QUESTIONS AND ANSWERS
RFP GS-11P-15-ZG-D-0357
1. Does GSA have a Cross Reference Guide that ties the asset number to the specific PM Guide Card Requirement? If so could it be furnished to the bidders?
ANSWER: NO, GSA does not have a specific cross reference guide that ties in the specific guide card for PMs of the equipment. Incumbent will be expected to develop PMs on all equipment that meets the manufacturer’s minimum standard for maintenance and to sustain the equipment to ensure it doesn’t decline more than normal aging.
2. Will the government grant a contractor an opportunity for a site visit?
ANSWER: Yes, the Government held a site visit on July 20, 2015. The notice was posted 15 days prior to issuance of the pre-solicitation notice. No additional site visits will be held. However, a list of attendees will be made available for the purposes of partnering.

ANSWER: See Question No. 16 above
18. Please provide specific instructions as to what should be contained in each volume
ANSWER: See Question No. 16 above.
19. Section M, “Evaluation Factors for Award” seems to contain some of the elements that are required in the RFP submission: starting on page 303. Is this the intention? Are there any further instructions?
ANSWER: The following evaluation factors have been removed: Building Operation Plan, Site Visit, and Price. The percentages for these items have been added to existing evaluation factors as follows: Past Performance (increased from 35% to 50%), Management (increased from 25% to 35%), and Quality Control (increased from 15% to 20%). These pages have been annotated with strikeouts and are submitted as replacement pages for offerors.
20. Are these all the instructions for the response? If so, the use of the word “reference” seems to indicate that you want input from previous clients: Past performance must have been rated as successful/satisfactory or better, as indicated in referenced (p. 305) this is correct. All offerors are to provide past performance references for past contracts of the same or similar size. GSA will contact the noted companies/agencies to obtain past performance information. GSA is stating that corporate should be successful/satisfactory or better for the purposes of proposal evaluation.
ANSWER: Correct, GSA will be evaluating vendor past performance on previous contracts held by those companies who submit proposals. Please refer to Section L, Information for Offerors on the past performance requirements.
21. Do you have a form or specific information to be included on the references?
PAGE 6 OF 51 GS-11P-15-ZG-D-0357/A02
ANSWER: See Question No. 19 above.
22. Are these required in the response? If so, it seems that including a sample BOP and QCP would exceed the 50 page limit and not allow for responses to meet the other requirements. Section C.1.9.1 states that the BOP is the responsibility of the client agency and is not required as part of the technical proposal submission. The QCP is will required for submission 15 days prior to award and is only required by the vendor who is selected to enter into a contract with the federal government. Thus is not required as part of the technical proposal submission.
ANSWER: These documents are not required for submission with the proposals.
Section C.1.9.2 on pg. 43 describes the components of the Building Operating Plan (BOP). Information gathered in Section C.1.23 will be added as a record to the BOP to keep it updated and for continuity.
23. How can we provide and still meet the other requirements in 50 or fewer pages?
The current BOP included in the solicitation is almost 50 pages alone.
ANSWER: This document is not required as part of the proposal submission. GSA staff will partner with the selected vendor to develop and populate the BOP.
24. Does the following section apply to the evaluation criteria for the Request for proposal response or to the contract performance? These appear to be performance evaluation criteria not RFP response evaluation criteria.
The measures noted below are performance measures, not proposal evaluation criteria and will be removed from Section M of the solicitation.
24a. Service Call Completion and Quality: This measure will include both service call completion and quality of service call corrections. Quality will be based on customer satisfaction with the service call response and whether or not the problem is address the first time. This measure will be determined by IFMA Customer Satisfaction Surveys, by the use of the Maximo Service Call Reporting System and by random inspection and calls to the customer by the COR.
Measure: All service calls will be satisfactorily completed 90% of the time. "Excessive service calls" is defined as repetitive complaints that require frequent return service.
Three or more return service calls for the same complaint will be considered excessive."
ANSWER: This information is included so the prospective contractors can understand the level of performance we will be looking for and how you will be rated in the Quality Assurance. GSA will review on time completion rates in CMMS to ensure quality of services provided. We will run ad-hoc reports and custom reports as part of the inspection process.
