About this file
The document is a Public Notice from the Oregon Department of Corrections (ODOC) regarding the procurement of programming services to design an Automated Victim Notification System using SAVIN360 that will reside on the Microsoft Dynamics 365 platform. ODOC has determined that the current victim notification system will no longer fit the Agency's needs, and the existing contract expires on December 31, 2022. Due to the short timeline, ODOC will be using the General Services Administration (GSA) contract GS-35F-0253N to create an agreement with InfoStrat, who has developed a fully customizable system that meets ODOC's requirements. InfoStrat can implement the replacement system within approximately 90 days. The notice provides instructions for submitting a protest to the procurement method by September 6, 2022.
The contract opportunity involves the jurisdictions of Marion County and the City of Salem. Pricing terms, set-asides, and funding sources are not explicitly stated in the document. However, it notes that the current contract expires on December 31, 2022, and a new system must be operational prior to the end of the existing contract.

PUBLIC NOTICE
GSA PROCUREMENT
By
DEPARTMENT OF CORRECTIONS
For Automated Victim Notification System
Date: August 29, 2022
Services to be acquired: Programming services to design an Automated Victim Notification System using SAVIN360 that will reside on the Microsoft Dynamic 365 platform.
Prospective contractor: InfoStrat
Agency needs: The Oregon Department of Corrections (“ODOC”) has determined that the current victim notification system will no longer fit the needs of the Agency. The current contract for services expires June 30, 2022 December 31, 2022 and a new system will need to be set up and verified prior to the end of the existing contract.
Through research and discussing the current issues with other State Correctional Agencies that have gone through similar situations, it has been found that InfoStrat has developed a fully customizable system that will fit the needs of ODOC. The system has been in place with other State Correctional Agencies and there were no issues found with the transition. InfoStrat can implement a replacement system for ODOC in approximately 90 days.
Due to the short timeline to put the system into place, ODOC will be using the General Services Administration (“GSA”) contract GS-35F-0253N to create an agreement between ODOC and InfoStrat for the needed system and deployment.
