The OPM Building has seven stories above grade and three stories below grade. The above grade floors are primarily office use type space while the below grade levels - ground floor, basement, and subbasement, are a mixture of parking, mechanical and office space areas with an auditorium and cafeteria on the ground floor. The exterior building construction is a concrete structure with a limestone facade with near full height windows for the above grade floors.
5.2 The main mechanical room is located on the lowest level, the Subbasement, and contains the two main chillers and associated chilled water and condenser water pumps as well as the central control room.
The incoming GSA steam and pressure reducing stations are located on the Basement level. Cooling towers along with toilet exhaust fans and steam to hot water heat exchangers are located in the penthouse. The air handling units serving the above grade building office spaces are built-up type units with a filter bank, a chilled water coil with a circulating pump, and a supply and return fan.
For floors 1 through 7, there are 2 AHUs per floor situated in mechanical rooms on the perimeter of the building. For floors 1 through 6, the relief air louver/damper is located in a separate room on the north side of the building while the AHU room, where the outside air (OA) intake is located, is on the south side of the building. The units are capable of full air-side economizer. The existing OA intakes and exhaust for each unit consists of two sections – a minimum damper and an economizer damper. During full economizer, both sections are fully opened. The actuators connected to the dampers are fully modulating type. The return air ducts for each air handler run from the AHU room return plenum and terminate above the ceiling just outside the AHU room. Currently, the AHUs are constant volume type with reheat provided by duct mounted hydronic heating coils for zone temperature control. Included in this contract is the conversion of the constant volume air handling systems to variable air volume (VAV) systems for the air handling systems serving the three lower level floors and floors 1 through 7. (GSA will provide all available drawings and reports to the prospective contract awardees. Refer to list of available documents in Attachment B.)
