Solicitation GS-P-10-MKC-0025

Amendment #2, Attachment #4

1800 F Modernization Bid Questions & Responses:

1. Please clarify the difference between the Extended Overhead Daily Rate, and the Contractor's Daily Rate for Compensable Project Delay as shown on the Bid Form.

Reply: These are the same thing.

2. The solicitation documents reference SF1442. However, this form does not appear to have been issued with the bidding documents. Please provide this form.

Reply: See attachment.

3. Please provide a list of the required components for the Price Proposal, and the order in which these components are to be organized in this proposal.

Reply: The requirements for the price proposal are indicated in paragraph II.B of The Solicitation.

4. Please reference paragraph “II.B Price Proposal” of the solicitation. On page 6 of 28, under paragraph II.B.1, it is stated that "the Price Proposal shall consist of the SF1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement.” Please confirm that the intent of this requirement is to include in the Price Proposal SF1442 and the Project Price Form (Attachment 2) ONLY, and not a complete copy of “The Agreement” document (i.e., pages 1 through 39 of the solicitation).

Reply: Confirmed.

5. Please reference The Solicitation paragraph II.E. Requirements for Joint Venture Offerors. Please advise whether a copy of the JV Agreement is to be included in the Price Proposal or the Technical Proposal.

Reply: Neither. The Solicitation proposal is made up of sections as outlined in paragraph II.A. The price proposal and technical proposal are two of six sections of the proposal. The JV Agreement falls under “Other Documents” (paragraph II.A.7). The JV Agreement may be referenced in the technical proposal but is not required to be included in it.

6. Please reference the submission requirements stated under paragraphs II.D. "Other information to be submitted with Proposal" and II.E. "Requirements for Joint Venture Offerors," on page 13 of 28 of The Solicitation. Please confirm that all of the required information is to be submitted as part of the Price Proposal.

Reply: See response to #5.

7. Please review the allowable time period for exercising each option as described in Section 01260. It appears that some or all of them are in error.

Reply: The correct timing is covered in The Agreement, paragraph II.A.4.

8. Please reference the Price Form under Attachment 2 of The Solicitation. On this form, it is indicated that the allowance for Option 3 - Tenant Fit-out Allowance, will be provided by the GSA. Please provide the value of this allowance for Phase 1 and Phase 2 of this project.

Reply: This will be provided at the time of award.

9. Please reference the Price Form under Attachment 2 of The Solicitation. On this form, an Extended Daily Rate for extended overhead is to be submitted for Phase 1 and Phase 2 of this project. Please confirm that the proposed extended field overhead rates are NOT to include extended field overhead costs incurred by on-site subcontractors.

Reply: This is correct. However, if there is a Joint Venture, this will include all forces relative to the JV and all of their self performed work. Only on-site subcontractors who are not part of the general contractor’s firm or that of a joint venture partner are excluded from the extended daily rate.

10. Please reference The Solicitation paragraph II.D.1 Representations and Certifications and note the following questions:

Please confirm that the reps & certs are to be submitted in the Price Proposal.

Reply: See response to #5.

Please confirm that a complete copy of the ORCA record is to be printed and inserted under the reps & certs Tab of the Price Proposal, in addition to Attachment 3 (Form C301).

Reply: Confirmed.

11. Please reference Factor 3. Management Approach in the Solicitation. As part of the requirements Sub-factor b. Sustainability, we are required to include "A discussion of any additional LEED points that the Offeror believes could be achieved and the approximate cost of such additional tasks." Please confirm that this required pricing information is to be included in the Technical Proposal under sub-factor b, and not in the Price Proposal.

Reply: Confirmed.

12. Considering the significant amount of information to be submitted under the Technical Proposal, we respectfully request that the following documents be excluded from the 90-page limit:

· CPM schedule printout;

· Tabular schedule printout;

· Any document to be included as part of the PLA requirement;

· Subcontractors information to be submitted under Factor 7

Please advise if this is acceptable.

Reply: GSA accepts this request.

13. Please reference the proposal submission requirements under factor II.C.2. Past Performance of Offeror (on page 8 of 28).

(a) The following is stated in the 1st paragraph: "The offeror shall submit references for at least two (2) comparable projects submitted [...]. The Offeror must provide a GC Reference Form for each reference." Please advise of the minimum number of references required to complete the referenced form for each comparable project. Can these references be the same ones as those referenced under the Experience on Comparable Projects evaluation factor? Also, please provide the referenced "GC Reference Form," as it is not included in the solicitation.

