The specifications cover comprehensive plumbing and mechanical work including: domestic water piping systems (copper tube with soldered joints), pipe supports and hangers, flow meters, pressure gauges, piping insulation (glass fiber with specific R-values), identification and labeling systems, and selective demolition of existing mechanical equipment. Key material requirements include Type L hard-drawn copper for piping 1.5 inches and smaller and Type M for larger sizes, NSF 61 and NSF 372 certified components for potable water systems, glass fiber insulation meeting ASTM C547 standards, and all work must comply with ASME B31.9 building services piping code. The contractor must submit shop drawings within 30 days of contract award, maintain one-year warranties on all equipment and materials, provide operations and maintenance manuals in PDF and hard-copy formats, and perform system disinfection per AWWA C651 standards. Work includes ceiling and wall patching, painting, acoustic ceiling repair, gypsum board assembly repairs, and security plaster repair with specific fire-rating requirements. The specification references GSA Project Manager Jim Boisjolie and Property Manager Travis Mart for coordination, requires 48-hour notice for any work affecting building operations, and prohibits hot work, welding, and open flames except in specified attic spaces. All submittal procedures, administrative requirements, and general conditions are detailed across multiple specification sections with emphasis on quality assurance, testing protocols, and compliance with applicable federal, state, and local codes and standards.

3.03 ASBESTOS IN CONSTRUCTION

A. If materials are encountered during demolition that are considered to be or may contain asbestos the contractor shall stop working with that material and notify GSA and the architect immediately for further review and direction.

3.04 LEAD IN CONSTRUCTON / DEMOLITION

A. Contractor shall comply with OSHA Lead in Construction Standard (29 CFR 1926.62).

B. See appendix to this section which shows the areas of testing and the results.

C. If the contractor is going to disturb (e.g. grind, abrade, weld, cut, sand, etc.) any paints or coatings with any detectable level of lead, then submit to GSA for review a lead paint Method of Procedure (MOP) providing how they intend to comply with OSHA Lead in Construction Standard requirements.

D. It is the Contractor's responsibility as the employer of the employees doing the lead work to comply with the OSHA Lead in Construction Standard (29 CFR 1926.62). The contractor's OSHA defined Competent Person, as defined by 29 CFR 1926.62(b), will have to evaluate the lead concentrations present, the work to be performed, work practices to be used and make a determination of what they need to do to comply with the standard. The contractor should try to avoid or minimize paint disturbing activities like

Project No. 2446 02 4120–3 CUTTING AND PATCHING grinding, abrading, welding, torch burning, cutting, sanding.

E. All work involving the disturbance of lead containing materials need to meet the requirements of the OSHA Lead in Construction Standard at 29 CFR 1926.62 including proper employee training, exposure monitoring, engineering controls, work practices, work area demarcation and/or isolation, and prompt cleanup of lead bearing debris. In addition, any welding, cutting, or heating of lead painted metal surfaces or pipes would also need to meet applicable requirements of 29 CFR 1926.353(c)(2)(i) and 29 CFR 1926.354(c)(1) if performed in an enclosed space. GSA requires a written lead work Method of Procedure (MOP) describing all of this for review and acceptance prior to the work being performed.

F. The following is a list of some items that the contractor shall follow in the performance of their work:

1. Use workers that are properly trained per the OSHA Lead standard.

2. Use PPE as determined by the OSHA defined competent person.

3. Use lay down poly sheeting in work areas and demarcate work areas with signage.

4. Conduct initial exposure assessment and monitoring as required by the standard.

5. If paint needs to be scrapped off, use wet scraping, HEPA vac at point of scrape, etc.

6. Promptly clean up dust and debris.

7. Workers shall practice good hygiene practices in accordance with the OSHA standard.

8. Manage waste stream appropriately.

3.05 EXECUTION

A. GSA BUILD GREEN STANDARDS - SALVAGED, OR RE-USED BUILDING MATERIAL

1. Items and material located in the existing space, or to be removed from the existing space during the demolition phase, are eligible for reuse in the construction phase of the project. The reuse of items and materials is preferable to recycling them; however, items considered for reuse must be in refurbishable condition, and must meet quality standards as approved by GSA.

B. GSA BUILD GREEN STANDARDS - CONSTRUCTION WASTE MANAGEMENT

1. Recycling construction waste means providing all services necessary to furnish construction materials or wastes to organizations, which will employ these materials, or wastes in the production of new materials. Recycling includes required labor and equipment necessary to separate individual materials from the assemblies of which they form a part.

The Contractor shall submit to the Government their proposal to dispose of or recycle construction waste. Where the small quantity of material, the extraordinarily complex nature of the waste disposal method, or prohibitive expense for recycling would represent a genuine hardship, the Government may permit alternative means of disposal.

The Contractor will recycle the following items during both the demolition and construction phases of the project, subject to economic evaluation and feasibility:

• Ceiling grid and tile,

• Light fixtures, including proper disposal of any transformers, ballasts and fluorescent light bulbs,

• Duct work and HVAC equipment,

• Wiring and electrical equipment,

• Aluminum and/or steel doors and frames,

• Cardboard packaging,

• Pallets,

• Windows and glazing materials,

• All miscellaneous metals (as in steel support frames for filing equipment), and

• All other finish and construction materials.

If any waste materials encountered during the demolition or construction phase are found to contain lead, asbestos, PCBs (such as fluorescent lamp ballasts), or other harmful substances, they are to be handled and removed in accordance with State and Federal laws and requirements concerning hazardous waste.

In addition to providing “one-time” removal and recycling of large-scale demolition items such as carpeting or drywall, the Contractor will provide continuous facilities for the recycling of incidental construction waste during initial construction.

Construction materials recycling records shall be maintained and accessible to the Contracting Officer. Records shall include materials recycled or landfilled, quantity, date, and identification of hazardous wastes.

3.06 DEBRIS AND WASTE REMOVAL

A. Remove debris, junk, and trash from site.

B. Remove from site all materials not to be reused on site.

C. Leave site in clean condition, ready for subsequent work.