PAGE 7 OF 51 GS-11P-15-ZG-D-0357/A02
24b. Preventive Maintenance Completion: This measure will be based on the amount of preventive maintenance (PM) scheduled for a given month compared to the actual completion of the preventive maintenance. The actual PM will be determined by the monthly reports on Maximo provided by the Contractor and verified by GSA inspection.
Measure: 100% of all critical maintenance must be performed monthly. Critical maintenance is that which is performed on equipment needed to provide a safe workplace that meets the space temperature requirements of this contract. Critical equipment is also that is needed for the agency to safely occupy. NOTE: PM will not be considered complete until it has "pass" quality assurance evaluation.
ANSWER: The standard Quality Assurance process included customer feedback, random inspection, and scheduled inspections. GSA inspects 100% to ensure the requirement is promptly resolved. The QASP will be developed from the Contractor Quality Control Plan. GSA will inspect the Preventive maintenance program established by the contractor to maintain and sustain the existing systems from further deterioration.
GSA will conduct random inspections on the existing systems to identify any standard preventive maintenance that should be accomplished to ensure the contractor is properly maintaining the critical equipment necessary to operate the facility to provide HVAC, Plumbing, and additional building O&M systems outlined in this contract.
24c. same with energy consumption and customer satisfaction sections—they appear to apply to contract performance, not response criteria. Please advise.
ANSWER: GSA needs the contractor to view energy conservation and customer satisfaction as key performance indicators (KPI) for successful performance.
25. Can you provide model and serial numbers and approximate age for the mechanical equipment?
ANSWER: If the mechanical equipment was installed within the past 15 years we can provide serial numbers. Anything before that we will refer to the CMMS equipment inventory list. Contractor is required to identify errors on the equipment list and provide updates to any new equipment that is replaced or installed new.
26. Since the equipment list is not specific with model numbers, can you provide a filter list?
ANSWER: Yes, GSA will provide a filter list and we have limited attic stock in place that can be used until a supply chain is set up to replenish that stock as needed.
27. Is there agency owned equipment? Is any included?
ANSWER: No, all equipment is government owned.
28. C.1.40.3 Non-reimbursable Repairs:
PAGE 8 OF 51 GS-11P-15-ZG-D-0357/A02
Immediately upon identification of a Reimbursable Repair, the Contractor shall create a work order in the CMMS and defer it by putting it in a “hold” status. (Same sentence in other sections as well.)
ANSWER: "The required completion date for Reimbursable Repairs shall be set when the COR approves the work, as mutually agreed upon by the COR and the Contractor.
The Contractor shall attempt to complete work as promptly as feasible. The required completion date for Reimbursable Repairs shall be set when the COR approves the work, as mutually agreed upon by the COR and the Contractor. Immediately upon identification of a Reimbursable Repair, the Contractor shall create a work order in the CMMS and defer it by putting it in a “hold” status.”"
29. Will the contractor have authority to create work orders in the CMMS? It is our understanding that the contractor is not authorized to add repair orders to the CMMS, but can only report on the status in Maximo.
ANSWER: Yes the contractor will be able to create work orders in CMMS.
30. P. 261 states” there is no repair threshold in the contract” This contradicts the information in section C.1.40.2 on a threshold of $1,000. Please advise
ANSWER: A non-reimbursable repair is a repair requiring no more than $1,000.00 in cost for repair parts and materials only (including any approved subcontracting costs).
The cost of consumable parts and materials shall not be calculated as part of the Contractor’s repair parts and material costs. Non-reimbursable repairs are entirely the Contractor’s responsibility with no reimbursement from the Government.
31. There is a shared liability for repairs. The contractor will be liable for the first $1,000 and the Government will cover any costs, which exceed the specified threshold.
ANSWER: The contractor shall be responsible for parts and material cost up to $1000.
GSA will reimburse all cost above $1000 in material for major repairs and/or replacement of equipment. The intent is to have a robust preventive maintenance program to reduce the cost of parts and equipment up to $1000.
