The scope of work encompasses assessment of critical incident review processes, internal review systems for force responses, public and administrative complaints related to officer misconduct, civil litigation responses, policies regarding officer discipline, training and remedial education, mental health crisis call protocols, and racial profiling and equity considerations. The review is expected to include all three Beaverton Police Department bureaus (Operations, Services, and Administration) and will culminate in a final report with findings, recommendations for improvements and best practices, and an implementation plan. The proposal deadline is September 19, 2022, at 3:00 PM (PDT), with the solicitation issued on August 29, 2022. The anticipated evaluation committee meetings and proposer interviews will occur in September/October 2022, with a notice of award anticipated in October 2022. The consultant process includes a kick-off work session with City Council, stakeholder interviews with police department and city leadership, community stakeholder engagement, document review, site visits, interim findings review, and final report presentation to Council and potentially key boards and commissions (up to four presentations total). Optional additions include post-report implementation planning workshops and community workshops, contingent on sufficient capacity and budget.

The established budget for this scope of work is approximately $50,000, though the city will consider proposals exceeding this amount if additional tasks are clearly outlined and separately costed. Proposers must demonstrate a minimum of three years' experience conducting similar reviews for like-sized law enforcement organizations, with emphasis on work centering equity and community relationships. Detailed proposal requirements include firm background and project team credentials (with diversity of backgrounds preferred), comprehensive project approach and understanding of scope, detailed work plan and timeline demonstrating capacity to meet deadlines, and itemized project budget by phase and task with hourly rates and total hours. A separate cost estimate for optional additions must be provided. Proposals must be submitted electronically to Jessie Karlovich at jkarlovich@beavertonoregon.gov. All proposals become property of the City of Beaverton and are considered public records subject to Oregon's Public Records Law. The selection process involves threshold review by city staff, evaluation and ranking by an Evaluation Review Committee based on qualifications, reasonableness and feasibility of materials, readiness to proceed, and proposal quality, with final award determination by the City Manager. Proposers are restricted from promotional activities or direct contact with committee members during evaluation and should direct all questions to the designated solicitation coordinator.
