The intent of the dvd is to assist in illustrating historic restoration means and methods to the contractors.
39. Please confirm that offerors must submit between 3-5 similarly complex projects and may submit up to 3 additional comparable projects. There are slight discrepancies in the wording on page 8 of the solicitation.
Government Response: This issue was clarified in Amendment 3 on the Amendment 3
Attachment document.
40. Is the intent of specification section 013591 part 1.6 for the GC to provide full-time quality control supervisor with a historic preservation degree on site when preservation work is occurring?
Government Response: Quality Control Supervisor shall be on site full-time. A degree in historic preservation for the Quality Control Manager is not required.
41. Reference specification section 015000 1.2D. Please provide contact information for the authority with whom we can negotiate the cost of electrical usage for the project.
Government Response: The Contractor is responsible for all metered costs for electrical use.
The Contractor shall provide the meter. Costs paid by the Contractor are actual costs based on consumption and are not negotiable.
42. There is scope of work indicated in the JGL survey report which is not included in the drawings and specifications. How should the report be viewed – as a construction document or as reference material?
Government Response: The survey should be primarily seen as reference material to explain the challenges and scope of the project goals.
43. Is there a current hazardous materials report available? How should asbestos and lead-based paint be quantified for the bid?
Government Response: A hazardous material report is not available. It is expected that some transoms have lead based paint. The bid shall account for 500 SF of lead based paint abatement.
44. Reference specification section 040100 1.6A. As indicated in the video, please confirm that temporary water distribution including filtration for chlorine will be required at every level of scaffolding.
Government Response: The water distribution including filtration can be located at grade with a simple vertical that has a spigot at each level of the scaffold at a single location per elevation.

Government Response: Please see Amendment 4 regarding wind speeds.
47. Confirm that all work shown as phase 1, 2 or 3 is to be included in the base bid.
Government Response: All work associated with Phase 1 is not part of the base bid. Work associated with Phases 2 and 3 is included in the base bid, with the exception of work to be excluded noted in the General Contractor’s Scope of Work in the RFP.
48. There does not appear to be a window schedule or other indication of specific treatments necessary at each window. How can the work required for wood window restoration be quantified for the bid?
Government Response: The labor on the windows is consistent throughout all windows - sand in preparation of paint, glazing in any cracks, and paint. There may be localized liquid consolidant applied primarily to the central post and to the base of the central post, followed by glazing compound working into the cracks and fissures. The drawings note the areas that appear to need some consolidation.
49. Reference specification section 085920 part 1.2. Please confirm that power tools are not required or allowed for paint removal. Please confirm that there is no scope of work on the interior of the windows and that the windows are not required to be operational at the conclusion of the project.
Government Response: Paint will not be removed. The surface will be hand sanded to prepare the wood to receive. The windows will not be removed, no interior work will be conducted on the windows, and the windows will not be made operable. Blast windows are currently installed at the interior of all windows.
50. There are areas where the parapet appears to need rebuilding. How is this to be accounted for in the bid?
Government Response: The bid shall account for 100 LF of parapet rebuilding.
51. The documents reference the need to inject grout in areas where there is no mortar within 1” of the face of brick, how is this to be quantified for bidding?
Government Response: The bid shall account for 500 CF of grout for all projecting bands and
400 CF of grout for flat field brick.
52. The documents provide LF quantities for bidding. Many of the joints at the various architectural elements are <2” to 6” in length. When these joints are marked for repointing, will there be a minimum joint length or is it possible for 1 lf of repointing to be comprised of 12 – 1” locations in the most extreme cases?
Government Response: 1 LF of repointing can comprised of smaller areas totaling 1 LF.
53. The gutter masonry restoration (grouting/pointing/resetting masonry) is on an “as needed” basis. How is this to be quantified for the bid?
Government Response: The bid shall account for 600 LF of gutter masonry restoration
(grouting/pointing/resetting masonry).
54. The qualification requirement for the masonry restoration contractor indicates previous experience on work of similar size and complexity. The Sidney Yates project is unique in terms of its specifications, materials and methods. Will a contractor be considered without specific experience in lime putty mortars, injection grouting and hand cutting of mortar joints?
