SECTION I: INTRODUCTION

A.

Background and Overview

The General Services Administration requires repairs and alterations to the Leland Federal Building in Houston, TX. The building is a 496,285 SF, 22 story office tower. Renovations include the replacement of the building’s window system, HVAC modernization, ADA improvements, as well as upgrades to the building lobby, public plaza, and garage. The building is currently approximately 95% occupied and this project will include relocating tenants while work is occurring.

A design/build bridging delivery system will be used whereby a single contract will be awarded for supplemental design services and all construction services. The Source Selection process will include two phases:

· Procurement Phase 1 – Request for Qualifications (RFQ) leading to selection of the design/build teams invited to participate in Procurement Phase 2.

· Procurement Phase 2 – Request for Proposals (RFP) competition and selection of the design/build team (DBT).

B.

Purpose

The purpose of this document is to provide background information and an overview of the design and construction implementation procedure, which will be utilized for the Renovations of the Leland Federal Building in Houston, Texas. The primary goal is to select an Offeror to design and construct a project of significant design character. This is a source selection process/project that will be awarded based on the best value within the allowable total project cost.

C.

Building & SITE Program Development of the renovations to the Leland Federal Building will include a number of agencies and specialized spaces. The building is occupied by approximately 15 federal government agencies and congressional offices.

D.

Design CRITERIA

Schematic design will be provided in Phase 2 – Request for Proposals.

SECTION II: PROCESS

A.

IMPLEMENTATION PROCEDURE

GSA will manage this competition process, develop procedures for conducting the Offeror selection process, and prepare performance specifications and design criteria for Renovations of the Leland Federal Building in Houston, Texas, which is referred to as the Project. The documentation GSA and their consultants is presently compiling includes:

· Bridging Documents and Concept Design;

· Space standards in accordance with PBS P 100;

· Proposed project phasing preapproved through building tenants.

· An identification of all systems to be included in the project;

· Performance guidelines relative to MEP, structural, civil, and interior systems;

· Site survey (boundary, topography and utilities) and preliminary geotechnical information and

· Technical Requirements, including 35% Concept Design This documentation is the basis for all subsequent design and construction activities and will be provided to the short-listed Offerors prior to the commencement of Procurement Phase 2. GSA is providing Bridging Documents for this Design/Build (D/B) competition. The Facilities Standards for the Public Buildings Service (P-100) establishes design standards and criteria for new buildings, major and minor alterations, and work in historic structures for the Public Buildings Service (PBS) of the General Services Administration (GSA). This document contains policy and technical criteria to be used in the programming, design, and documentation of GSA buildings.

B.

SELECTION PROCESS

The Offeror selection process for the Project includes two phases.

PROCUREMENT PHASE 1 is a Request for QUALIFICATIONS (RFQ) from interested Offerors. Each response to the RFQ must propose a consolidated approach by an Offeror of highly qualified and innovative individuals representing design and construction disciplines. Based on the responses to the RFQ, GSA may conduct interviews for clarification purposes to then select no more than five (5) Offerors to participate in the Procurement Phase 2, Request for Proposals competition process.

For purposes of this solicitation, an Offeror is defined as the legal entity or entities that will be awarded a contract for the complete design and construction of renovations to the Leland Federal Building in Houston, Texas (the Project). The resulting D/B Contract will include all design services necessary for the project which include the replacement of the building’s window system, replacement of the building’s curtainwall system, HVAC modernization, ADA improvements, as well as upgrades to the building lobby, public plaza, and garage. All construction services necessary to complete the Project, infrastructure improvements as may be required, LEED certification achievement, building commissioning, and construction management/project management services to manage design and construction activities are also included.

PROCUREMENT PHASE 2 is a REQUEST FOR PROPOSALS (RFP) from the Offerors selected at the completion of Procurement Phase 1. Each response to the RFP must propose a business offer that will result in the delivery of the Project of exceptional design and technical quality in accordance with the design guidelines, space requirements program, and performance criteria that will be issued at the commencement of Procurement Phase 2. Design and construction of core and shell and all tenant improvements will be included. Each Offeror will have approximately five (5) weeks to prepare its proposal. Specific submittal requirements for Phase 2 will be provided in the RFP to the firms participating in Phase 2.

Upon receipt, each proposal will undergo a comprehensive technical evaluation to ensure compliance with all mandatory and minimum performance criteria, and the provision of all space requirements within the maximum cost parameter to be prescribed by GSA. Questions arising from these evaluations will be submitted to each Offeror for clarification. Each Offeror will have an opportunity to respond in writing. The findings of the technical evaluation and any subsequent clarification, and all submitted material will be considered by GSA. If discussions are held with the Offerors, GSA will request Final Proposal Revisions and evaluate the new information in accordance with evaluation criteria.

The selection board is comprised of representatives of the Internal Revenue Service and the GSA Regional Office, and will evaluate the technical merits of each proposal and consider the price proposed. The award will be made to the Offeror offering the best overall value to the Government. The right is reserved hereunder to reject any or all submittals and to waive minor informalities in the qualifications or proposals. Non-Governmental personnel will review submitted proposals. All personnel (Government or non-Government) reviewing proposals will be required to sign a Nondisclosure Agreement as well as a Conflict of Interest Acknowledgement.

C.

DESIGN/BUILD COMPETITION PROCESS OVERVIEW

The following process will govern the conduct of the selection process for the Project. Agreement by any Offeror to enter the competition and submit responses to the RFQ and RFP indicates it will comply with the procedures outlined below as will be set forth in greater detail in the official Procurement Phase 2 RFP documents. All materials submitted in the Procurement Phase 1 and 2 will become the property of GSA.
