Q: Please provide the name of the current contractor and the current monthly price for the operation and maintenance services at the facility.

A: Current Contractor is Enovity, Inc. The current monthly price is $182,609.20.

Q: How many service calls are presently being performed at the facility on a monthly and annual basis?

A: Over the one year period 6/1/07 thru 5/31/2008 there were approximately 7,313 work orders other than preventive maintenance, and 3884 preventive maintenance work orders. Of the 7313, 1441 were specifically classified as "tenant requests", although this may not be an accurate reflection as these are sometimes put under other classifications.

Q: Please provide a list of all subcontractors presently providing service on the current contract at this facility.

A: Subcontractor list: Contact Ms. Chin Q: Section M, Factor 2, Management and Personnel Resources, page 121 requires that resumes for a minimum of five key positions be submitted with the offer. This provides a clear competitive advantage to the incumbent contractor since he already has trained staff in place at the facility. The attendees at the site visit were not given an opportunity to meet the current employees providing this service at the facility. Since GSA is requiring resumes as part of the proposal evaluation can you provide the name, position and phone numbers of the current staff so that we can inquire about their interest in employment with a new contractor?

A: Messages for the incumbent emplyees can be left through the service call desk (415) 436-7111. GSA is providing a channel for offerors to contact incumbent employees, but cannot be responsible for their responsiveness or willingness to work for offerors. Please note that GAO has consistently recognized that "a competitive advantage that derives from an offeror's previous performance under a government contract is not an unfair competitive advantage that agency is required to neutralize" (see e.g. Synopsis of DRSC3 Systems, B-310825; B-310825.2). Therefore the implied assertion that the incumbent has an unfair advantage due to having personnel in place is incorrect.

Q: Window washing equipment, Man lifts and forklift. Who currently performs these services? Who is the manufactures of the equipment?

A: Current contractor "Enovity". The window washing equipment is made by Manning and Lewis Company, Union, New Jersey.

Q: Page 14 C.3.5 Software etc... on page 12 it is excluded from the scope. #8 upgrade of software or software licenses (to include BAS and CMMS) Which is correct.

A: Software. C.3.5. is a definition, not a requirement. C.1 excludes software upgrades from scope. Note that this is a narrow exclusion - the contractor is responsible for maintaining the software, just not upgrading to a newer version.

Q: Page 26 Control system computers, routers, hubs, switches and controllers. This paragraph states these shall be put on a small UPS systems. How many systems, routers and hubs etc.. are needed?

A: UPS. We do not expect UPS to be installed in ceilings or other difficult spaces. Assume one per electrical closet which contains a BAS network control panel (LSI etc.), and as needed in mechanical rooms.

Q: Page 30 C.4.6.12 Basement trash room up keep. Proper disposal of electronic waste, How much is generated? and how often?

A: Electronic waste volume. GSA has a recycling program for all Electronic waste. There is an average of 8 pallets about 3 feet high in 3 to 4 months that are generated.

Q: Page 38 C.4.9.4.1 24 hour contract, Please clarify? Are you looking for on site coverage 24/7 or able to respond if a situation arises.

A: Contractor is responsible for being on call 24/7, and for meeting the response time. Contractor need not be on site 24/7 so long as communications are established and response time can be met.

Q: Is the current staff under a CBA?

A: No.

Q: There is no listing on F34 lighting fixtures, L special lighting for the building in the equipment inventory, What is the quantity for each?

A: Light fixture quantities not in the inventory are not available. Offerors should estimate based on the size of the building.

Q: C.4.6.6.1 states that services will be provided outside of normal working hours at no additional cost to the government. We know from experience that PMs and repairs that would affect courtrooms or judges' chambers must be performed after normal working hours, otherwise trials might be disrupted, and that this work can be extensive. In order that the contractor may estimate the extend of such after normal hours work, can GSA provide a list of the equipment that must be PMed or repaired after normal hours if court happens to be in session during the day? We presume that the knowledge exists, or courts would be disrupted on a regular basis.

A: We do not track hours performed during normal working hours versus after hours in a way that is easy to calculate. We are providing a copy of the work order history for May 2008 so offerors can analyze a typical month as they see fit. In general offerors should assume that any activities that disrupt operation of HVAC or other services to occupied space must be done outside working hours.

Q: The Price Schedule, on page 8, shows a Base Year of 7 months. However, in Section F, paragraph F.2 on page 53 states that the initial award will be for a two-year period. Which is it? In addition, the Price Schedule on page 8 lists four option years, while F.4, also on page 53, indicates that there will be four option periods of two years each. The price evaluation sheet at the end of the RFP indicates the same. Please clarify length of contract base period and option periods.

A: The number 7 is the Notes #7; the initial term of the contract is 2 year with four 2-year options. The sentence above the price table on page 8 indicated this. Therefore, this contract can potential be for a period of ten years.