Government Response: The evaluation of past project experience of offerors will be based solely upon the criteria listed under Evaluation Factor 1: Experience on Comparable Projects in the solicitation.
55. Are all chimneys to be included in the restoration scope of work and are the percentages of repointing to be the same as the rest of the building?
Government Response: The chimney at the east elevation (14th St side) was completed in
Phase 1. Chimney repointing lineal footage is included in the total lineal foot estimates for the project.
56. Is it necessary for the entire Independence Ave elevation to be completed between
4/16/16 and 10/30/16 so that scaffold can be removed for the inauguration?
Government Response: Contract work will start on the Independence Ave elevation. The contractor is responsible for scheduling and sequencing all work to complete the project within the required period of performance.
57. Specification Section 040100 1.5B1 – requires the masonry restoration contractor to complete a Skills Verification Mock Up. How many days should be allocated to this mock up? How many workers will be verified at a time? Will workers be released to perform work once they have been “certified” or is there a minimum crew size required before work can commence.
Government Response: The Conservator will start with a core team and foreman for the masonry crew of approximately five people for the first week. The intention of the core group is to become the lead members for any subsequent subsets of the crew. In the second week, each member of the first crew will be paired with one or two additional people expanding the crew as determined by the foreman. The Conservator will be on site to assist with training the additional personnel ensuring they understand the means and methods.
The foreman will help determine if some of the lead crew may be better suited for other work.
These individuals may begin to work with the conservators to begin tracking and laying out work in a logical and efficient progression in coordination with other trades.
The Conservator will be on site full time for approximately the first month for training.
The mock-up is not a traditional mock-up that is conducted at another location. The training/skills mock-up will actually be completing work on the building beginning on day 1.
58. The mock up will require scaffold to be erected and cleared for use. Has a location been identified for the mock-up?
Government Response: The mock-up will be performed on the building at the location where the contractor begins contract work.
59. For weekend hydrating of the masonry joints will it be necessary to have the GC, masonry contractor and GSA representative present?

Government Response: See response to question 13.
61. The unit price schedule Item 12 – requests a price to heat the structure and Item 13 requests the cost for off hours staff for fire watch. Are there any restrictions as to the type of heat, location of power source/fuel, minimum maintained temperature requirements, etc.?
Government Response: The preferred heating source is propane. If heating is utilized, the required conditions for work to proceed must be in accordance with the specifications, 011400
Work Restrictions. All fuel and heating sources and storage shall comply with the International
Fire Code and the NFPA National Fire codes.
62. Given the requirement to affix scaffold to the structure without the use of anchors, the wind load requirements may preclude the use of heat using only pressure ties. The schedule only allows for 730 calendar days and 280 actual masonry work days (without work between 10/31 1nd 4/15). Will the schedule be extended if heat is not an option?
Government Response: The will be no extension if heat is not an option due to the contractor’s choice of scaffolding. The period of performance accounts for cold weather shutdowns. The contractor may provide heating during cold weather periods to facilitate continuous work. If the contractor elects to provide heat, the means and methods are subject to Government review and acceptance.
63. The drawings indicate bid quantities for the LF of pointing required. The quantities indicated do not seem to reconcile with the drawing notes. Are the quantities stated the basis for the bid and all other LF are based on unit prices or, is the base bid to include the quantities stated AND the drawing notes?
Government Response: The quantities of repointing noted on G003 are quantities for the base bid (phases 2 and 3 in the drawings).
64. Keyed notes #4, 7 & 8 indicate the need to remove/reset/realign “some” brick but, do not specify a quantity. How is this work to be quantified for the bid?
Government Response: If keyed notes 4 and/or 8 are indicated without a quantity for the type of masonry unit, it is for a single masonry unit. If a number is present next to the type of masonry unit, the number identifies the quantity of the masonry unit.
65. There are areas where the parapet appears to need rebuilding. How should this to be accounted for if at all?
Government Response: See response to question 50
66. The documents reference the need to inject grout in areas where there is no mortar within 1” of the face of brick. How should this to be quantified for bidding?
Government Response: See response to question 51.
67. The documents provide LF quantities for bidding. Many of the joints at the various architectural elements are <2” to 6” in length.
