LITTLE ROCK FEDERAL BUILDING IMPROVEMENTS
Little Rock Federal Building 700 West Capitol Avenue Little Rock, Arkansas
AMENDMENT 1
I. This amendment is issued to change the following items:
A. Delete the Price Schedule – Construction Contract, Page 5, and replace with the attached Price
Schedule – Construction Contract. The new price sheet incorporates changes to the Asbestos CLINs and corrects the Option Period to 90 days after contract award.
B. Add the following to Specification Section 012400 under 3.1 Schedule of Options:
“D. Option No. 4: Provide all materials, equipment, and labor required for the removal of Asbestos Containing Material (ACM) from the interior columns and the refinishing of the columns to match adjacent surfaces, as depicted in the construction documents (note particularly sheets A-102 through A-107 and A-501). This work shall include any required coordination with other items of work that are part of this project. Refer to bid forms and contract documents for bidding requirements.”
C. Add the following to Section III, Q (1) of the Agreement:
END OF SCOPE OF WORK
QUESTIONS AND RESPONSES
The following questions were raised during the project overview portion of the meeting, the tour of various portions of the facility, and the discussion that followed; additional questions have been added as they have been received:
1. How much damage to a lime stone paver requires its replacement? Can a percentage of paver replacement be established for bidding purposes?
For pricing purposes, assume 35% of the limestone pavers on the ground, 60% of the limestone cap blocks on the planters, and 8% of the vertical limestone panels on the planters will be replaced as part of this project. If a significant number of limestone pieces above the threshold percentages listed above require replacement, additional compensation will be considered.
2. The roof stucco joints do not appear to match the RFP drawings, please clarify?
Wall joint locations on the roof penthouses shown on the documents were taken from existing construction drawings. If the actual arrangement of the joints varies slightly from the documents, adjust the work as needed to meet project requirements.
The Solicitation Amendment 1 Pages 1 of 11
3. Will the sealant from the glazing to metal panels be replaced? Is all the exterior sealant to be replaced?
Per the documents, this work includes all exterior wall surfaces of all facades and the sealants between all materials, including between glazing and metal spandrel panels. Refer to A201 Notes.
4. Is there any asbestos on the exterior of the building?
No ACM is known to be present on the exterior façade of the building. As with any renovation work, if ACM is suspected it should be treated as directed in the specifications.
5. Are the columns to be finished with a specific plaster?
No, a specific plaster is not required; refer to A501 Notes for basic information.
6. Is the second floor abatement work in the ODAR space, which is currently shown NIC, to remain excluded from the project scope?
Yes. Per the documents, the ACM abatement work on the columns in the SSA/ODAR space on the second floor is not part of this contract. Refer to A102 and A501, General Note A.
7. Is the Contractor responsible for meeting ADEQ requirements?
Yes; the Contractor is required to employ a State of Arkansas licensed (ADEQ certified) asbestos abatement contractor for the work of this project. Refer Specification Section 024120.
8. What is the sequencing of the work?
The Contractor is responsible for developing a schedule for the sequencing of the work based on the information provided in the documents, from his Subcontractors, and any additional information from GSA or the tenant agencies. The sequencing schedule must be approved by
GSA.
9. Will GSA make the existing Fire Sprinkler Drawings available?
GSA will provide the existing Fire Sprinkler Shop Drawings to the Contractor following the award of the contract, but will not attest to their completeness or accuracy. Contractor is responsible to field verify existing conditions.
10. Is the fire alarm cable required to be in conduit?
Fire rated conductors and conduit assembly are required for all FA cable per the documents.
Refer Specification section 283111, 3.1, A., 2.
11. Where are the FA panels to be located? As shown on the drawings?
Panels for each floor are shown on drawings. Panels on floors 1-7 are shown in the west air handling room. It would be possible to install Power panels in the east air handing room if space for the panels becomes an issue; this would be at the Contractor’s option.
