Item No. Reference RFI Item Description GSA Response

1 RFP

Can bidder get the existing drawings including Arch, MEP and Structural Available drawings of the area will be provided.

2 RFP

It is a Lump Sum Fix Contract with given quantities. However, Due to nature of concrete repairs, it is very likely that concrete repair quantities exceed the given quantity in the base bid. Does Government require the unit prices of concrete repairs

Unit prices and quantities are required in the contractor's price breakdown in the submitted cost proposal.

3 RFP

Please clarify the evaluation criteria. If the price proposal is not given the evaluation points, how the government determine the award to: if (1) the bidder with highest points of technical and highest price proposal; or (2) the bidders with second or third highest points of technical proposal but the lowest price proposal? Or (3) the bidder with lowest price among all bidders with acceptable technical proposals?

Please refer to the criteria cited in the original solicitation. This solicitation is a best value solicitaiton.

4 SOW

Please provide approximate quantity of concrete column repair;

Please verify the quantity of concrete beam repairs. From the site visit, we noticed that 3 concrete beams have severe corrosion and it appears to be more than 15 LF and more likely 2’ wide x 45 LF total.

The extent of the quantity of concrete repairs needed to repair the structural damage will be determined by the contractor. However, the intended sections of the structural columns/beams/wall/slab has been identified in the SOW/site visit.

5 SOW

Should bidders perform Mold test before the 7/18 to determine the cost impact? Or should it be tested after award; the cost of the mold remediation will be considered as cost modification?

Bidder should show the cost to perform mold testing and subsequent remediation (per unit of measure) as separate line items within the proposals.

6 RFP

Does the Government allow bidders to include allowance in the proposal?

As with all government contracts, contractors may include profits and overhead cost in their proposals.

7 SOW

Does the government have existing x-rays recently performed in the area of work?; Available drawings of the area will be provided. X-rays are not available.

8 DOE Facility What is directly above the area of work?

The plaza side walk and 10th st are directly above the project area within our SOW. It can be identified from the NE exterior corner of the West building.

9 SOW Please define “Private Space Permits” under “Civil” scope of work

If there are heavy equipment to be brought in or traffic at the building is obstructed and management of Traffic is required, then only Private Space Permit is required.

10 SOW

How many existing electrical panels are to be relocated? What are their sizes in amperes?;

There may not be any electrical panels to be relocated if the work does not disturb those systems. Additional information may be required to identify any electrical concerns.

11 SOW Is permitting required with DCRA? (Public areas?).

Depending on the work to be completed in public areas/DOE property/DC property, the contractor will determine which permits are required.

12 SOW

Under Project Description, Section IV.7 states: "All new system........final acceptance". Who will be responsible for the commissioning of the new equipment? contractor or owner?

Contractor is responsible for commissioning/testing of any new/reinstalled systems during this project.

13 RFP Please provide pre-proposal attendance list. Sign in sheet is attached.

14 SOW

Confirm that the ceiling panels (SOW IV.3.d) can be removed prior to the survey work; understanding is that they do not need to be replaced.

Ceiling panels may be removed prior to structural investigation, however the design requirements will apply to the removal of the concrete panels as well prior to construction work being permitted to remove those panels.

15 DOE Facility

How extensive are the utilities on the underside of the slab? Large ducts? Lots of piping and conduit? In order to perform a reliable survey, we need to be able to sound the underside of the slab and beams. Can the utilities be removed and temporarily relocated to permit the survey work to occur and not be replaced until after construction is complete? Survey to Start of Construction is 20 weeks and construction is 16 weeks, so temporary condition would exist for at least 9 months.

All utilities within the Ped Mall (walled off area with underside slab exposed) are visible. Utilities within the GK corridor are above the ceiling panel and visible from the access panel currently. If the contractor needs to move any utilities, the contractor will determine which area ther utility services how to relocate any utilities within our project zone. Relocation must not interupt service of the utility to DOE.

