AMENDMENT 0001 – SUMMARY OF CHANGES
REVISIONS TO SCOPE OF WORK:
1. Provide administrative corrections to scope of work to coincide with the correct chiller size for the new 117 ton chiller for F. Edward Hebert bldg, 600 Maestri Place, New Orleans, LA 70130. See revised scope of work attached with corrections in red.
QUESTIONS AND ANSWERS (RFIs):
Question # 1: With regards to the Past Performance Questionnaire, do we send out to the Client to fill out and return with our proposal? Or does GSA request that information from Client? If we are to submit to Client to fill out and return to us - we may have some difficulties with the time frame due to Christmas Holidays/response time.
Answer: As specified in the RFP on page 12-13, “the Offeror must provide a GC Reference Form (questionaire) for each reference (a person or persons who may be contacted regarding the quality of the Offeror’s past performance). The name, title, company name, current address, current phone number, and current fax number for each reference must appear on the form.” A separate form must be submitted with the proposal for each reference so that the GSA can contact the references directly for them to fill out a past performance evaluation. The offeror may elect to submit already filled out/completed evaluation forms in its proposal to ease in the review process.
Question # 2: What is the small business size standard for this project? Page 68 of the RFP says it is under NAICs code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), but the small business size standard is $36.5M. These numbers conflict under the SBA Table of Small Business Size Standards effective July 14th, 2014.
Answer: The size standard for this project is $15 Million based upon NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). Document number C301 – Offeror Representations and Certifications form has been corrected reflecting the correction in RED and is hereby replaced in its entirety attached.
Question # 3: What is the policy for delivering equipment to the federal buildings during the week? Are weekend deliveries also an option?
Answer: The successful contractor shall notify the GSA Project Manager at least 10 work days (2 weeks) in advance of the chiller delivery so he/she can coordinate with the GSA Property Manager. For Hale Boggs chiller, no deliveries on the weekend; Weekend delivery is an option for chiller for Hebert bldg with coordination with the Building Manager and Project Manager.
Question # 4: What are the minimum requirements for an alternative chiller? During the site visit they mentioned that the chiller must be Niagara compatible, must meet the same performance standards, must contain a marine water box, epoxy coating and the Mag Lev

The scope of work and exhibits as well as the technical proposal evaluation factors in the solicitation contain all of the specific minimum chiller performance requirements / specifications that a proposed chiller must meet. See solicitation for details.
