Federal Acquisition Service

February 1, 2017

We are pleased to provide the attached General Services Administration (GSA) SmartPay® 3 (SP3) government-wide charge card and related payment services solicitation. The resultant contracts will provide global U.S. Government, and other authorized organizations’, Purchase, Travel, Fleet, Integrated and related charge card issuance and associated payment transaction services from November 2018 through 2031.

GSA SmartPay is the largest government charge card payment program in the world with more than three million Purchase, Travel, Fleet, and Integrated accounts, supporting more than 560 customer agencies/organizations. In fiscal year 2016 alone, agencies/organizations spent $28.5 billion around the globe.

Since program inception, GSA SmartPay spend totals approximately $432 billion with refunds earned exceeding $3 billion.

The GSA SP3 solicitation expands upon an already solid foundation of payment solutions while adding new, innovative solutions and avenues for incorporating appropriate future payment processes on the horizon. Over 1,200 comments were received as a result of the draft SP3 solicitation issued in June 2016.

Combined with extensive market research and focus group feedback, this input provided valuable information, helping to frame the approach for the next iteration of GSA SmartPay payment solutions. Offerors are invited to review the attached handout for differences between the GSA SmartPay 2 (SP2) and SP3 requirements.

The following instructions are of particular importance to Offerors:

Additional instructions on the submission of electronic proposal documents are also provided in this section as well as in Section L.3.2, Formatting Technical and Price Proposals. Offerors are notified that the size limitation is 25MB per email (message plus attachments). GSA accepts no responsibility and shall not be held liable for incomplete and/or late proposal submissions due to technical difficulties in transmission of messages and/or documents exceeding the 25MB per email limit.
