About this file

This is a Memorandum to File documenting a decision to restrict competition for a commercial acquisition under the Simplified Acquisition Threshold (SAT) in accordance with FAR 12.102(a). The contracting officer has determined that only one source is reasonably available for this procurement.

The requirement is for AccuPeel® laminated shims manufactured by Accu Trex (CAGE Code 4V664, located in Canonsburg, PA). These precision-gauge metal foil or composite shims are needed to support the SP22 Columbia/Dreadnought program for upcoming shipments over the next 24 months, with a required delivery date of 01/29/2027. The total dollar value is not disclosed in the document. The justification for sole-source procurement is based on three rationales: exclusive licensing agreements (AccuTrex is the exclusive manufacturer of AccuPeel® shims), restrictive rights regarding the proprietary product, and other reasons related to system compatibility. The memorandum notes that this material is a direct replacement for currently used components and that using an alternate source would introduce significant risk of incompatibility, system performance deficiencies, and potential system non-functionality. Procurement from an alternate vendor would require additional compatibility testing, validation, and acceptance activities that would disrupt the replacement schedule, create potential stop-work conditions, delay planned shipments, and increase costs to the Government. If an alternate solution were pursued, a Ship Alteration (SPALT) would be required with an estimated 24-month lead time and additional associated costs. The certification and approval section indicates the contracting officer, Helton Morgan Michelle LLE Junalee, approved this sole-source justification on 2026.10.13.

ARP 53.12-1

JUN 2026

MEMORANDUM TO THE FILE FOR AMS PID:

Subject: DECISION TO RESTRICT COMPETITION FOR COMMERCIAL ACQUISITION

UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)

IDENTIFICATION OF SOURCE -

Vendor Name: Accu Trex Vendor City/State:

CAGE Code:

Total Dollar Value:

RFO FAR 12.102(a) authorizes the use of restricting competition for acquisitions of commercial products and commercial services not exceeding the SAT when the Contracting Officer determines that only one source is reasonably available due to circumstances such as urgency, exclusive licensing, brand-name requirements, or industrial mobilization.

In accordance with RFO FAR 12.102(a), this memorandum documents the absence of competition for this commercial acquisition. Only one source will be solicited for this requirement (or a portion thereof), and the total value is not expected to exceed the SAT.

I. DESCRIPTION OF ITEM OR SERVICE:

AccuPeel® are laminated shims, which are made from bonded layers of precision-gauge metal foil or composites. This is a product used in support of SP22 - Columbia/Dreadnought program in upcoming shipments for the next24 months. RDD: 01/29/2027

II. THE DETERMINATION FOR USE OF RESTRICTING COMPETITION IS BASED ON THE

FOLLOWING: <Select applicable sole-source rationale category>

ONLY ONE RESPONSIBLE SOURCE (select all that apply):

RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.

EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the

OEM.

AccuTrex is the manufacturer: They produce the AccuPeel® laminated shims.

OTHER REASONS. Other reasons not identified above. Provide details on mission impact if requirement is not solicited from only one source.

This material is a direct replacement for the item currently in use and is required to maintain compatibility with the existing system configuration. Use of an alternate material or source would introduce significant risk of

incompatibility, potentially resulting in system performance deficiencies, failure to meet program requirements, or system non-functionality. Procurement from an alternate vendor would require additional compatibility testing, validation, and acceptance activities before the material could be approved for use. These efforts would disrupt the current replacement schedule, create potential stop-work conditions, and delay planned shipments over the next 24 months. The associated testing, engineering review, and schedule impacts would also increase costs to the Government.

The material is used in support of the SP22 program for the If the required material cannot be procured as a direct replacement, an alternate solution would require a Ship Alteration (SPALT) for acceptance and implementation. The estimated lead time for this alternate approach is approximately 24 months, with an estimated additional cost of

BRAND NAME: Item required must be a brand name product, or feature of a product, particular to one manufacturer.

UNUSUAL AND COMPELLING URGENCY:

The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits, bids, or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical, and the routine processing time would result in injury to the Government. The determination that the procurement for the above product/service requires unusual and compelling urgency is based on the following:

i. Date on which the requirement was first identified:

ii. Required delivery date/period of performance:

iii. Explanation of why delivery/commencement of services by the date mentioned above is required:

iv. If appropriate, include any additional pertinent information.
