SOLICITATION FOR APPRAISAL SERVICES:
SOLICITATION NUMBER: GS-08P-13-JE-P-0018
EVALUATION CRITERIA AND INSTRUCTIONS TO OFFERORS
**See Statement of Work for assignment specifics.
EVALUATION OF AWARD
One firm fixed price contract will be awarded based on a best value evaluation.
Evaluation—Commercial Items (Jan 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Past Performance on Similar Projects Factor 2 – Qualification and Experience Factor 3 – Price
Technical and past performance, when combined, are significantly more important when compared to price
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Instructions to Offerors:
In response to this solicitation, the offeror shall submit their offer in two parts. Part 1 is the Technical Proposal and Part II is the Price Proposal.
Part I- TECHNICAL:
Past Performance and Experience on Similar Projects - The offeror shall demonstrate its ability to perform the duties as required by the Statement of Work by detailing its past performance on similar projects. The government will evaluate Contractors‘ past performance based on the degree to which the:
a. Past performance examples reflect performance of appraisals similar in size, scope, and complexity to the requirements in the statement of work. In conducting the past performance assessment, the Government may use data obtained from other sources, as well as that provided in the proposal;
b. Past Performance references are current (performed during the last 3 years) and the degree to which the contractor's role and responsibilities under the appraisals are similar in size, scope and complexity to the requirements contained in the statement of work
Offerors shall submit a minimum of three (3) and a maximum of five (5) references for projects similar in scope, size and complexity to the requirements of this solicitation. For each reference the following information shall be provided:
(1) Name of contact person and telephone number.
(2) Company name and address.
(3) Dollar value of contract.
(4) Contract period of performance.
(5) Description of work performed.
(6) Firm’s experience performing requirements of this RFP.
Note: GSA may contact some or all of the references provided.
B : Qualifications and Experience Offeror shall submit a summary of qualifications detailing the qualifications and experience of personnel that will be providing services in the performance of this contract. In particular, offerors should detail experience with regard to appraisals of vacant land near modal transit districts and transit oriented developments, government-owned property, and properties with environmental damage and/or developmental restrictions.
The government will evaluate contractors experience based on the degree to which the experience reflects current experience and the contractor's roles and responsibilities are similar in size, scope, and complexity to the requirements contained in the statement of work.
The offeror must have at minimum a Certified General Real Estate Appraiser License in the State of Colorado. Offerors shall submit a copy of their appraisal license.
Part II – PRICE
Factor 3: Price
Price proposals will not be point scored or adjectivally rated. The price proposal will be evaluated for completeness and reasonableness. As applicable, reasonableness will be determined considering the offered prices in comparison with current market prices and other competitive prices received. Unrealistically low or high proposed prices may be grounds for eliminating a proposal from consideration on the basis that the Offeror either does not understand the requirement or has made an unrealistic offer. Prices will be used in conjunction with the technical evaluation to determine the overall best value to the Government.
18. SUBMISSION OF QUOTES
Offerors are requested to submit their offer in 2 parts: (1) Technical and (2) Price
Note: The Standard Form 1449 (SF1449) (Blocks 12, 17, 23, 24, and 30) is to be fully executed. The person signing the SF 1449 must have the authority to commit the Offeror to all of the provisions of the proposal, fully recognizing that the Government has the right, by terms of the Solicitation to make an award without discussions if desired.