12. Where is power for the new panels available?
Panels are located in the electrical rooms at each end of Central East-West Corridor; power should be obtained from the nearest panel with available breaker space.
13. Who is responsible for the central reporting of the FA system?
The FA contractor is to install the Digital Alarm Communicator Transmitter (DACT). GSA has an existing contract for a central reporting service; therefore the FA contractor on this project must coordinate with existing requirements.
14. Could GSA please provide the GSA fire watch requirements?
Fire Watch Requirements shall comply with NFPA 101. The fire watch will be handled by GSA during normal building working hours and by the Contractor after hours and on weekends.
15. Can the steel columns supporting the mechanical screens on the roof be used for tie-offs for the scaffolding? Are the H-Beams supporting the Cooling Tower Screen (on roof) suitable for swing-stage support?
The structural capacity of the columns supporting the mechanical screens on the roof is not known and cannot be assumed to be sufficient for supporting additional loads.
The Solicitation Amendment 1 Pages 2 of 11
16. How are the planters on the north side of the building adjacent to the rear entrance to be handled?
Planters are fixed, not movable; damaged limestone blocks at the planters are to be removed and replaced. Refer to C101, Keynote 1.
17. Are all the joint sealants in the sidewalk and pavers to be replaced?
Yes, all paver and sidewalk joints to be cleaned out and resealed. Refer to C100, Site Note 7.
18. Should it be assumed that sidewalk repairs/replacement will not need to accommodate additional Parking Meters?
No Parking Meters will be added as part of this project.
19. SHT. FA1 B1A Does the basement have a ceiling?
Note: Contractor is responsible to field verify existing conditions.
A. Rooms west of column line F do not have ceilings with the exception of room 057-02

24. What seismic protection method is allowed at sprinkler head drops through structural ceilings?
Can hole at sprinkler heads be enlarged and oversized escutcheons be used?
Clearance must be provided in accordance with the specifications and NFPA 13 (2013), section 9.3.4.2, unless an alternate method of seismic protection is approved by the AHJ (GSA FPE). Note: escutcheons must cover the clearance hole.
25. Please consider revising the submission criteria to allow either:
A. Electronic delivery of the entire proposal with the exception of the bid guarantee B. Or: Electronic delivery of the bid form for insertion into hard copy proposal binders Since this is a Source Selection procurement, we require multiple copies of proposals and do not currently have the resources to print multiple copies of multiple proposals necessary for evaluation in a secured environment. Many offerors in the past have their technical proposal prepared and at the last minute insert the pricing form that is completed in ink.
26. Monday proposal due dates can be problematic from the standpoint of pricing completion and travel for proposal delivery especially if electronic delivery is not permitted. If electronic delivery is not permitted, please consider moving the proposal due date 1 or 2 days to September 1 or 2, 2015 in order to ensure the Government receives the most competitive pricing possible.
We do not intend to extend the proposal due date at this time.
27. Section IID Technical Proposal, Evaluation Factor 1 Past Performance and Experience of the Firm. The definition of a similar project is limited to an office building. Will other building types such as hospitals or courthouses be considered similar if they contain similar scope and complexity?
Offeror shall describe how the submitted projects meet the “similar” definition in this RFP.
28. Section IIF Requirements for Joint Venture Offerors. Item 4 in this section indicates past performance information must be submitted for each member of the joint venture. Is this required in addition to Evaluation Factor 1 of the technical proposal? If so, please clarify how this requirement is met.
Any firm performing the work in this solicitation and whose name appears on the offer needs to submit past performance information.
29. During the pre-proposal conference walkthrough, GSA representatives indicated that no demolition and/or replacement of the ceilings is specified because the design intent anticipates that the plaster ceiling are to remain intact. As such access to the work above ceilings is to be made through the light fixture block-outs in the ceilings. GSA also indicated that work has been performed above the ceilings in this same fashion previously. For safety purposes, please share the rated (or calculated) load capacity of any suspended framework or other work platform/surface that has been used in the past and that is anticipated to be used in the future for the performance of this scope of work.
