Q: C.3 GREEN CLEANING – Does the incumbent contract have this requirement?
A: The current contractor was encouraged to use green cleaning products and practices but not required.
Q: Terrazzo and Marble Floors (Crystallization) – by “crystallization” is the government referring to “diamond polishing?” Please provide the manufacturers recommendation for maintaining these floors.
A: Crystallizing is a process where a Floro-Silicate compound is applied on the terrazzo until it hardens and allows an easier polish by filling in the crevices and preventing the floor from being slippery. It is the contractor’s responsibility to research and practice the appropriate floor maintenance procedures.
Q: Stripping and Finishing: The government states that “the old finish or wax shall be removed in accordance with standard commercial practices” yet stipulates that “UNDER
NO CIRCUMSTANCES SHALL BURNISHING, HIGH SPEED BUFFING OR DRY
STRIPPING METHODS BE USED”. Standard commercial practices usually involve using a Rotary Floor Machine or Automatic Scrubber of up to 350 RPM – 1,000 RPM depending the type of machine and floor pad. Is this prohibiting contractors from using this process?
A: The contractor is allowed to use a low speed floor buffer. We are prohibiting the use of high speed floor burnishers and buffing machines which usually operate at 1500 RPM and above.
SECTION M
EVALUATION FACTORS FOR AWARD
52.212-2 Evaluation--Commercial Items (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: See Addendum below.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to make a pre-award survey of the facilities of any offeror to determine whether or not such bid/offer is adequately qualified to perform the requirements of any contract that may be awarded on the basis of this specification.
Investigation may be conducted to determine that the prospective contractor does regularly engage in the performance of work, of the type covered by the specification and has a satisfactory record of performance on prior jobs (either Governmental, municipal, or commercial), in order to be considered for award. Prior to award, the Government reserves the right to request, along with the offer evidence of experience, qualifications, financial responsibility and ability to carry out the terms of the contract.
NOTE: The Government intends to evaluate proposals and may award a contract without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint.
DESCRIPTION OF THE EVALUATION PROCESS:
THE METHODOLOGY AND TECHNIQUES TO BE USED
The “best value concept” will be used for selecting the contractor. The best value concept is a method of evaluating price and other factors specified in the solicitation, with the goal being to select the proposal that offers the greatest overall value for the government.
The objection is to select the proposal that offer the most for the money, not necessarily the lowest price.
The government intends to award the contract to the responsible offeror whose offer conforms to the solicitation and is most advantage to the government, cost or price and technical factors considered.
ADDENDUM AND/OR SUPPLEMENT TO FAR 52.212-2:
METHOD OF AWARD
EVALUATION OF NON-PRICE FACTORS
The non-price factors below are listed in descending order of importance, however, combined the non-price factors are more important than price.
Factor 1 - Experience
(1) The Offeror must provide at least three (3) reference projects for similar work that are completed or on-going within the past (3) years. Include those entered into with the Federal Government, agencies of state and local governments and private customers.
Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all proposed key personnel and subcontractors.
Contracts held by key personnel and subcontractors will be considered as described in the evaluation factors. No particular format is required, but each contract listed should briefly describe the nature of the work, dollar value of the contract, name of client, and name and contact information of client point of contact. Offerors should not provide general information on their performance on the identified contracts. Performance information will be obtained from the references. However, the offeror may provide information on problems encountered on the contract and subcontracts and corrective actions taken to resolve those problems.
Evaluation Standard
(1) The Offeror must provide a staffing and management plan that as a minimum describes (a) positions which will be used to staff this requirement by number and classification.
(2) The Offeror must provide a resume for (a) the proposed contract manager for this requirement.
The standard is met when the offeror has performed recent similar work to include:
(1) management of similar buildings size listed in the solicitation.
The standard is exceeded when the offeror has:
(1) more than three references
(2) performed janitorial services in federal buildings
Work performed by subcontractors will be given less consideration than work performed by the offeror’s own personnel.
The experience of the firm’s principals and contract manager will be considered along with the direct experience of the firm, to the extent that these parties will be directly involved in the performance of the contract.
Factor 2 - Management and Personnel Resources
The offeror must provide a resume for: (a) the proposed contract manager. Resume must be accompanied by a signed statement of the proposed employee agreeing to work for the offeror in the event the offeror is awarded a contract. An offer will not be rejected if resume is not obtained for the propsed contract manager, but the offeror may receive less consideration in the evaluation for such failure.
The offeror must provide a staffing and management plan that as a minimum describes:
(a) positions which will be used to staff the requirement by number and classification, (b) list of subcontractors.
This factor will evaluate the contractor’s personnel resources to determine whether, and to what degree, the contractor can perform all requirements of the contract. This factor will evaluate the adequacy of proposed staffing (number and classifications of staff), qualifications of individuals proposed for various positions.
The standard is met when the offeror: (1) commits to adequate staffing (classifications and number of employees).
The standard is exceeded when the offeror: (1) demonstrates unusually highly qualified individuals as contract manager.
Factor 3 - Past Performance
The Government will evaluate the relative merits of each offeror’s past performance.
The evaluation will be a subjective assessment of how well each offeror has satisfied its customers in the past. It will not be based on absolute standards of performance. The Government reserves the right to consider all aspects of an offeror’s performance history, but will attribute more significance to work that was similar in nature, magnitude, and complexity to the work that will be required by the contract described in this solicitation.
If an offeror has no relevant performance history, then the Government will give it neither a favorable nor an unfavorable evaluation. The past performance of subcontractors will not be considered in scoring under this factor. If the offeror is a joint venture, the past performance of this joint venture will be considered.
The Government may base its evaluation of past performance on information that it receives from offerors and information that it obtains through its own investigation. The Government may contact an offeror’s former customers and business associates; Federal, state, and local government agencies; electronic databases; and other sources of information. The Government will try to determine the offeror’s reputation for complying with the terms of its contracts, including quality, service delivery, price, and other terms; its reputation for effective employee management and relations; its reputation for effective contract administration; and its reputation for honesty and for reasonable and cooperative behavior.
The government may use its discretion in selecting material for investigation and consideration. If there are more than sufficient references, the evaluators will select those most useful (e.g, recent GSA work, work where the evaluators have personal knowledge, inspection or evaluation reports on hand, or know of the reliability of the information sources, etc.). Reference that pertain to only portions of the solicitation requirements maybe considered along with references to work that more completely mirror the solicitation requirements.
The standard is met when there is no record of poor performance, or dissatisfaction with the contractor’s performance identified.
This standard is exceeded when a consistent record of achieving high levels of satisfaction from clients, and indications that the contractor frequently exceeded the expectations of clients, i.e. timeliness of performance/delivery, cooperation, quality of work, and customer satisfaction/overall rating.
