SPECIAL NOTICE

NOTICE OF INTENT TO SOLE SOURCE

Urinalysis CLE

The Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106, intends to award a firm-fixed-price, brand-name-only order under FAR 8.405-6(b)(1), “Limited Sources Justification and Approval,” against Beckman Coulter’s Federal Supply Schedule (FSS) contract V797D-70260. The NAICS code is 334516 with a small business size standard of 1,000 employees.

Requirement: CLE VAMC Pathology and Laboratory Medicine Service (PLMS) requires a fully integrated DxU Iris Workcell Automated Urinalysis Solution to standardize and streamline urinalysis workflow. This system combines automated urine chemistry and fully automated digital microscopy in a single workcell, which reduces manual review to less than 3–4% of samples and meets Clinical Laboratory Improvement Act (CLIA) and Clinical and Laboratory Standards Institute (CLSI) precision standards. The solution includes all required equipment, installation, interface to VA Vista, reagents, consumables, quality controls, maintenance, software upgrades, training, and removal of equipment at contract expiration.

Rationale: Beckman Coulter is the only manufacturer offering a fully integrated platform that performs both urine chemistry and digital microscopy with automated reflex testing and true walk-away capability. Other available systems either lack microscopy integration or require manual review, which increases labor costs, turnaround time, and error risk. Standardization across VISN 10 facilities, compatibility with existing VA Vista interface, and continuity of patient care make Beckman Coulter’s DxU Iris Workcell the only acceptable solution to meet VA operational and clinical requirements.

Other persons may identify their interest and capability to respond to this requirement by Wednesday, September 17, 2025 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Rachelle Hamer at rachelle.hamer@va.gov.