The Solicitation Amendment 1 Pages 4 of 11
Load Capacity of the ceiling system is not available. If such information can be found or determined, it will be made available.
30. Will the Government accept a bid alternate for performance of the work during normal working hours with use of swing space?
Any bid alternates will not be evaluated unless it is something the Government asks for so that all offerors have the opportunity to address them in their proposals.
31. Please confirm that all utilities are to be paid for by the Government as the building will remain in use by the Government.
The contractor will have access to the building electrical power and water for the purposes of performing the contract work without charge.
32. Please confirm that while the US Government is tax exempt in all 50 states, including Arkansas, the prime contractor for this scope of work will not be exempted from any taxes associated with performing the work.
All contractors are required to pay all Federal, State and Local taxes. Thus there are no exemptions.
33. Reference Agreement Section III.N. Administrative Matters, 2182.2 CIO Mandatory Use of Personal Identity Verification (PIV) Credentials and ADM P 9732.1 D Suitability and Personnel Security. Further, reference the following statement excerpted from 2182.2 CIO Mandatory Use of Personal Identity Verification (PIV) Credentials: “Since the issuance of HSPD-12 in 2004, GSA has successfully implemented OMB requirements for PIV credential issuance and usage in a timely manner.” The agreement requires that, ”all personnel performing work under the Contract on the Project site must obtain an Enter on Duty (EOD) determination before they will be granted access to the site.” However, contrary to the statement above regarding timely PIV credential issuance, we have found that the background screening and EOD process on a similar project in another Region for GSA has taken up to a year before favorable adjudication has been granted and no PIV cards were issued. Please clarify the 1) anticipated timeframe for obtaining PIV credentialing from the point of submission of form FD258, 2) whether or not escorting of any kind will be permitted in the performance of this work and 3) will there be a cost to contractor for processing and obtaining PIV cards (replacement cards)?
a. Favorable adjudications from submission of application date can vary significantly. Recent construction contracts have required up to 8-12 week in some instances for favorable adjudications, according to local GSA Services Center management.
b. A 1-day escort is permissible, with prior notification to GSA allowing GSA to notify the building guard-service in writing of the escort situation.
c. There is no cost for processing and obtaining PIV cards (replacement cards).
34. Please clarify whether or not construction employees working on the outside of the secured building perimeter are exempt from security clearance requirements and obtaining PIV credentialing.
Construction Employees working outside the building, who do not require access the interior of the building are exempt from security clearance requirements.
35. Schedule: the Government is currently seeking manpower and cost loading that will be a significant cost as a ratio of the anticipated total cost of the work. Will the Government consider eliminating the cost and manpower loading requirements from the schedule specification?
Cost and Manpower loading requirements will not be eliminated from the schedule specifications.
36. Bond(s) and insurance: please confirm that costs for payment and performance bonds and any insurance premiums (including subcontractor default) may be billed at the onset of construction and immediately upon the coverages taking effect.
The Solicitation Amendment 1 Pages 5 of 11
Once GSA received proof of payment for bonds and insurance, the contractor may submit an invoice for payment.
37. 52.228-15 Performance and Payment Bonds-Construction: please clarify whether or not the Contracting Officer intends to adjust the final penal sum of the bond to reflect the final contract sum.
Per the FAR requirement, Payment and Performance bonds are 100% of the amount of the original contract and 100% of any contract increase or decrease.
38. GSA Form 527 CONTRACTOR'S QUALIFICATIONS AND FINANCIAL INFORMATION: please confirm that for Joint Ventures each party to the JV will submit form GSA 527 and that GSA will evaluate this information in whole.
All firms whose name appears on the offer will be required to submit GSA Form 527.
