May 11, 2009 by 3:00 PM, EST. Place of receipt as follows:
GSA, NCR, ROB – Bid Room 301 7th Street, SW, Room 1065 Washington, DC 20407 Phone: (202)708-5961
ITEM B:
DELETE the entire RFQ package as previously issued and INSERT the attached revised RFQ package in lieu thereof. Changes from the original package included clarification to RFQ attachments, minor typographical errors and clarification to select Evaluation Factors.
ITEM C:
The following Questions and Answers are hereby made a part of this RFQ.
Q1. Please provide list of ineligible firms.
A1: Please visit www.epls.gov for a list of debarred contractors for federal government work.
Q2. Attachments 1-4 were not included.
A2: Please visit Fedbizopps website for copies of attachments.
Q3. Are the relevant projects for the Key personnel included in the 4 page resume? Or is there no page limit for this section.
A3: The relevant projects for key personnel are NOT part of the 4 page resume limit. The only limits on relevant projects are not to submit more than 4 or less than 1.
Q4. On page 11 of the RFQ (b.1.a), Lead Designer Profile lists requirements that seem to apply to portfolio examples. On page 12, under Lead Designer Portfolio, the requirements seem to apply to Design Profile. Is it possible that these two headings have been inadvertently reversed?
A4: Yes they were.
Q5. For purposes of Phase 1 proposal, does GSA have any concerns with the Offeror shown as both firms on the Organization Chart?
A5: No. However, this should only be shown if you have legally entered into a partnership agreement/ joint venture contract with one another. If this is not the case, then GSA does take issue with Offeror shown as both firms.
Q6. The RFP requests a completed SF 330 for the lead A/E firm. Is it the GSA's intent that the SF 330 address the entire design team?
A6: The Offeror shall complete SF330, Parts I and II for the prime A/E and its major subcontractors, e.g., Mechanical, Electrical, Structural, Fire Protection, Landscape Architect, Historic Preservation Architect, Blast Protection Engineering and Acoustical.
Q7. In the event that the SF 330 duplicates information with the remainder of the proposal (for example, key personnel resumes), is it appropriate to provide this information in both places, or would the GSA allow a statement on the SF330 such as “Please refer to the RFP response, Section XX”?
A7: Please provide information in BOTH places.
Q8. Can the GSA identify any specific criteria for Section H?
A8: Please visit Fedbizopps website for copies of attachments.
Q9. Additionally, I was wondering what the status was of uploading the Past Performance Questionnaires (PPQ’s) to the FBO website, we still have not seen anything?
A9: Please visit Fedbizopps website for copies of attachments.
Q10. Are the four attachments are missing?
A10. They were initially. Please visit Fedbizopps website for copies of attachments.
Q11. Would GSA consider extension of Phase 1 Proposals?
A11: No, not as of this posting date.
Q12. Section II Forms and Questionnaires are not clearly defined. Please provide clarity.
A12: Forms and Questionnaires are:(1) SF330 (Parts I & II); (2) attachments 1 and 2 (Ph 1 – Offeror’s Performance Questionnaire and Ph 1 – Individual Performance Questionnaire); and (3) GSA Conflict of Interest Certification.
Q13. Can you please clarify which sections of SF330 need to be completed?
A13: Parts I and II of the SF330 should be completed by the A/E and its major subcontractors, e.g., Mechanical, Electrical, Structural, Fire Protection, Landscape Architect, Historic Preservation Architect, Blast Protection Engineering and Acoustical.
Q14. Will the firms selected from Phase 1 receive a Building Information Model (BIM) done by the Perkins + Will team for the bridging documents?
A14: No.
Q15. Could you please provide the protocol for the government's response to questions in terms of turn-around time, and method for posting? Also, is email the appropriate means for the submission of the questions?
A15: Turn around will generally be 24-48 hours. Reponses will be posted on Fedbizopps. Email is an appropriate means for submitting questions.
