About this file
This document is a slide presentation from the U.S. General Services Administration (GSA) Federal Acquisition Service (FAS) providing an overview of the new FAS Catalog Management Platform (FCP) for Multiple Award Schedule (MAS) contractors.
The key details are:
- The FCP is a new application that will replace the legacy Schedule Input Program (SIP) and EDI-832 systems for managing product information on MAS contracts.
- The FCP will generate a "Product File" to replace the "Price Proposal Template (PPT)" document for updating product information.
- To use the FCP, contractors must have the "Authorized Negotiator" role and submit modifications through the eMod system.
- The presentation covers when to use the FCP, including for baseline modifications, adding/deleting products, and other catalog changes.
- Resources and contact information are provided for accessing FCP user guides, getting system support, and submitting questions.
This presentation does not contain details about a specific federal contract opportunity, but rather serves as guidance on the new FCP system for MAS contract holders.

New FAS Catalog Management Platform (FCP) The purpose of this presentation is to explain the basic requirements of the FAS Catalog Management Platform (FCP).
Our overview of this topic is based on the feedback we (QMAAB) received from our MAS contract holders.
Disclaimer: The GSA Catalog Management Team developed and maintains the FCP Application. This presentation is providing basic information regarding the FCP Application based on the QMAAB Branch’s interaction with our MAS contract representatives. Some information included in our slide presentation is authored by the FAS Catalog Management Team’s various guidance documents.
What is the FCP?
“The FAS Catalog Platform (FCP) is an application for vendors to provide details about products and services on their GSA contract. These details include key information about offerings such as name, description, photos, and price. This information is published to GSA Advantage and eLibrary for customer consumption.
The FCP is designed to replace the legacy Schedule Input Program (SIP) and EDI-832.”
(Catalog Management Team)
Other Notes:
It is an application that tracks all MAS contract awarded products included in the Product File, and their postings to GSA Advantage.
It replaces the GSA SIP/CORS systems for those contracts transferred to FCP.
It validates information submitted via the Product File associated with contract modification requests, and ensures that items posted to GSA Advantage result in a good customer experience.
All MAS contractors are being phased into this new FCP Application over time.
What is the FCP? (continued)
Notes:
If your MAS contract includes both products and services, you can transition to the FCP application for your awarded products only. At this time, for your awarded services, you will still use the SIP/CORS systems to post your service offerings to GSA eLibrary via the terms and conditions/price list document until further notice by GSA.
The FCP application will generate a “Product File” (https://catalog.gsa.gov/help) to replace the “Price Proposal Template (PPT)” document. The PPT document cannot be used to make revisions to your product catalog after you transition to the FCP application process.
You must register via the FCP application to manage your product catalog.
Individuals must have the Authorized Negotiator role to access FCP. The Authorized Negotiator role can be with or without signing authority. (Catalog Management Team)
GSA is finished on-boarding contractors for FY2024. Onboarding will continue in FY25!
When do we use the FCP?
The FCP should be used when you:
Completed the MAS contract transition to the FCP application
Make changes to the awarded products on the MAS contract
Make changes to other information (i.e. FOB terms, unit of issue, etc.) cited on the FCP Product File
Change information in the “Seller Profile”
Note: If you currently have awarded services on your contract, in order to update service information at GSA Advantage, you must revise the “Text File” to correspond with the awarded mod via the SIP/CORS systems until further notice.
When do we use the FCP? (continued)
After transitioning to the FCP, in order to make changes to your contract you must submit a mod request.
Step 1 - eMod Request (eOffer/eMod System) – Initiate your mod request Contract modifications must still be processed via the GSA eMod System (https://eoffer.gsa.gov/)
