ATTACHMENT 2
Sample Scenario
Your firm has been awarded the base IDIQ contract resulting from this solicitation. You have just received two Requests for Proposals (RFP) to provide Program/Project Management and Internal
Logistics Support services on two different task orders.
RFP #1:
US-VISIT PMD has been tasked to provide Records Management support to all of US-VISIT. PMD requires contractor support to report the inventory and assessment of paper and electronic records within
US‐VISIT, and report the appraisal and needs assessment for each organization in US‐VISIT.
1. Identify US‐VISIT records related to workflow, filing practices, special use and needs, and legal hold and disposition authority.
2. Capture US‐VISIT metadata related to workflow, filing practices, special use and needs, and legal hold and disposition authority.
3. Locate, identify, and describe all records series held by the US‐VISIT program, whether the records are in electronic, paper, micrographic, or any other format. Specifically, identify vital records.
4. Assure that the final report includes all data elements necessary to develop a short term and a long‐term plan for managing US‐VISIT records.
5. Capture and store all records information in an Access database for future use in an electronic records management system.
RFP #2:
US-VISIT was tasked to build out one (1) Sensitive Compartmented Information Facility (SCIF) room within the US-VISIT headquarters. US-VISIT requires contractor support with expert knowledge of
SCIF technical cabling and communications wiring and of the physical security standards of such buildings. The major objectives for the task order are:
1. Develop and maintain overall project schedule
2. Design review of SCIF layouts, including wiring and data systems design
3. Provide technical oversight services during the installation of wiring and data systems
4. Technical analysis of issues and recommendation of solutions
5. Preparation of any corrective action plans or corrective rework including punch list and QA/QC reviews of other SCIF project contractor work.
6. Preparation of an internal evaluation report summarizing the project lessons learned
7. Attend weekly progress meetings with US-VISIT stakeholders
Describe your approach to accomplishing the two task orders simultaneously. Include in your approach all assumptions that must be made. The intent of the Sample Scenario is to allow the offeror to demonstrate their ingenuity and approach to accomplishing the objectives and for GSA to determine how well your firm understands US-VISIT/GSA processes and procedures for accomplishing projects such as these.