Reply: At least two (02) references are required for each project submitted under paragraph II.C.2, Past Performance of Offeror. These may be the same references as provided under paragraph II.C.1, Experience on Comparable Projects. Forms are not provided for references to fill out for II.C.1 since the information is being provided as part of the proposal for GSA to contact the individuals directly.

(b) The following is stated in the 4th paragraph: "It is the responsibility of the respective offerors to arrange for submission to the Contract Specialist the completed Past Performance Questionnaires (see pages 25-28 of this document." Pages 25-28, however, include two types of past performance questionnaires: Attachment 1 - Organization's Performance Questionnaire (on pages 25-26); and Attachment 2 - Individual's Performance Questionnaire (on pages 27-28). Please confirm that Attachments 1 and 2 are both to be submitted under this factor. If so, please advise how many references are to complete Attachment 2 for each proposed key personnel.

Reply: Reference forms are to be sent directly to the Contract Specialist and are NOT to be routed through the bidding contractor. Bidders are to check with their references to verify they have submitted the information by the required due date. Similar to Organization Performance Questionnaires, Individual’s Performance Questionnaire’s (Attachment 2) is required for at least two (02) references. GSA’s preference is to have one reference from the current project and one from their immediately previous project.

14. Please reference the submission requirements stated under paragraphs II.C.3. "Management Approach," on page 9 of 28 of The Solicitation. The following is required to be submitted under subfactor a. Schedule: (1) "[...] a detailed logic diagram [...]" and (2) "a tabular schedule printout indicating, at a minimum, activity, activity duration and total float." Please advise whether it is acceptable to have the referenced tabular schedule information and the logic diagram provided on the same CPM schedule printout.

Reply: These are two separate submissions and are not to be submitted on the same printout.

15. Please reference par. I.C.2 on page 3 of 39 of the solicitation. The table reflecting the milestone schedule includes a note stating the following: "Schedule includes 15 days at government's discretion, per phase." Please clarify this note.

Does the note mean that the 740 CD duration for each construction phase shall include an allowance for 15 CD of Government-imposed delays to be accounted for in the schedule?

Reply: The note does indeed mean that 15 days of the 740 day construction performance period are an allowance for Government-imposed delays to be accounted for in the schedule. I.E. The contractor schedule should indicate 725 calendar days of performance and 15 days of Government allowance. (Note: This is in The Agreement vs. The Solicitation as indicated in the question.)

16. Please reference the submission requirements stated under paragraphs II.C.3 "Management Approach," on pages 9 and 10 of 28 of The Solicitation. The following is stated under Subfactor e. Risk: "Offeror shall discuss the least three (3) main risks that they see on this project." Please clarify whether the GSA is actually looking for the Offeror to discuss "at least" three main risks.

Reply: “At least” was the intent. This was a typo.

17. Please reference Factor 7. Subcontracting Plan in the Solicitation. As part of the requirements under Factor 3, a Subcontracting Plan, compliant with FAR 52.219-9 and specific to this project, is required to be submitted. Please confirm that this required Subcontracting Plan, which would include pricing information, is to be included in the Technical Proposal under Factor 7, and not in the Price Proposal.

Reply: There are two separate subcontracting plans indicated in The Solicitation. Paragraph II.C.7 indicates the subcontracting plan required as part of the technical proposal for evaluation purposes. Paragraph IV.C “Small Business Subcontracting Plan” indicates the portion to be submitted as a separate proposal section as outlined under II.A “Proposal Contents”. While some of the information will be duplicated between the two plans, there is sufficiently separate information being provided to delineate the two separate plans as part of the RFP response proposal.

18. Please reference the Technical Proposal submission requirements in The Solicitation. Please clarify what is to be submitted by the offerors under Factor 6. Project Labor Agreement.

Reply: No submission is requested or required under Factor 6, Project labor Agreement. Price proposals shall clearly state whether or not they are made subject to the PLA requirements.

19. In the case where an offeror intends to submit two offers - one subject to the PLA requirements, and one not subject to the PLA requirements, please advise of the formatting and submission requirements of the portions of the Technical Proposal that are affected by the PLA requirements.

An example where this case may apply - among other items - is the subcontracting plan: Should a subcontracting plan that is subject to the PLA requirements, and a subcontracting plan that is NOT subject to the PLA requirements be both clearly identified and submitted under Factor 7. Subcontracting Plan, and separated by a protruding sub-TAB? Should the subcontracting plan that is subject to the PLA requirements be included under Factor 6 Project Labor Agreement? Should an entirely separate Technical Proposal that is subject to the PLA requirements be submitted, with Factors 1 through 7 included in their entirety?

