BASE ECM TITLE DESCRIPTION

5.0 Building Automation System-

Upgrade

The existing building automation system is by Siemens. Most of the VFDs on the air handling units are switched to the “bypass” mode, running at 100% capacity, in “hand”, or completely disabled. building automation system control of the air.handling units Fans (via the VFDs) must be re-established. Although the existing BAS can communicate with the equipment, the building is being operated manually. The BAS must be upgraded with a current and capable front end computer station, and the latest version software for building automation and then re-commissioned to confirm proper control and operation of the building’s mechanical equipment.

ARRA Ltd. Scope Lighting & High Performance Green Building-Tune-up Rev.3 05/26/10 EPA East West Connecting Wing Building 7 of 244

6.2 PROJECT DETAILS- Optional ECMs

OPTIONAL ECM TITLE DESCRIPTION

1.0 Air Handling Unit

There are 31 existing air handling units (AHUs) in the EPA East, West and Connecting Wing Buildings.

AHU-1 thru AHU-14 are variable air volume (VAV) units serving the VAV boxes in the interior of the building spaces. The known deficiencies below have been identified, but are not limited to:

AHU-15 thru AHU-20 provide 100% outside air to the fan coil units located under the windows.

With the exception of AHU-26 which is not used, AHU-21 thru AHU-31 are constant volume, single zone units that provide conditioned air to specific rooms, such as the Mellon Auditorium, Courtrooms and etc.

AHU-1 thru AHU-31 do not function properly or meet performance criteria based on the original design sequence of operation, design static pressure ranges, or air flow capacities. This is primarily due to defective ancillary control components and maintenance deficiencies. The following are known deficiencies related to the subject AHUs, but are not limited to the following:

• Approximately 30% of the actuators, sensors, air flow monitors, dampers, damper linkages, hot and chilled water valves need to be replaced.

• Dirty and restricted bag filters.

• Dirty and restricted air flow through hot and chilled water coils.

• AHU-1 thru AHU-14 outside air dampers, relief air dampers and return air dampers do not operate in the proper sequence.

• Hot water valve on AHU-11 does not respond to the BAS commands to close.

• Return fan VFDs on AHU-1 and AHU-7 do not function due to electrical component failure per facilities management personnel.

• AHU-4 has coil damage.

• AHU-14 requires insulation replacement.

The above referenced AHUs are being operated manually by facilities management personnel and are not being controlled by the building automation system due to control issues.

ARRA Ltd. Scope Lighting & High Performance Green Building-Tune-up Rev.3 05/26/10 EPA East West Connecting Wing Building 8 of 244

2.0 VAV Boxes BAS The variable air volume boxes do not respond to commands by the Building Automation System to shut off in unoccupied mode. The fans, therefore, run constantly. Fifty percent of the VAVs tested did not operate correctly. The VAV sensors do not read airflow, which results in a 100% maximum airflow requirement from the respective air handling unit. This results in an inability to control room temperature. Each VAV needs to be tested and airflow stations repaired to provide accurate readings needed to control space temperatures.

3.0 Exhaust Fans The exhaust fans (general space and bathroom) are operated manually and are not controlled by automation. Controls issues are addressed in ECM 5.0, Building Automation System-Upgrade.

4.0 Test Adjust and Balance Test adjust and balance the HVAC system (100% sampling) after the upgraded building automation system has been verified, and any and all additions, replacements, repairs, adjustments and routine maintenance has been completed.

5.1 Night Time Set Back Night time set back control function is already in the existing BAS, and is identified as “Night Heating and Cooling Set Points”. The night heating is “Setback”, and the night cooling is “Setup”.

However, the night time heating and cooling set points are not consistent and are not in accordance the provided Sequence of Operation. Also, VAVs and FCUs are not shutting off when commanded to go to Unoccupied Mode by the BAS. Further investigation revealed that “Unoccupied Mode” did not appear to be added to the programs controlling these units, and therefore the fans run constantly. Considerable energy is saved when the building automation system automatically controls the building’s HVAC system, shutting it down during unoccupied periods-- nights, weekends, holidays. The building is being operated manually and requires reset to operation in automation, and must include night time setback.

ARRA Ltd. Scope Lighting & High Performance Green Building-Tune-up Rev.3 05/26/10 EPA East West Connecting Wing Building 9 of 244

5.2 Add CO2 sensors for demand

controlled ventilation

CO2 sensors must be added to return air handling units (AHU#1 thru #14) to monitor the levels of CO2 concentration.