39. Wage and Hour Determination(s):
a) Please confirm that it is the Contracting Officer’s position that all asbestos workers involved in the performance of the removal of the asbestos work are to be classified as “Abatement Worker: Asbestos (removal from ceilings, floors, walls and mechanical systems)” at a minimum of $11.00 / hr and that the classification of “Laborer: Common or General” will not be allowed for anyone performing work associated with the Asbestos/Abatement scope of work.
b) Please confirm that it is Contracting Officer’s position that the classification of “Asbestos Worker/Mechanical Insulator” at a minimum rate of $18.00 / hr does not apply to the performance of this work as there will be no asbestos installed in this project.

d) Please confirm that for all fire protection installation in this scope of work that the classification of “Sprinkler Fitter (Fire Sprinklers)” at a rate of $21.95 / hr plus fringes of $16.82 / hr is required as a minimum regardless of experience level or tenure in the trade.
e) Please confirm that, in the absence of an “Operator: Elevator” classification in the wage and hour determination that for any temporary and/or permanent elevator operator and/or buckhoist operator that the Elevator Mechanic rate of $37.62 / hr plus fringes of $ 28.385 / hr are mandatory in the performance of this work.
f) Please confirm that Welders will receive the same pay rate(s) as the scope of work that the welding is being performed for. In other words, welders of structural steel will receive the “Ironworker, Ornamental and Structural” rate, and welders of sheet metal will receive “Sheet metal worker” rate, and so on…
The Contracting Officer does not make a determination on the Davis-Bacon classification of workers. However, after contract award, if the contract wage determination does not contain a class of workers that is needed to complete the construction, a contractor shall submit to the contracting officer a request for the addition of the needed classification(s) of laborers or mechanics not listed in the wage determination, together with proposed wage rates and fringe benefits conformable to the wage determination. This request shall be made on Standard Form 1444 – Request for Additional Classification and Rate.
40. Please confirm that the Government’s IGE and the established cost range for this scope of work contemplates the wage and hour determinations used in the procurement of this scope of work, including any requirements for off-hours work.
The cost range incorporates all costs associated with the construction of this scope of work.
The Solicitation Amendment 1 Pages 6 of 11
41. Under the Solicitation Section VI.E. Total Evaluated Price, please provide the formula that will be used in evaluating the total price proposal.
A contract will be awarded based on best value and a formula will not be provided.

47. Please confirm the Government’s testing agency(ies) will be available as required to support any off hour – non-regular hour work activities.
Correct. The governments testing agency will be available to support after-hours work activities.
48. Please state who the AHJ / GSA Fire Protection Engineer for this project is (name, contact information) John Mancuso is the GSA FPE / AHJ (phone 817-978-0053).
49. If a building model, and/or .rvt files, is (are) available, please provide it (them).
A building model, or .rvt files, is not available for this building.
50. As discussed at the pre-proposal conference, please provide further definition of what constitutes a damaged limestone paver that would require replacement under the notes on the civil drawings.
Please refer to the response to question 1.
51. Please provide the complete hazardous materials survey discussed in the pre-proposal conference.
Document will be provided as available, upon request. The is no guaranty of accuracy or completeness.
52. The single asbestos sample analysis provided in the specifications does not indicate if the sample is friable or non-friable. Is it friable?
The Solicitation Amendment 1 Pages 7 of 11
The ACM is not typically friable in its current intact state, imbedded in plaster and adhered to the columns. The abatement/removal technique is expected to render it friable during the removal process.
53. Sheet FX001 note 11 states that record drawings of the existing sprinkler system are available.
Please provide the as built shop drawings for the existing sprinkler system.
Documents will be provided as available, upon request. There is no guaranty of accuracy or completeness.
54. Please provide all available as built drawings for the existing building especially structural and mechanical information.
Documents will be provided as available, upon request. There is no guaranty of accuracy or completeness.
55. Please confirm the government’s understanding that asbestos abatement activities will render each area of the building un-usable by building occupants for a period of days. A key driver in this is the requirement of specification 024120 paragraph 3.5D which requires each space to remain separated and undisturbed overnight to provide time for dust to settle and encapsulant to dry.
This is not our understanding. We do not foresee that each space will necessarily be rendered unusable for a period of days for the reasons indicated.
