Design Scope of Work House Renovations and Sewage System Repairs Haines Dalton-Cache Land Port of Entry / Housing - Alaska December 7, 2011
Dalton Cache Housing Renovations & Sewage System Repairs
U.S Customs and Border Protection (CBP) owns, operates and maintains 10 dwelling units of housing for its Customs Officers stationed at the Dalton Cache Port of Entry 40 miles north of Haines, Alaska on the Haines Highway. The housing is located 2 miles south of the Port of Entry at milepost 38 on the Haines Highway.
The four single family housing units at this location need renovations and sewage system repairs. Therefore, it is desired by GSA to have a qualified contractor conduct the Tasks described below.
Project Location: U. S. Customs and Border Protection Dalton Cache 38 Mile Housing Complex 38 Mile Marker, Haines Highway Haines, AK 99827
Land Port of Entry (LPOE) Location: U. S. Customs and Border Protection Dalton Cache Land Port of Entry 42 Mile Marker, Haines Highway Haines, AK 99827
Project General Requirements:
1. The contractor must appropriately cordon off all dangerous areas, equipment and supplies stored on site to prevent residents – especially children, from becoming injured.
2. The contractor must conduct themselves professionally at all times in a manner that does not disturb the residents.
3. The contractor must provide a portable toilet for their use during construction/working hours.
4. The contractor may use electricity from one of the vacant houses as long as such use does not exceed the capacity of the electrical system/outlets used. Any damages to the house electrical systems must be completely repaired by the contractor.
5. The contractor will be required to regularly clean up the work site, throughout the workday if necessary, and no less often than once every day at the completion of the work day. This is to prevent hazardous conditions for the residents and their children.
6. Currently, vacant two bedroom/two bathroom duplexed dwelling units (up to 5 units) will be made available to the contractor for lodging that is conveniently located at the project site. Each duplex unit has two full bedrooms, two bathrooms, a living room and a full kitchen including full size refrigerator, stone/oven, sink and counters/cabinets.
This lodging will reduce lodging costs, reduce fuel that would be used for transportation to and from Haines every day, will increase the amount of time the contractor can perform work each day, reduce possible weather delays from the Haines Highway being impassable after a storm, increase safety because of the reduced likelihood of a car crash, and offer many additional benefits.
These dwelling units are completely unfurnished. I.E., there is no furniture, bedding, towels, toiletries, waste bins, television, telephone, internet/computer, cooking or eating utensils, etc. Therefore, the contractor must bring any and all temporary furniture, bedding, kitchen utensils, etc.
The dwelling units will be inspected by CBP maintenance personnel before the contractor is allowed access and use. The contractor will be responsible for returning these units to the same or better condition when they are finished using them and before demobilizing from this project. This will include, but not be limited to, final cleaning of toilets, sinks, tubs/showers, floors, walls, doors, refrigerator, microwave, counters, cabinets, drawers, garage, etc. The contractor must coordinate the final inspection of these dwelling units with CBP maintenance personnel. Any and all wear and tear and damages caused by the contractor during their use must be repaired to the same or better condition before demobilization. Satisfactory return of these dwelling units as approved by CBP maintenance personnel will be required before the contractor is issued their final payment.
The contractor may use the facilities in this dwelling unit for “LIVING” uses only. In other words, the contractor MAY NOT use the sinks, bathtubs, floors, or anything else in the dwelling units for construction purposes. Forbidden uses include such tasks as washing tools or materials in bathtubs, staging materials or tools in the garage or inside the housing unit, heating up materials in the oven, etc. Furthermore, the contractor MAY NOT walk into the dwelling units with muddy/dirty boots at any time. Also, the contractor may not park equipment that leaks excessive oil, gas, etcetera on the newly paved roads and driveways in the housing complex. The contractor must coordinate any concrete wash out areas with CBP maintenance personnel. The contractor may not use the large garbage bins designated for resident use for any construction debris whatsoever unless written approval is granted by CBP before such use.
Smoking in the dwelling units and open display of alcohol drinking outside of the quarters will not be allowed. Contractor may install cable or satellite TV in the units at his expense. Satellite dishes cannot be attached to the dwelling units.
Satellite dishes must be installed on a pole that can be located on the side or in back of the duplex housing unit. All Satellite dishes, and equipment must be completely removed from the site at project completion.

