System for Award Management Interested firms must be registered in the System for Award Management (SAM), in order to receive procurement documents and, ultimately, a contract award.

Firms can register via the Internet site at https://www.sam.gov or by contacting SAM Service Desk at http://www.fsd.gov.

Socioeconomic Considerations This requirement is 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5.

The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction; with a size standard of thirty-six million, five hundred thousand dollars ($36,500,000) average annual receipts. All responsible small business firms may submit a proposal.

Selection Process This will be a competitively negotiated acquisition governed by procedures in Federal Acquisition Regulation (FAR) 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process.

Upon receipt of proposals, the Source Selection Evaluation Board (SSEB) members will evaluate each technical submission individually. Price proposals will be evaluated independently from the technical proposals.

A firm fixed price contract is contemplated.

Evaluation Factors Factor 1 - Experience

The offerers are requested to demonstrate their construction experience in fully occupied office facilities by providing a list of five successful projects completed within the past three years. One (1) of the five projects must be between $2,000 and $35,000, two (2) projects must be over $100,000, and the two (2) remaining projects must be between $35,000 and $150,000, similar in nature, and similar working conditions as those anticipated in this contract. The firm is requested to discuss its experience with handling projects simultaneously.

Factor 2 - Past Performance

The Offeror shall submit Past Performance Questionnaires (PPQs) included in the solicitation (Supporting Documents), completed by the applicable client, for each project included in its proposal for FACTOR 1. Completed PPQs should be submitted with the proposal.

Factor 3 - Personnel Qualifications

Offerors will be requested to identify key personnel (Contract Manager and Primary Project Manager) for the project team and their responsibilities, qualifications and positions for the proposed projects. Key personnel shall have (5) five cumulative years of construction renovation experience in occupied facilities. Offerors will be required to discuss previous experience that the proposed key personnel may have in working together on past projects.

Factor 4 - Project Payment Protection (Go/No-Go)

In accordance with FAR 28.102-1, offerers must provide proof of payment protection in the form of a payment bond or an irrevocable letter of credit (ILC) that their firm is able to obtain payment protection at a minimum of $150,000.

Discussions The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint.

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
