FEDERAL SYSTEMS INTEGRATION AND MANAGEMENT CENTER (FEDSIM)

REQUEST FOR INFORMATION (RFI)

FOR SMALL BUSINESSES ONLY

IN SUPPORT OF THE

UNITED STATES CYBER COMMAND (USCYBERCOM)

I. Introduction

On behalf of United States Cyber Command (USCYBERCOM), General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) is releasing the attached Questionnaire (Attachment B), Corporate Capabilities Package (Attachment C) and Corporate Experience Sheets (Attachment D) to assist the Government in conducting market research.

FEDSIM is partnering with USCYBERCOM to develop a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle dedicated to providing mission support services to USCYBERCOM and the Cyber National Mission Force (CNMF).

II. Program Title

United States Cyber Command (USCYBERCOM) Indefinite Delivery Indefinite Quantity (IDIQ)

III. Background

USCYBERCOM is charged with unifying existing cyberspace resources, creating synergy that does not currently exist and synchronizing war-fighting effects to defend the information security environment.

USCYBERCOM centralizes command of cyberspace operations, strengthens DoD cyberspace capabilities, and integrates and bolsters DoD’s cyber expertise. Consequently, USCYBERCOM improves the DoD’s capabilities to ensure resilient, reliable information and communication networks, counter cyberspace threats, and assure access to cyberspace.

USCYBERCOM’s efforts will also support the Armed Services’ ability to confidently conduct high-tempo, effective operations as well as protect command and control systems and the cyberspace infrastructure supporting weapons system platforms from disruptions, intrusions and attacks.

USCYBERCOM is a sub-unified command subordinate to United States Strategic Command (USSTRATCOM). The CNMF is a USCYBERCOM Joint Force Headquarters and the United States military’s first joint tactical command with a dedicated mission focused on cyberspace operations: to plan, direct and synchronize cyberspace operations to deter, deny, and if necessary, defeat adversary cyber actors to defend the nation.

IV. Scope

The scope of this requirement is to address IT solutions and services across multiple technical and non-technical disciplines to include Command and Control (C2), Intelligence, and Mission support areas, and to all elements of the DoD Information Networks (DODIN) and Joint Information Environment (JIE) in support of the United States Cyber Command mission. The IT solutions and services requirements should additionally address capabilities, knowledge, and expertise in the full range of technologies, intelligence, training and exercises, and business areas needed to support USCYBERCOM’s operational mission.

USCYBERCOM has three main focus areas:

1. Defending the DoD Information Networks (DoDIN);

2. Providing support to combatant commanders (COCOM) for execution of their missions around the world; and

3. Strengthening our nation’s ability to withstand and respond to a strategic cyber-attack.

V. Anticipated Period-of-Performance

The IDIQ ordering period will consist of one 12 month base period with four 12 month option periods.

VI. Government Estimate

The Government anticipates establishing a multiple award IDIQ valued at approximately $469 million.

VII. Instructions to Respondents

Respondents to this RFI should be aware that the Government is seeking respondents who can demonstrate their ability to meet the scope and requirements of the USCYBERCOM effort described within USCYBERCOM Requirements (Attachment A) of this RFI.

Specifically, interested respondents are requested to complete a Questionnaire, provide a Corporate Capabilities Package, and provide Corporate Experience Sheets in order for the Government to conduct an initial review of market capabilities.

VIII. Questionnaire, Attachment B

Interested respondents are requested to provide information using the attached Questionnaire.

IX. Corporate Capabilities, Attachment C

The Government requests all respondents to submit a Corporate Capabilities Package to better define what your corporation is, who it serves, what services it provides, and how it ensures quality delivery. Corporate Capabilities will be considered against current needs and services as required by the Government for the USCYBERCOM effort described within USCYBERCOM Requirements (Attachment A) of this RFI.

X. Corporate Experience, Attachment D

Respondents shall complete Corporate Experience Sheets for its past performance from contracts in the last three years in which the interested respondent (as a prime contractor or subcontractor) provided services similar in size, complexity and scope to the requirements identified in this RFI. Interested respondents should ensure that all of the points of contact are aware that they may be contacted.

XI. Security Requirements, Attachment E

Provides respondents with identification of the security requirements for this effort. Respondents should note that the security requirements must be in-place at time of award.

XI. RFI Responses

All responses MUST be submitted electronically directly to the FEDSIM Contracting Officer (CO), Contract Specialist (CS) and Project Manager (PM) no later than (NLT) 11AM EST on June 25, 2015 directly to the following email addresses:

No phone calls will be accepted. Please DO NOT send questions in a PDF format/file. The page limit for responses shall not exceed ten pages, and have no smaller than 12 point font, and with one inch margins all around. Any additional capability statements, white paper or other brochure materials should not be provided.

The ten pages should include the following:

· Cover Page shall be no longer than one page in length

· Questionnaire shall be no longer than one page in length

· Corporate Capabilities Package shall be no longer than two pages in length

· Corporate Experience shall be no longer than six pages in length (two pages for each example of Corporate Experience). All corporate experience should reflect scope relevant to this acquisition.

Any comments, concerns, and/or questions regarding this requirement must be emailed to the CO at robert.wade@gsa.gov and CS brittney.chappell@gsa.gov at least three Government work days prior to the RFI due date identified above with USCYBERCOM RFI in the subject line.

XII. Disclaimer

This RFI neither constitutes a solicitation, Request for Proposal (RFP), Invitation for Bid, or promise to issue an RFP in the future, nor does it restrict the U.S. Government to an ultimate acquisition approach. This RFI is issued solely for information and planning purposes and should not be construed as a commitment by the Government for any purpose.

All interested parties are encouraged to respond fully to this RFI. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. All submissions become Government property and will not be returned.

The Government is in no way obligated by the information received and all information submitted by respondents to this RFI is strictly voluntary. Respondents who submit information in response to this RFI do so with the understanding that Government personnel, as well as their support Contractors, may review their material and/or data.

Not responding to this RFI does not preclude participation in any future procurement, if any is issued. However, the Government places tremendous value on the information received and will utilize it to implement and finalize its acquisition strategy.