16 DOE Facility What is on the top surface of the repair area? Pavers? Grass?

Asphalt pavement for roadway?

The plaza side walk and 10th st are directly above the project area within our SOW.

17 DOE Facility

How much of the top surface can be exposed during the survey?

We really need to be able to get down to the top of the slab and sound the slab during the survey phase. If we have heavy top surface spalling that corresponds to bottom surface spalling, a full depth repair is likely required.

The plaza side walk and 10th st are directly above the project area within our SOW. Depnding on the locations of the areas to be opened up, most of the area on DOE property is available to be opened up, but the area over 10th st will need additional coordination with DC government to determine are which can be exposed. Note: All exposed areas need to take extra precaution to protect the area from additional water intrusion.

18 SOW

Where did the requirement for Corrosion Protection (CP) come from? Based on a previous report? Has previous concrete testing been performed; i.e. Rate of Corrosion, chloride contamination, carbonation?

The requirement for Corrosion Protection was based on a previous report of the area. Additional documentation is not currently available.

19 SOW

Please explain SOW IV.3.b? Sheeting and shoring and “sister” columns?

Current methodology intended to repair the existing columns would include the installation of temporary "sister" columns to support the load during construction.

20 SOW

The area shown on page 17 of the SOW appears to entail much more area than what is described in SOW IV.3. GP corridor area is estimated at 15’ wide x 70’ long, so does expansion joint run across the corridor or parallel?

The expansion joint intersects within our project zone. It runs across the structural wall identified towards the columns identified, it also interstects at the beams identified turning north.

21 RFP

The only part of this project that it seems we are able to provide a firm fixed price for is scope item IV. 1 the survey/report. Until the survey is completed the level of effort for design and construction cannot be accurately accessed due to the uncertainties/unknowns thus presenting a risk. Will GSA consider issuing this contract with the survey as a firm fixed price with design and construction as un-priced options?

No. Contractors are to submit their proposal based on the scope of work provided. A firm fixed price must be submitted on all facets of the project. There are no un-priced options.

22 RFP

Will GSA provide us with:

1. Original design drawings

2. As build drawings

3. Existing conditions drawings? Available drawings of the area will be provided.

23 RFP

If drawing are provided by GSA, will they be pdf's, AutoCAD, or other format.? All drawings will be either pdf or tif file format.

24 DOE Facility

Is is possible to view the condition of the expansion joint from the top side? If not, will we be allowed to do destructive testing so we can evaluate the design and condition of the joint?

• If we are allowed to do this testing, can we do it during normal working hours?

The expansion joint above our are has been replaced on a recent previous project. Project drawings and documentation will be made available to the contractors.

25 RFP

Will GSA consider using only 3 past performance instead of the 5 requested; and if so can we utilize at least of the past performance from our sub-contractor

No, contractors are to submit their proposal based on criteria in the solicitation.

26 RFP

Will GSA consider past performance of similar value other than construction projects

Yes we can consider this, however, please note that this will not change how companies are judged/assessed for this project.

27 SOW

Can you provide us with Mechanical, Architectural, Electrical Drawings of the affected area? Available drawings of the area will be provided.

28 SOW

Can the PM and Superintendent perform “dual hat” roles as QC & Safety Officers? Yes

29 SOW

Are there any special security requirements or provisions that would affect daily access to work site?

Supervisors will apply for GSA HSPD-12 badges, and will be granted escorting privileges to escort your project team. All other personnel will be added to an access memo to enter the facility. Special DOE events may occur in which our access may be affected.

30 RFP

Can you extent the proposal date by 2 weeks after we receive the Drawings from you (DOE)? Proposal due date is extended to Tuesday, August 8, 2017 at 5pm.

31 RFP

Can we have a second site visit after receipt of the Drawings from you (DOE)? A second site visit is scheduled for 07/27/2017 from 10 AM -2 PM.
