U.S. General Services Administration

November 6, 2009 GS-08P-10-JB-C-0005 – RFQ – Request for Qualifications-Phase I RECOVERY – Design Build Services for the Modernization of the Cesar E. Chavez Memorial Office Building, Denver, CO

Response to RFI’s #4

1. Q.

If we already have the Lead Designer as a team, do we have to drop the other Lead Designer team members?

A.

No.

2. Or may we keep our Lead Designer Team, as long as we meet the page requirements?

A.

Yes.

3. Q.

If the Project Team has not performed together as a team on prior projects, the offeror must provide detailed information on three projects of similar scope and complexity for each Project Team member that best illustrates that team member's skills and capabilities." Does that mean that we must submit three projects of similar scope and complexity for each design team member/individual (i.e., Architect, LEED Consultant, Engineers) or do we submit three projects for each design team firm? May we also make the assumption that we can combine projects to reduce page count for Design Team Members if they worked on the projects together?

A.

It is the Offerors discretion on how to submit the best proposals.

4.

Q.

In the Response to RFI's #3 dated October 29, Item #16 it states that the form called Part IV Projects-Design/Build Team Construction and/or Design should be included for Tab 10 Design Team Project Experience on Similar Projects. In the RFQ, the form called Part IV Projects-Design/Build Team Construction and/or Design was only requested for Tab 3 Design Builder - Project Experience on Similar Projects. Are you certain you want the Project IV in Tab 10? That will greatly increase the page count of this section, resulting in the removal of pages from other sections.

A.

There is not a change in the requirements. Please follow the instructions provided in the RFQ.

5. Q.

Regarding the Past Performance Questionnaires: since we submitted these incorrectly and the weekend is all we have before the due date on Monday, may we get a brief extension of the due date?

A.

The RFQ requirements have not changed; therefore, there will not be a time extension.

6.

Q.

In the RFQ dated October 7, 2009 on Page 12 it gives a list of Design Team members: Lead Designer, Architect, Engineers (mechanical, structural, civil, electrical, fire protection), Building Envelope Consultant, Security/Blast Consultant, LEED Consultant and High Performance Green Building Consultant. However, in the list below stating minimum years of experience, it adds the title of Project Manager to the list. Do you consider the Project Manager to be either the same person as Lead Designer or Architect, or is it another person altogether? I recognize that you answered this question in RFI #3, but do you also want a resume for the PM and do we provide three projects for that individual?

A.

It is either the Lead Architect or the Architect. If the PM is different for the Lead Architect or Architect, yes, follow the RFQ instructions for submittal.
