Officers and junior enlisted personnel are separated as required. In addition, the Government is requesting the hotel provide complimentary Wi-Fi in rooms and common areas, as well as the necessary onsite security measures. They are also certified under The Hotel and Motel Fire Safety Act of 1990 under FEMA ID: NY1017.
6. Description of Efforts Made to Solicit Offers From As Many Offerors as Practicable.
On September 21 -24, 2026, the Contracting Officer and Communications Directorate (CD) conducted TDY to New York City to meet with several hotels to assess the viability of available rooms, with regard to location, security, travel routes to MetLife Stadium and to determine if they could provide the number of rooms the Marine Corps needed.
The places that were visited were the New York Marriott Marquis, The Westin Times Square, Sheraton New York Times Square, The Lexington Hotel-Autograph Collection, Residence Inn New York Financial District, Courtyard New York Financial District, Four Points by Sheraton New York Downtown, and The Sheraton Lincoln Harbor Hotel. However, during conducting site visits, it was determined that none of the hotels we visited would not be able to provide all the 180 rooms from December 7-13, 2026 due to the holiday season.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer will determine the anticipated price under this sole‑source action to be fair and reasonable by reviewing the contractor’s quoted pricing against published price lists, historical pricing, and other commercially available information.
8. Actions to Remove Barriers to Future Competition.
CD has no plans at this time to compete with future contracts for this type of supplies/services covered by this document. If another potential source emerges, CD will assess whether competition for future requirements is feasible.