Q16. Under item #2.2. (Most Relevant Project Summary (MRPS), the first sentence reads "that the key personnel of the Offeror alone, or its GC alone, or it’s A/E have worked together." Is the intent of this MRPS section to demonstrate the extent to which the key personnel have worked together within each firm?
A16: Yes. It is also applicable for inter-team key personnel having worked together, e.g., Project Manager from A-E has worked with the Superintendent from GC on a 300,000 SF project.
Q17. Will a site walk be arranged at any point by GSA with the potential offerors for Phase 1?
A17: No. GSA will only offer/sponsor a site visit with firms invited to participate under Phase II.
Q18. Could you clarify if the Remote Inspection Facility (R.I.F.) on the west side of the site and / or the central plant on the east side of the site will be part of the scope of work for this submission? If so, could you outline the extent of the work that will be required?
A18: The RIF will be part of this scope of work. There will be less than $30.0 million of work in Central Utility Plant (CUP), boilers and chillers, under this solicitations. Drawings will be provided.
Q19. Per item C of the RFQ, the Phase One development costs are to be borne by the offerors without reimbursement from GSA. Has a determination been made with respect to any reimbursement for Phase 2?
A19: No reimbursement for Phase 2.
Q20. Please confirm that the scope of Operation and Maintenance (O & M) is limited to the operation and maintenance of building systems and equipment to include mechanical, plumbing, electrical (power, lighting, life safety), elevators and security.
A20: O&M scope will be for all equipment in the GC's contract. O&M scope will not be for government provided equipment such as IT, physical security, FF&E.
Q21. Regarding the requirement of an SF 330 on page 9 of the RFQ: An SF 330 is usually submitted for an entire project team, with the SF 330 Part I including the team (Sections A-C), org chart (Section D), resumes (Section E), projects (Sections F), a matrix (Section G) and a narrative responding to the evaluation criteria (Section H); and SF 330 Part IIs—a one-page sheet on each team member’s office. Please clarify what team members should be included in the SF 330, and whether only specific parts of the SF 330 are required, since project information—including resumes and project experience—are requested elsewhere in the response package.
A21: Offeror shall complete SF330, Parts I and II, for the A-E and its major subcontractors, e.g., Mechanical, Electrical, Structural, Fire Protection, Landscape Architect, Historic Preservation Architect, Blast Protection Engineering and Acoustical.
Q22. Concerning the requirement for Meridian (ePM), will licensing and training be provided by the government?
A22: Yes
Q23. We would like clarification on what is expected from the requirement listed on page 15, 2. Section II -- Forms/Questionnaires: Include all of the completed forms required by this RFQ. Could you Identify any forms to be submitted in addition to the Offeror’s Performance Questionnaires, Individual Performance Questionnaires and the GSA Conflict of Interest Certification?
A23: Section II Forms and Questionnaires are:(1) SF330 (Parts I & II); (2) attachments 1 and 2 (Ph 1 – Offeror’s Performance Questionnaire and Ph 1 – Individual Performance Questionnaire); and (3) GSA Conflict of Interest Certification.
Q24. Is there a narrative that could be issued as part of Phase 1 that would outline the design parameters for the project and would help Offerors to further understand the scope of the project?
A24:For more project information, please visit. http://stelizabethswestcampus.com/index.php Q25. Please define role of Historic preservation Architect, we understand the buildings to be new construction.
A25: There will be up to 5 historic buildings that will be adapted reuse under this scope of work as well as the need to incorporate the new construction within a historic landmark. The HPA will be involved in the analysis and design and recording of alternatives for historic buildings and also have input into BPP (building preservation plans) and HSRs (historic structures reports). The HPA will also liaison with architect of record of new buildings to ensure its sensitivity within the historic site.
Q26. Do you believe that at the time the bridging documents become available for the short listed firms, they will have advanced beyond concept design, and if so, to what level? Will they set exterior elevation, key design elements, program, materials, etc?
A26: Yes. On average, the drawings will be at 35-percent completion of the whole process.
Q27. When do you expect to provide attachments 1 through 4? They were not a part of the original solicitation.
A27: Please visit Fedbizopps website for copies of attachments
