About this file
This is an Amendment 0001 to GSA Solicitation No. 47PD5326R0051, issued by the PBS Office of Acquisition Management on July 29, 2026. The amendment covers domestic recirculation repairs (ND0047ZZ) and does not extend the proposal submission deadline, which remains 10:00 a.m. CDT on Monday, August 10, 2026. The requisition number is EQPMBA-26-0268, and the contract ID is 47PD5326R0051.
The amendment includes three contractor questions and government answers addressing project execution details. Key clarifications provided are: (1) work will be performed during normal business hours (8:00 AM to 5:00 PM, Monday–Friday) with potential intermittent stoppages due to court activity, requiring contractors to provide advance notice of noisy or disruptive work; (2) the government will arrange cubicle removal and reinstallation where necessary, though contractors should provide alternative methods to minimize disruption to modular workstations; and (3) the project delivery type is definitively design-bid-build with completed plans and specifications provided, requiring no design team. The amendment also includes a site visit sign-in sheet documenting attendees from companies including TF Powers. All other terms and conditions of the original solicitation remain unchanged.

Contractor’s Questions & Answers
1. Will the work be performed during normal working hours (Monday – Friday, 8:00 am – 5:00 pm)?
If so, should we anticipate any intermittent shutdowns related to court proceedings (or any other operational items)?
a. It is the intent that, To the extent possible, the work will be performed during normally hours, 8:00AM to 5:00PM. There may be intermittent work stoppages due to courts activity. Prompt communication of schedule for any noisy or disruptive work 2 weeks in advance can minimize this impact. The courts schedule will be available for the contractor to assist in planning.
2. During the site visit, it was noticed that several areas have cubicle workstations below the area designated for the new plumbing recirculation line. Is the owner responsible for removal and reinstallation of the cubicles? Or is the contractor responsible?.
a. The Government will arrange for moving cubicles where necessary. However, the contractor is expected to provide alternative methods to minimize moving or disassembly of modular workstations to the extent possible.
3. We believe the intended project delivery type to be Design-Bid-Build since completed plans and specifications have been provided. However, the project has been described as “Design Build” in the following locations.
a. The project is design-bid-build, a design team is not needed for the construction described in the solicitation documents.
