(RFQ No. GS11P09MKD0091)

Under the

GSA AREAWIDE CONTRACT

FOR

Central Utility and Heating Plant

ST ELIZABETHS WEST CAMPUS CONSOLIDATION PROGRAM

Washington, DC

June 23, 2009 Question 1:

I am requesting your assistance on a GSA Solicitation Number GS11P09MKD0091 notice for “INFORMATION PURPOSES ONLY”.

The notice states “This opportunity is only available to local utility companies under the General Services Administration Utility Area wide Contract (a master blanket contract for public utility services) within the service territory for the District of Columbia

GSA/NCR seeks to obtain services from a local utility company to design, construct and operate a Central Utility Plant (CUP), which will include the construction of a Central Heating Plant (CHP) capable of cogeneration. The project will be located on the site of St. Elizabeth’s, a National Historic Landmark, and former mental health hospital that was previously operated by the United States Department of Health and Human Services.

I have identified what I believe are the utility providers within the District of Columbia that have a master blanket contract with the GSA:

Potomac Electric Power Company, Washington DC & Maryland suburbs

Washington Gas Light Company, Washington DC, Maryland & Virginia

I am not sure if these companies provide service to the GSA within the District of Columbia:

Baltimore Gas and Electric Company, Baltimore/Central Maryland?

Potomac Edison, dba Allegheny Power?

Response 1:

Our project is only in the SERVICE area of Wash Gas and Pepco

The other utilities may provide services inside DC but NOT on the St Es campus

Question 2:

I would like to make arrangements for our representatives, to examine the pertinent documents in the reading room at the 7th & D Streets location on Thursday, June 18 at 9:30 AM.

Response 2:

The documents will be ready for your review on Thursday, June 18th

(tomorrow) @ 9:30 am. Please go to the GSA @ 301 - 7th Street SW in

Washington DC in Room 4606, ask for Harry Debes.

Question 3:

We noticed the above solicitation’s information regarding the central utility plant and the fact that it is available only to local utility companies. Can you provide me with a list of the qualified utility companies and perhaps a contact for each? We are a women-owned business interested in subcontracting opportunities on the project.

Response 3:

The two area-wide utility companies that may be awarded this contract for the Central Utility and Heating Plant for the St. Elizabeth West Campus in Washington, DC are Washington Gas or Pepco.

Question 4:

Would you be able to provide me with contact information for the local utility companies that may be awarded this contract? Or do you have any other recommendations on who I may be able to contact regarding potential teaming arrangements? Thank you for your assistance.

Response 4:

The two area-wide utility companies that may be awarded this contract for the Central Utility and Heating Plant for the St. Elizabeth West Campus in Washington, DC are Washington Gas or Pepco.

Question 5:

I am interested in the firms and contact names of the holders of the Utility Areawide Contract to which the CUP/CHP solicitation is open to.

Would you send me the information on the firms, plus contact names or direct me to where I can find them?

Response 5:

The two area-wide utility companies that may be awarded this contract for the Central Utility and Heating Plant for the St. Elizabeth West Campus in Washington, DC are Washington Gas and Pepco. All contact info for these two companies, an Amendment to this Announcement will be posted on Monday.

Question 6:

Are you able to tell me which local utility companies are pre-qualified under the GSA Utility Areawide Contract for the subject solicitation? I am interested in offering subcontracting services to them.

Response 6:

The two area-wide utility companies that may be awarded this contract for the Central Utility and Heating Plant for the St. Elizabeth West Campus in Washington, DC are Washington Gas or Pepco.

Question 7:

“GSA/NCR anticipates that it will require the local utility company to assemble and lead a first-class, multi-disciplinary team composed of architects, engineers, general contractors, trade contractors, specialty contractors, and/or other consultants in order to provide taxpayers with outstanding and cost effective services. GSA/NCR anticipates that the local utility company will design, construct, and operate a CUP/CHP that will not only meet, but surpass, federal energy goals, including, but not limited to the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

We are considering teaming with a utility company as specified in the solicitation, but are not certain if a regulated or deregulated company is the proper partner since this important distinction is not specified.

Response 7:

The St. Es Project is only in the service area of Washington Gas and PEPCO. Washington Gas and PEPCO are the only utility companies that service the St. Es Campus. They are the only utility companies that will be considered in meeting the requirements of this solicitation.
