Amendment No. 4 – Solicitation No. GS-07-P-17-HT-C-0008 for Chiller Removal & Installation at the Roswell Federal Building in Roswell, NM

This amendment is issued to respond to questions.

1. There are 5 pumps to be replaced; 2 CHW, 2 CW, and 1 CHW “perimeter” pump. The pump specs released with Amendment 002 have the new perimeter pump designated as HWP-1,2 as in two heating water pumps. I can only assume this is a typing error but can you please confirm or clarify. Please see the attached revised document.

2. Is the Distech controller referenced below existing and to be replaced by the BAS upgrade already underway? YES, the Siemens plant controller will be replaced with a Distech ECB-610 IO-34 and ECB-410 IO-34 BACnet MS/TP unitary plant controllers networked to a True Vykon Niagara 4 JACE 8000.

3. Or is it going to be replaced by the BAS upgrade underway to an Open Protocol Controller? The Distech ECB-610 IO-34 and ECB-410 IO-34 BACnet MS/TP unitary plant controllers and True Vykon Niagara 4 JACE 8000 are considered open due to open licences, open BACnet protocol, Open licenses engineering tools installed on the Roswell BAS engineering laptop, and DDC open warehouse distribution parts channels.

The only real consideration to be made is that the GSA requires 20% spare I/O and Solid State on board flash RAM capacity at the end of the project warranty for all DDC projects at the unitary and supervisory integration layers. It is incumbent on the controls contractor to ensure that the existing plant I/O and the new plant I/O counts are the within similar capacity so to ensure that the 20% requirement is not violated by the plant project. If the new plant requires more I/O that what is currently there or on the attached control drawing, then an additional BACnet MS/TP Distech controller will need to be added.