Q: We would like to request that several documents be made available for contractor review. These include:

a. The past month's service request logs

b. The past month's PMs generated through the GEMnet

c. A recent GSA tenant survey

d. A MARS report

e. A current refrigerant inventory list

f. A list of GSA provided tools and special stock

g. A list of tenant owned mechanical equipment

h. Any HVAC balancing reports

A: a-f, and h: Contact Ms. Chin

g. GSA doesn't have an itemization of tenant owned equipment, since we generally aren't responsible for maintenance.

Q: Do any of the in-house 2kv step down transformers contain PCB's?

A: There are no PCB transformers.

Q: Is there still TSI lagging and fireproofing still in the building?

A: There may be asbestos and lead paint in mechanical spaces (lagging etc.). Some of this has been abated, but not all.

Q: Could GSA please identify the window washing unit annual certification contractor?

A: 1) AC3 of Alameda, CA. 510-865-2455, and 2) Safety Tower Services of San Mateo, CA. 650-343-7233.

Q: What has historically been the in-house IDIQ workload?

A: There have been approximately $1.7 million in IDIQ orders, excluding credit card orders.

Q: Can we have a cleaner, less blurry version of SF1449?

A: It is a PDF form; therefore, launch it by clicking twice on the form. However, a copy is attached.

Q: Will the NFPA-101 fire sprinkler/hydrostatic flow test be required under this contract? If so, when was the last one done?

A: NFPA 101 is the incorrect standard, however the contractor is required to follow NFPA 25. Where there is a conflict between the GSA PM guides and NFPA 25, NFPA must be followed. GSA has developed a draft version of an updated maintenance manual. Use of this manual is not mandatory since it is not yet finalized, but the guides have been considerably updated, use is recommended, and may save substantial effort in developing acceptable updated guides. (Contact Ms. Chin for the draft manual) Yes, it is required under this contract. GSA has no record of when the last time it was done in this building.

Q: Is there a 5 year sprinkler certification or if it's just testing the system and repairing it.

A: We require compliance with NFPA 25 requirements. However, we do not require certifications by local jurisdictions. Our own fire protection engineers act as our AHJ.

Q: Is GSA requiring a full lab analysis for all four water loops (FBI chilled water, main building chilled water, hot water and condenser water) every month, or would on site measurements by a qualified water treatment company suffice?

A: The solicitation requires monthly laboratory analysis. There are also a number of other monitoring and performance requirements that should be noted. Attached is our manual, which provides additional recommendations. (Contact Ms. Chin) Q: The General Scope of Work in Section C.1. does not mention kitchen equipment for the 450 café and mid-way café. Is this included in the scope of work?

A: No. Concessions contractor maintains the kitchen equipment for 450 Café and BEP program furnished and owns the Midway Café kitchen equipment.

Q: How many hours per month do you anticipate it will take to complete the utility bill date entry required as part of the service desk function.

A: This has averaged 39 hours per month (using the last 4 months).

Q: Will the O&M contractor be responsible for removal of hazardous waste that is created in performance of the O&M contract only? Or will the O&M contractor have responsibility for removing hazardous waste that is created as a result of tenant activities and other GSA projects.

A: The O&M contractor is always responsible for their own hazmat generated from work under the contract. Hazmat generated while performing additional services work is also the contractor's responsibilities and the cost may be included in the price.

Q: Is the O&M contractor responsible for the maintenance, repair and set up of all audio visual equipment in the second floor conference center?

A: The O&M is responsible for the set up of audio/visual equipment and troubleshooting. The audio/visual equipment belongs to GSA and therefore responsible for maintenance.

Q: If a manufacturer's guideline is different to either the NETA guide for electrical or the PBS standards for other equipment, would the manufacturer's guide take precedence?

A: The contractor is invited to recommend the OEM's standards over the NETA standard, but the final decision to approve the substitution is at GSA's discretion.

Q: Many of the NETA Visual and Mechanical Tests are annual and require a thermographic scan, yet Section C.4.7.5.5 requires a thermographic scan every three years. Do thermographic scans need to be performed annually to comply with ETA standards or every three years.

A: Section C.4.7.5.5 states not less than frequently than every three years, therefore thermographic scans must be performed every three years, or per NETA, whichever is more frequent.

Q. Section C.7.10 says to provide document preparation and conference services for 8 working hours per day, how many full time people are performing these tasks under the existing O&M contract.

A: There are 3 full time employees performing these task:

One document preparation clerk - performs document and file maintenance functions pertaining to building operations, maintenance, repairs, tenant reimbursable work and minor construction.

One Conference Center services - schedule rooms and events in the conference center, takes service calls.

One Conference Center set up person - provide general set-up, maintain and clean 2nd flr conference rm, _1276519843/GS09P08KSD0044.pdf
