| Item No. | Question | Response | |
May we include an additional resume for a position/individual we consider key to our project team? | This is at the discretion of the offeror. Resumes for positions/individuals not designated as "KEY" by the Government are not part of the evaluaiton factor and will not be evaluated. |

Government forms issued under the RFQ are NOT included in the count. Performance Questionnaires and other performance reports to be submitted are NOT included in the count. | |
What is the desired content and page limit for the Lead Designer? | Four (4) pages max. |
Are the Historic Landscape Arch and Historic Preservation Arch resumes 1 or 2 pages? | Two (2) pages max. |
Is only the SF 330 Part II required? | Completed SF 330 is required. |
Reference: Para F. Phase I-Request for Qualifications, 1. Evaluation Factors, a. Offeror’s Experience and Past Performance: Past Offeror’s Performance Questionnaires: | |
| Would GSA accept a previously submitted Offeror’s Performance Questionnaire that was received by your office within the past year if the Past Performance Questionnaire was for one of the reference projects shown in the Project Master List? | Yes, submit all previous questionnaire forms with the technical package, four (4) copies of each form. | ||
Reference: Para F. Phase I-Request for Qualifications, 1. Evaluation Factors, b. Key Personnel Experience and Past Performance: Can GSA please clarify what is required for the Lead Designer? | |
| Paragraph b, page 19 requests “lead designer’s portfolio of not more than five projects completed in the last ten(10) years (maximum of three (3) pages per project). Beneath that, there is a sub paragraph “a.” asking for the Lead Designer Qualifications in four (4) pages or less,” followed by a listing of the requested info. The last bullet in the listing of requested info (page 20) is “Lead Designer Portfolio,” which seems to make the Lead Designer’s portfolio part of the 4 page requirement, and not the “5 projects, 3 pages each” requirement of the preceding paragraph. Please clarify. | 5 projects, 3 pages each is a maximum, please submit what you like as long as it does not exceed this criteria. | ||
If an offeror submits 15 pages for the lead designer’s portfolio (5 projects up to 3 pages each), plus 4 pages for the Lead Designer Qualifications, then in total GSA will evaluate up to 19 pages of the offeror’s submission for the Lead Designer. Is this correct? | Yes. |
Our understanding is that the page count includes all narrative but does not include images, charts, required forms, or Section VI Bonding Capacity or Section VII Professional Licenses. Please confirm. | Confirmed |

The SF 330 will duplicate the information required in the Project Master List and Key Personnel Experience sections. Is there SF 330 still required? | Yes. |
For the Offeror’s Past Performance Questionnaires that related to the Project Master List, it is written that “the Government will accept other forms of completed, verifiable past performance questionnaires”. Should previously completed forms be included following the Project Master List section of the proposal? | Yes, the Government will accept previously completed past performance questionnaires, CCASS /CPARS/ACASS evaluation reports under the past performance evaluation factor. Reference Eval. Factor - Offerors’ Experience and Past Performance. See Offeror’s Performance Questionnaires, last paragraph. Submit all previous questionnaire forms with the technical package, four (4) copies of each form. |
Under Key Personnel Experience it states both that “except for the Lead Designer, resumes shall not exceed 2 pages per person” and for the Historic Landscape Architect and Historic Preservation Architect that “the information provided for each show not exceed one page”. Please confirm that all resumes are 2 pages except for the Lead Designer. | Confirmed |
. “The offeror submits the deal designer’s portfolio of not more than five projects completed in the last 10 years (max 3 pages per project)”. This seems to be requesting a portfolio of the lead designer’s experience. Please confirm. | Confirmed |
Lead Designer Profile: this section appears to be requesting project information as well, focusing on demonstration of design capability and “providing the following information: project objectives, project approach, project results, project significance, key features, and awards or peer recognition”. Please clarify if you are requesting additional projects or project information, or if you are requesting a more general Lead Designer Philosophy or Approach to Design? | Submit projects in which the Lead designer has been involved. |
Lead Designer Portfolio: this appears to be a request for the Lead Designer’s resume and/or professional profile, based on the reference to “credentials are complete”. Please confirm that this section is requesting a resume. | A resume and/or professional profile please. |
Additionally, please confirm or clarify that the for the Lead Designer Qualfiications sections it should include:Five projects, 3 pages per project (15 pages total) 4 pages to address the philosophy and resume | Confirmed, this is a maximum number of pages. |
For the Individual Performance Questionnaires, can previously completed forms or personal reference letters be included in lieu of Attachment 4, where relevant? | Yes, previously completetd performance forms may be included in lieu of Attachment 4, where relevant. Personal reference letters may be included as long as the letter addresses all of the required, requested information. |
At the pre-proposal meeting, it was stated that under Section C. Management Approach, the subsection 4. Coordination was to be removed. Please confirm. | Confirmed. See Amendment No. One |
A design team may be composed of several entities including Design Architect firm, MEP Engineering, Historic Preservationist, Historic Landscaping, and several others. What designers are required to provide the SF 330 in the proposal? Please confirm only Lead Architect firm submits SF 330 and does not include engineer firms or other consultants? | Confirmed |
Will commissioning services be part of the contractors scope of services or will GSA be hiring an independent commissioning agent? If GSA is hiring an independent commissioning agent, how will this be contracted (i.g. GSA Schedule, single contract, etc)? If GSA is hiring an independent commissioning agent, has this selection already been made or solicited? | Yes, commissioning services will be part of the contractor's scope of services. This will be clearly defined in the Part II of the solicitation. |
