GS-06P-15-GX-D-0007 Amendment 01
Continued from Page 1:
Below is the Government’s response to questions submitted prior to submission of proposals, and which were received by the cutoff time specified within the solicitation:
1.) Question: In Section C.5.1.3 Floor Mats & Runners, it states that the Contractor shall furnish all mats and runners for the various areas as described. Does anyone know how "many" mats this is?
Answer: The contractor will need to furnish approximately 10 mats of various sizes.
2.) Question: In reviewing the snow removal we noticed that there were two CLIN numbers not included in the solicitation that are on the current snow removal plan:
a. Dump Fee
b. Truck with 9.5' Plow
Answer: Additional snow removal line items have been included on revised bid sheets. Delete current bid sheets and replace with revised bid sheets pages 6-15 and 169. See attached pages for revised bid sheets and page 169 for updated price evaluation formula due to addition of line items.
3.) Question: I'm unclear if GSA pays for the pest control for the buildings, or the Contractor?
Answer: The contractor shall be responsible for all pest control expenses.
4.) Question: I'm unclear if GSA pays for the dumpsters for the building or the Contractor?
Answer: The compactor and container are owned by GSA.
5.) Question: Wondered if floor plans for the Roman Hruska Courthouse can be furnished to assist us in completing a fair proposal for custodial services?
Answer: Floor plans will not provided at this time as they are considered classified information. Floor plans may be released to the successful awardee upon contract award.
6.) Question: Does the incumbent currently use a sub-contractor for snow removal?
Answer: Yes.
7.) Question: Does GSA provide the skid loader?
Answer: No.
8.) Question: Who is the snow removal sub-contractor?
Answer: True-North Lawn Maintenance.
9.) Question: Is it possible to use a snow-blower in front of the building where the patio blocks are?
Answer: Yes, currently the incumbent uses a combination of snow blowers and hand shoveling.
10.) Question: Does the current contractor take care of (originally solicited) CLINS 0024-0039 or do they engage a subcontractor. If so, who is the sub?
Answer: Subcontract. True-North Lawn Maintenance.
11.) Question: In Reference To (IRT) - CLIN 006 Skylight Cleaning, is there a man-lift available?
Answer: No, GSA will not provide a man lift.
12.) Question: IRT C.5.4.15 THROUGH C.5.4.17 - who is the current sub-contractor performing these services?
Answer: See answer to question 10 above.
13.) Question: IRT C.6.1 through C.6.8 - who is the current sub-contractor performing these services?
Answer: See answer to question 10 above.
14.) Question: IRT C.12.3 Initial Pest Assessment - who is the current IPM contractor?
Answer: Lien Termite and Pest Control
15.) Question: What are the frequencies of lawn services?
Answer: See section C.5.4.15 Treatment #1 of solicitation.
16.) Question: Is the majority of the cleaning currently being done during the daytime or evening hours?
Answer: See section C.2.1 for cleaning hour requirements in the solicitation.
17.) Question: Please provide the list of attendees at the site visit.
Answer: A list of attendees will not be provided by the Government since the Site Visit is a part of the evaluation criteria.
18.) Question: Please provide the list of subcontractors and the services they are performing.
Answer: See above questions and answers for list of known subcontractors currently providing service.
19.) Question: Why set aside this solicitation for economically disadvantaged women-owned small businesses (EDWOSB) and then make the requirements unattainable for such businesses?
Answer: The government’s market research showed competition was likely to be obtained among Economically Disadvantaged Women Owned Small Business’ (EDWOSB) and we feel the requirements set forth are fair and attainable for a large building of this nature. Additionally, GSA is required to meet mandatory small business goals, and consideration of needs in this are were part of consideration for an EDWOSB set-aside.
20.) Question: Would you please reconsider the requirement for 150,000 square feet in order for our proposal to be a "go"?
Answer: The net cleaning area for this building is 238,210 square feet, therefore we feel the 150,000 square feet requirement is a necessary and fair standard. Please also see above question 19.
21.) Question: 1 - L.5 Subcontracting states "... the Contractor shall obtain the Contracting Officer's approval of all Subcontractors and provide copies of subcontracts for any work required by this contract."
Can the Government please provide a list of currently approved Subcontractors?
Answer: See questions 8, 10, 13, 14 for answers.
22.) Question: May the offer mention or submit more than three projects of similar size, scope and complexity?
Answer: No, only the first three projects submitted will be evaluated IAW L.2.0.
23.) Question: Are additional past performances allowed for Prime / Subcontractor Teams?
Answer: No, only the first three projects submitted will be evaluated IAW L.2.0.
24.) Question: May offerers submit the following paragraph in lieu of L.2.1. Tab 3. All of Section K, and be considered compliant?
The offeror has completed the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201).
Answer: For the purposes of this solicitation, Section K will be required to be submitted with your proposal.

Answer: This procurement is independent from past contracts. GSA is looking for pricing based on the current scope of work and schedule of items described within the solicitation.

Answer: Yes.

FACTOR 4– Inspection of the Facility (Form is contained in M.10)
Description: This factor evaluates the Offeror’s commitment to this contract by giving points for visiting the facility during one of the scheduled site inspections dates at the Federal Building and U.S. Courthouse, 111 South 18th Plaza, Omaha, NE.
Offeror’s are to submit when they attended scheduled site visit (Item M.10) that will be compared to the Government’s record of attendance at this facility.
Standard For Evaluation: The standard is met when the Offeror reports their attendance at one of the offered site inspection dates which can be verified by the Government’s record of attendance.
M.3 Price Evaluation
A. A total evaluated price will be computed for the Base Period as follows:
1.Prices quoted for CLIN 0001 multiplied by 12 2.Prices quoted for all other CLINs (0002-0047) will be multiplied by 1
The total evaluated price for the Base Period is the sum of items A1 – A2.
B. Option Periods I, II, III, and IV will be evaluated in the same manner as the Base Period. The price for each respective option period CLIN will be multiplied by the quantities listed in A1 – A2 above.
C. The six-month option to extend services will be evaluated by taking the total for Option Period IV and dividing the result by two (2).
D. The total evaluated price for the Base Period, four (4) Option Periods, and six month extension period will be added together to determine the total evaluated price for each Offeror.
The Government reserves the right to accept or reject the line item prices when awarding the contract.
THE ABOVE FORMULA IS TO BE APPLIED BY THE GOVERNMENT, NOT THE CONTRACTOR.
The Government may determine that an offer is unacceptable if the prices proposed are materially unbalanced between line items or sublime items. An offer is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the offer will result in the lowest overall cost to the Government, even though it may be the low evaluated offer, or it is so unbalanced as to be tantamount to allowing an advance payment.
The Government may (1) reject any or all offers if such action is in the public interest, (2) accept other than the lowest offer, and (3) waive informalities and minor irregularities in offers received.