If the portions of the Technical Proposal that are subject to the PLA requirements and the portions that are NOT subject to the PLA requirements are to be included in the same proposal binder, we respectfully request that those portions related to the PLA requirements be excluded from the 90-page limit, or that this limit be increased by 20 to 25 pages.

Reply: If a bidder is submitting two offers – one subject to the PLA and one NOT subject to the PLA requirements, this is two separate offers. Therefore, the bidder should submit two separate proposal packages (pricing, technical, etc.) that each stand alone.

20. Please reference Attachment 2 of the solicitation. Par. L.10.2.b.(4) states the following: "If submitting two offers, one subject to the PLA requirements and another not subject to the PLA requirements, use two separate price proposal forms. [...]. Protruding tabs must be used to separate each section/form(s)." Please confirm that, if the offeror intends to submit two offers - one subject to the PLA requirements, and one not subject to the PLA requirements, the following formatting and submission requirements would apply:

A) Both offers are to be included within the same Price Proposal binder, and not in two separate binders.

Reply: Submit two separate Price Proposals, one subject to PLA requirements and one not subject to PLA requirements.

B) Two SF1442 forms are to be included - one form reflecting an offer in Block 17 that is subject to the PLA requirements, and another form reflecting an offer in Block 17 that is NOT subject to the PLA requirements. These two forms are to be separated by a protruding sub-TAB.

Reply: Submit two separate proposals.

C) Two sets of Attachment 2 - Price Form are to be included - one set reflecting pricing that is subject to the PLA requirements, and another set reflecting pricing that is NOT subject to the PLA requirements. These two sets are to be separated by a protruding sub-TAB.

Reply: Submit two separate proposals.

D) Only (1) Original + (6) copies of the Price Proposal, inclusive of the two offers, are to be submitted.

Reply: (1) Original + (6) copies for the proposal subject to PLA requirement and (1) Original + (6) copies for proposal not subject to PLA requirement.

21. Lighting drawing notes refer us to drawing E-640 for the fixture schedule. There is not a drawing E-640 in the drawing index, nor is there a drawing E-640 in the electrical set of drawings. Please issue the referenced drawing.

Reply: Drawings E-633 through E-636 (issued as part of this amendment) include the fixture schedules.

22. Sheet S-5-11 of the bidding documents appears to show retaining walls by others. Please clarify if the cost for this work is to be included in our bid or whether the work will be performed by others and is therefore NIC.

Reply: The retaining wall shown as “by others” is a misnomer. The wall is part of the optional site security that is indicated in the architectural drawings.

23. Please confirm that the kitchen equipment is to be provided by others and the general contractor shall only provide infrastructure for the equipment in our price proposal.

Reply: This is correct.

24. We noticed that there were no Telecommunication Cabling (DIV 17) Specs and/or Drawings in the General Contractors package. Was the Telecommunication Cabling Installation pulled from the General Contractor Package?

Reply: Communications work to be provided under the current RFP is outlined in Division 27 in the contract specifications & in the telecommunications drawings. This is the basic telecommunications infrastructure. Any work above and beyond this is not part of the current solicitation.

25. If the Telecommunication Cabling Installation was pulled from the General Contractors Package can you tell me if GSA or the end customer plans to post them on Fed Biz Ops, GSA Connections, etc..? Would this solicitation come out Full and Open, Small Business, etc?

Reply: See the response to #24.

26. If GSA plans to post the Telecommunication Installation via a different Government Vehicle could you give us an estimate when we might see the solicitation posted?

Reply: See the response to #24.

27. Would the End Customer/ Tenant be open to speaking with Government Contractors that specialize in Communication Cabling Installation? How could we sign up to meet with them?

Reply: GSA’s Office of the Chief Information Officer has already procured additional specialists for consulting on the additional work to be added during the tenant build out phase.

28. I need to know if the electronic security system (access control, intrusion detection, or CCTV) is part of this RFQ. Or is it being taken care of by GSA’s internal security technicians.

Reply: Security Systems are not part of the current RFP. GSA will be awarding an allowance for the interior fit out for the project. The security systems will be part of the interior fit.

29. A Couple of GCs asked us to bid the Telecom Install. I notice that it is not in the drawings. I heard rumors that it is coming out separately. If so is it coming out via a GWAC vehicle? Schedule 70, etc?

Reply: See the response to #24.

30. I also heard that there is a Swing Space RFP. Do you know the Solicitation Number?

Reply: The swing space contract has been awarded and the building owner is handling the telecommunications work.