56. Is there a location in the building that the contractor will be allowed to set up a small jobsite office and meeting space?
Yes. Jobsite office and meeting space will be made available to the contractor.
57. What location in the building will the contractor be allowed to utilize for material storage and staging? Please note, this area will also need to be set up minor fire sprinkler pipe fabrication and a threading machine.
At a minimum there is ample space in the cage/storage area in the basement. This area is also accessible by exterior stairs.
58. Please confirm that the contractor will be allowed to utilize one loading dock bay for dumpster use.
A loading dock stall is expected to be available for a dumpster.
59. Section 015000 3.2H states that elevator use will not be permitted without building manager approval. Please confirm that approval will be granted provided the conditions outlined in this paragraph are met.
Confirmed. Approval will be granted provided the conditions outlined in this paragraph are met.
60. 015000 3.2I states that the contractor will be responsible for restoring stairs to “new condition” at the time of substantial completion. Please confirm that the intent of this statement is that the stairs should be restored to the same condition they were in at the beginning of the project.
Confirmed. The intent of this statement is that the stairs should be restored to the same condition they were in at the beginning of the project.
61. Please describe the condition that work areas will be left in prior to construction beginning in each area. Will all files, papers, and personnel effects be removed from the desks? Will desk drawers be empty? Will phone and computer equipment be removed from the work area?
It is expected that files, papers, and personal effects will be removed from the work surfaces, desk drawers and overheads. Drawer units that are floor supported are not expected to be emptied.
It is expected that phone and computer equipment will also be removed from the work area.
62. Please confirm that during sidewalk and paver replacement, the Government will allow sidewalk closing the North, West, and South entrances one at a time while this work takes place.
The Solicitation Amendment 1 Pages 8 of 11
The North and South Entrances cannot be shut down during regular business hours. The West Entrance can be closed as necessary with prior coordination with the GSA.
63. For qualifications and experience of key personnel, please confirm PPQs are only required for Project Manager and General Superintendent.
Correct. PPQ only required for Project Manager and General Superintendent.
64. Please confirm the valve replacement shown on FX 0 01 is the only fire suppression work in the basement and confirm that this work is to be allocated to CLIN 02.
Basement fire suppression work is limited to the valve replacement indicated, and it should be allocated to CLIN 02.
65. Which CLIN should the demolition of the existing sprinkler system in the penthouse be allocated to? It is not described on the bid form.
The Replacement of the Sprinkler System in the Penthouse should be allocated to CLIN 09.
66. What is the purpose of CLIN 10: Price for asbestos abatement only? Is the intent here to establish a comparison basis for unit pricing should additional asbestos be discovered? If so, should this breakout pricing include general contractor’s markups and any allocations for supervision and management?
Asbestos uses a different GSA accounting code that needs to be separate from the other items. Quantities are not needed and the quantity line item has been removed from the revised price sheet in this amendment.
67. Is any area of the building’s parking lot available for use by the contractor for material storage trailers?
GSA intends to have a sizable caged-area in the basement available to the contractor for material storage.
68. If space within the building is not allocated for the contractor’s temporary office, is space available in the parking lot for a temporary office trailer?
Please refer to the response to question 55.
69. Section 024120-20 states that final clearance air monitoring will be conducted by the GSA.
Please confirm that the agency hired to conduct these tests will have the appropriate equipment to provide results while on site and not have to send the samples to a lab for testing.
Also, please confirm that these testing personnel will be available during nights and weekends.
It is intended that the testing agency will have appropriate equipment to provide clearance results on-site. Testing agency personnel will be available during nights and weekends.
70. Are the floors / slab in the building a post tension floor / slab?
The floor / slabs are not post-tension construction. The floors/slabs are normal rebar-reinforced construction (pan joist floor framing system).
71. Is GSA going to require an x-ray to be taken before any core drilling is performed in the walls / floor? The x – ray is to help prevent any structural cables or beams from being disturbed during the core drill.