These sensors, as part of the BAS control system, will provide the data necessary to regulate the intake of outside air, and limit the exhaust of conditioned indoor air. An automated demand control ventilation strategy shall be implemented comparing indoor levels with a default level from out outdoor sensor to establish a fresh air reading.

5.3 Range Limiting Thermostats The wall thermostat temperature range should be limited by the building automation system to limit the temperature setting extremes to a 6° F range. This will reduce energy consumption.

5.4 Replace Pneumatic Controls with DDC

Replace the existing pneumatic controls with direct digital controls on valves and dampers on the HVAC system. The existing pneumatic system has a major leak, causing the pneumatic compressor to run more frequently than designed. A qualified technician should be directed to trace this out and repair the leak.

5.5 Building Automation System- Replace The existing building automation system is by Siemens. It is does not currently control the building HVAC equipment in automatic mode. A new BAS system will optimally control and monitor the building HVAC system and automatically adjust components to conditions required to assure peak operational performance and energy efficiency. The units of measure currently being utilized in the computer software are in Metric (SI). It is recommended that they be changed to English units for operator familiarity.

6.0 VFDs- Replace There are two failed VFDs as noted above on AHU#1 and AHU#7 return air fan motors. The VFD manufacturer’s representative should determine the functionality of all the VFDs-- which to replace, and which to repair on both the air and water side. DDC must be re-established.

7.0 Chiller Condenser Tube Cleaning

The chillers have scaling of the condenser tubes. This reduces the heat transfer and efficiency of the chiller operation significantly.

Cleaning should be a scheduled preventive maintenance item for all four chillers. Water treatment should be evaluated.

8.0 Motors Most of the motors are 5+ year old, and should be replaced at the time of failure with premium efficiency motors. There are approximately 300 motors ranging in size from 5 HP to 150 HP.

11.0 A/C Unit Repair

The existing A/C unit designated to control space temperature in the main electrical vault has been taken out of operation. It was reported this was done due to the addition of similar water cooled DX units to the condenser loop. This increased demand for condenser water has increased the water needed to serve all the units on the loop. The lack of conditioned air for the electrical vault creates a concern, especially in the summer months. We recommend running a separate water line to serve this unit, as the most economical solution to this issue.

12.0 Lighting Issues (East & West Wings

only- Connecting Wing not included)

L1 Corridor Lighting Control (Timers)

L2 Basement Corridors (remove one lamp)

L3 Office Area Lighting Control

L4 Office Area Lighting controls

L5.1 Office Area Lamp Replacement

L5.2 Office Area Ballast Replacement

L6 Globe Style Corridor Fixtures

The corridor light fixtures are on 24 hours a day, 7 days a week.

Utilize timer control to minimize the number of hallway lights on during the nights and weekends.

Remove one lamp from each multi-lamp fixture in all basement corridors and return all removed lamps to building maintenance staff.

The lighting control sensors and timers do not operate correctly at all times. The wall mounted fixtures and the suspended fixtures are controlled together. The intended sequence is for the lights to be turned on manually from a special wall switch called a Sentry Switch and then an occupancy sensor is to turn them off after a specified amount of time of non-occupancy (if occupants don’t turn them off manually). Some of these controls are malfunctioning.

Remove one lamp from each multi-lamp fixture in all typical office areas. Return all removed lamps to building maintenance staff.

Replace all 4 foot T8 32 Watt lamps with T8 25 Watt lamps. Return all removed lamps to building maintenance staff.

Replace all ballasts serving 4 foot fluorescent lamps with ballasts having a ballast factor of 0.85.

The globe style fixtures in the upper corridors currently contain three lamps, three lamp sockets and three ballasts. The existing components are to be removed and replaced with one 40 Watt CFL, one socket and one lamp. Return all removed components and lamps to the building maintenance staff.

13.0 Plumbing Issues

Several pumps are leaking, several valves are frozen.

1.6 EXISTING CONDITIONS

1. The EPA Building is being operated under very negative air pressure. This is causing the EPA Building to act as a parasite off the Ariel Rios Building, since the two building are joined on the 6th and 7th floor hallways. Conditioned air is being drawn through these hallways from Ariel Rios and into EPA. As stated under ECM 5.0 “Air Handling Units,” there are at least three known reasons for this problem:

1. Little or no outside air being added to the airflow at AHU#1 thru AHU#14 because the return air fans are running at 100%.

2. All the air handling units are choking airflow in the building due to dirty clogged bag filters and coils.

3. The outside air, return air, and relief air dampers are not functioning properly on AHU#1 thru AHU#14.