Units 1, 2, 3 & 4 Renovate existing Septic Sewer System
This task will have a certified septic system and plumbing contractor travel to the project site and analyze the existing septic systems. The contractor will then prepare a Report of Recommendations (ROR) that the GSA and CBP will use to make decisions about what construction work should be performed in the future.
Background:
During one of the snow removal operations in the past few years, the following above grade, key components of two (2) wastewater disposal systems (septic systems) servicing Units 1-4 were inadvertently removed:
Septic tank lids
PVC absorption bed monitoring tubes
Ultraviolet light disinfection units
Clean outs
Additionally, the soil surrounding the septic systems was slightly altered, which caused the obliteration of the visual location of the aforementioned key components.
Scope of Work
Travel to site, survey the site and the septic systems, prepare written Report of Recommendations (RoR).
1. The contractor shall thoroughly review all background information provided by GSA and CBP including installation, operation and maintenance manuals and record drawings for the “Whitewater” wastewater treatment systems and the construction drawings from when these systems were originally constructed.
2. The contractor shall travel to the project location and locate and identify all
Treatment System Hut
Sewer Clean Out and Treatment System Hut components of the septic systems. The contractor must mobilize and utilize all necessary earthmoving equipment to locate the tanks during Phase 1 of this task.
3. The contractor must coordinate their site visits with CBP’s Port Director at the Dalton Cache Land Port of Entry and obtain access to the site through CBP’s Housing Maintenance Manager (names and contact information listed below). CBP personnel will show the contractor the area where the septic systems are located.
4. The contractor MUST check in and check out of the housing compound in person at the Port of Entry for each and every visit to the housing compound.
5. The contractor may consult with the CBP Housing Maintenance Manager regarding the operation of the septic systems to gather an understanding of the operation of the systems and any functional or reliability issues or problems with the septic systems. Information provided to the contractor by any CBP or contract personnel does not relieve the contractor of the responsibility to determine the functionality, operability, and reliability of the septic system.
6. The contractor shall visually inspect every component of the septic systems. The contractor shall also physically inspect some components of the septic system with specialized equipment or procedures if specialized equipment or procedures are needed to determine the functionality, operability or reliability of the components.
7. The site survey of this task is expected to require one or two days at the project site. Therefore, the contractor should plan on travelling through Haines, Alaska, staying at an appropriate motel in Haines, and renting a car in Haines to travel to and from the project location.
8. The contractor shall take all handwritten notes, photographs, measurements, etcetera during this one visit to the project site to assist the contractor with writing the written Report of Recommendations.
Absorption Bed
9. The contractor shall prepare a written Report of Recommendations (RoR).
The RoR MUST have approximately the following outline:
a. General description of the operation of the systems in their current configuration.
b. Description of any flaws or programming errors with the current systems and the recommended corrections / reprogramming recommended to fix them.
c. A list of each component visually and/or physically inspected. For each item listed, provide one of three recommendations for each item:
i. Operating Properly - Replacement Not Required
ii. Operating Properly but replacement recommended for routine maintenance
iii. Not Operating Properly – Replacement Required
d. Provide your proposed schedule for completing these repairs.
10. The Report of Recommendations for this task must be submitted electronically only in Portable Document Format (PDF), one file only, submitted via email only. No hard-copies of any documents will be required or accepted. Consequently, all PDF documents must be less than 8 megabytes in size – capable of email transmittal. All documents must have the issue date listed on the cover page.
11. All personnel must pass a background check to be performed by CBP before being allowed in the housing compound. Therefore, the contractor should submit the personnel identification information of personnel slated for this project to GSA well before mobilizing.
Contractor must include the following items in their base proposal for the personnel proposed to conduct the sewage system analysis and repairs.
1. Certifications and Qualifications. Describe your company’s applicable certifications and qualifications to perform the work described in this Statement of Work. If the bulk of this work will be completed by a subcontractor that has the necessary experience, you must provide the certifications and qualifications of this subcontractor. Include a list of previous similar projects working on residential septic systems. Include the personnel you plan to execute this work and their certifications and experience to perform this work.
2. A proposed project schedule for Phase 1 only.
3. Include a price proposal for performing Phase 1 only.