As the floors/slabs are of normal rebar-reinforced construction (pan joist floor framing system), X-Rays are not expected to be necessary prior to core-drilling. Visual observations above and below and standard construction safety practice should suffice.
72. Can you provide a copy of the sign in sheet of the companies that were present during the site visit?
Yes. The sign-in sheet will be provided.
73. Is it acceptable to use wire mold on existing plaster or concrete walls instead of chiseling out the wall and repairing it?
Wire-Mold acceptable on Solid Concrete, CMU Walls, or Plaster over Masonry walls.
74. Is it acceptable to run surface mount conduit in stairwells?
Yes.
The Solicitation Amendment 1 Pages 9 of 11
75. Can we install one of the two main risers in the mechanical rooms that are stacked on floors two through seven?
No, the risers shall not be installed in the mechanical rooms. They must be installed thru the remote stairs.
76. Is it acceptable to use cover plates we’re (where?) existing devices are located in lieu of patching and painting the old holes where the existing fire alarm boxes demoded?(demounted?)
See Sheet FA001, General Note #7.
77. Solicitation Page 7 – Key Personnel: Can one person perform the task of project manager, project engineer, and project scheduler? Can the project superintendent also be safety coordinator?
The Project Engineer and Project Manager should not be the same individual. The duties of the Project Scheduler may be performed by the Project Manager, or Project Engineer. The duties of the Safety Coordinator may be performed by other staff members, including the Superintendent.
78. Bid form/price schedule – CLIN 01, 10, and 11 Asbestos. Is CLIN 10 a part/breakdown from CLIN 01? Is CLIN 11 a quantity from CLIN 01?
CLIN 01 is asbestos just at the perimeter walls. CLIN 10 was for all asbestos. Since asbestos at perimeter wall is all the asbestos anticipated to be abated in this project CLIN 10 has been changed to Option 4 in the revised price sheet in this amendment. Also see question 67. This Amendment adds an Option No. 04 to the Pricing Schedule, which will account for all cost associated with the Asbestos Abatement Work of the Perimeter Columns.
79. Bid form/price schedule – CLIN 15 Insurance: Please clarify the type(s) of insurance in this CLIN.
Insurance can be Liability, Builders Risk, Owner’s Protective, Health Insurance, etc.
Please use all GSA required insurance per the Agreement document (Section III, L and FAR 52.228-5).
80. Bid form/price schedule – CLIN 18 “General Contractor’s – General Conditions Rate, per Day”. Is General Conditions Rate, per Day included in the Base Bid CLINs and the Bid Options CLINs?
Yes, include GCs in the price. This CLIN is just the daily rate breakout.
81. Bid form/price schedule: Are overhead, profit, bonds, insurance, labor burden, and general contractor’s general conditions included in Base Bid CLINs and Bid Option CLINs?
Yes.
82. Will you accept Honeywell-Gamewell FCI as a substitution?
Yes, GSA will accept Honeywell-Gamewell FCI.
83. In the areas where permanent partitions meet exterior columns containing ACM, are we to demo the partitions back 2’-4’ to allow for asbestos removal then refinish permanent partitions? Or is it acceptable to abate up to the permanent partition and seal the joint?
Abate up to the permanent partition. No demolition of permanent walls required. Reference sheet A501, ‘Demolition’ Note ‘E’.
84. This states that the circuits (wires) must be CIC cable and in EMT, IMC or rigid. Please verify this section of the spec. Normally CIC cable is not installed in EMT, IMC or Rigid that is why it is used.
The specification of Circuit Integrity in Conduit (CIC) assembly, as opposed to Circuit Integrity (CI) cable assembly is what is desired and specified. UL listed Electrical Circuit Integrity Systems complying with UL FHIT.28a, FHIT.28B, or FHIT.40 all specifically require the conductors be installed in EMT. The GSA requires the Fire Alarm Conductors be installed within conduit to resist failure due to mechanical damage. Therefore, provide a CIC
