1800 F Street Modernization

Solicitation GS-P-10-MKC-0025

Amendment #3, Attachment #2

1800 F Street Modernization Questions & Responses:

31. Upon our review of the bidding documents, we have developed the following question:

Please clarify the Please reference The Agreement (paragraphs I.C.2 and I.F.2) section of the solicitation documents. The solicitation indicates that the total performance period for the contract is 1650 calendar days, inclusive of an initial preconstruction administration period, Phase 1 work, a tenant move-in period, and Phase 2 work (under Option A). A Wage Determination has also been issued as part of the solicitation.

Noting that FAR clauses 52.222-30 “Davis-Bacon Act – Price Adjustment (None or Separately Specified Method),” 52.222-31 “Davis-Bacon Act – Price Adjustment (Percentage Method),” and 52.222-32 “Davis-Bacon Act – Price Adjustment (Actual Method)” are not incorporated into the solicitation, please advise regarding the following two questions:

Is the intent of GSA to issue a new Wage Determination upon award of contract Option A for Phase 2 work?

Please specify the method that the contractor is to use to account for any increases or decreases in the labor costs that result from the inclusion of the current wage determination at the exercise of an option.

Reply: A current wage determination will be issued with the contract award. Should there be any increase in wage determination wages at the exercise of contract options, the contractor would request an equitable adjustment based on those revised rates.

32. My firm is interested in the above referenced solicitation and as such I am inquiring as to whether or not an attendee list for the April 26th meeting is available.

Reply: Please check FedBizOpps over the next day and reference Amendment #2. There is a list of companies who attended; GSA is not providing the names of individuals.

33. Drawing EL-1-01 General Note “A” refers to Drawing E-640 for the lighting fixture schedule and details. As far as we can tell, there is no Drawing E-640 on the drawing schedule or in the electrical drawing set. We also have examined the other documents for the lighting schedule and found none. Please provide Drawing E-640.

Reply: See the response to question #21 in Amendment #2.

34. Will there be any scheduled walkthroughs for contractors? Many interested companies were not able to attend the pre-bid meeting.

Reply: No.

35. Please provide a copy of the SF 1442. This form was not included in the bid documents provided.

Reply: See Attachment #1 in Amendment #3.

36. [Refer to Solicitation section V.E.] The total evaluated price is listed as base bid plus all options for all phases. Will both the alternates and options be included in the price evaluation?

Reply: Yes.

37. [Refer to Section 01140(1.4.D)] This section states that demolition activities in proximity to occupied areas and all abatement work must be conducted after hours. Since the GSA intends to occupy half of the building during demolition, what is the extent of the work considered to be in proximity to occupied spaces? Can any abatement work occur during regular working hours?

Reply: The proximity issue is relative to the potential disturbance of the occupants. Interior demolition that creates loud noises or new work that involves devices such as hammer drills should not be used within 30 feet of occupied spaces during normal working hours. Exterior structure demolition noise will drive the restrictions on normal work hours activities. All asbestos abatement is to be completed off hours. Lead abatement may be conducted during normal hours if non-abrasive removal techniques are employed. If abrasive techniques are employed, the abatement shall be conducted off hours.

38. [Refer to Section 01015 Narrative 4.A] The phasing narrative indicates that a temporary trash facility will need to be constructed in the west courtyard adjacent to the existing receiving structure during Phase 1. Will this temporary work be GSA-provided, or is it included in the construction contract?

Reply: Creation of facility is part of contract. The Contractor is to provide an enclosed structure with roof over the dumpster. The design of the structure is up to the Contractor as long as it meets the following criteria: Completely enclosed (non-visible into structure from the sides or back), includes a roof and has 5 feet clear space above the dumpster. GSA Building Management will arrange for dumpster delivery and pickup.

39. [Refer to Section 01100(1.1.B)] The current scope of work is described as providing a "warm lit shell". Please provide additional details regarding what work should be included in the current proposal and what work is considered part of the TI package.

Reply: All information provided in the documents is considered the "warm lit shell" and is part of the Contractor's proposal. All work not included in the bid documents will be provided at a later date per the schedule in the RFP. The allowance that GSA will provide on top of the Contractor's proposal will be for the future TI package.

40. [Refer to Section 01100(1.2.B.1)] This section states that separate contracts may be awarded for telecommunications, security, and roof antennae work. Will this scope be purchased separately by the GSA?

Reply: Telecommunications and security work will most likely be part of the TI package. The RFP has requirements for antennae related efforts. GSA expects that the new antenna work will be completed by other contractors and the Contractor for this project will be required to coordinate efforts with them.

41. [Refer to Section 01260] The bid form states that options must be accepted within 90 calendar days after commencement of Phase 1 or Phase 2 as applicable. Section 01260 states that options must be accepted within 500 calendar days after commencement of Phase 2. Which is correct?

Reply: See the response to question #7 in Amendment #2. 90 calendar days, as shown on the Bid form, is correct.

42. [Refer to Section 01593(1.2.B.2.e)] Will there be any costs associated with personnel security clearance in addition to the 2-hour screening process? If so, please provide any fees that should be included in the proposal.

Reply: The only security related costs will be for time spent completing HSPD12 clearance paperwork and costs for maintaining the Contractor badging process. The Contractor will not be responsible for paying fees to the Government for processing of security clearance paperwork.
