Mr. Haas, I left you a voice mail earlier, and thought it best to reduce my question in writing. I am looking for clarification for the administrative assistant as is required in solicitation GS05P17SAD0006. Is that the official title of that individual, and use that Wage and Hour classification of 01020 ‐ Administrative Assistant? If not, is it at the discretion of the bidder to use an individual that would fit a category of assisting in NCMMS, answering phones, and performing clerical work?

Please advise. Thank you..

Respectfully, William F Roberts, President Commercial Facilities Management, Inc.

Peter, As discussed this morning, section 8.1 should not have been specific. That language should have been removed. Its a good thing we caught this error. Please amend the solicitation to make the changes below. I went through the document and didn't notice any other issues other then having Bruce listed as the Property Manager in exhibit 5 (building data sheet).

Change 8.1 from

MINIMUM MAN HOURS: At a minimum, the Contractor will be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy of the property, including having a journeyman mechanic(s) onsite for a minimum of the following (to be referred to as the normal working hours):

Location 1: A journeyman mechanic(s) onsite for a minimum of 11 1/2 hours per day. Minimum staffing requirements for normal work days shall include:

1. two (2) HVAC mechanics/tradesmen – 6:00 am to 2:30 pm each weekday

2. one (1) HVAC mechanic/tradesman – 9:00 am to 5:30 pm each weekday

3. one (1) onsite supervisor/journeyman 8 hours per weekday

4. One (1) Maintenance Trades Helper 8 hours per weekday

5. One (1) administrative assistant 8 hours per weekday

Location 2: A journeyman mechanic onsite for a minimum of 3 hours per week.

Good Afternoon Mr. Roberts, I appreciate your patience in waiting for GSA's answer to your inquiries.

As of this afternoon, I have posted an amendment to FBO.gov detailing the changes in the section you have cited. The bidder is not required to adhere to the strict labor categories as defined in the original section. We have posted revised language that requires the offeror to have mechanics on site during the building hours of the Milwaukee Courthouse and 3 hours a week at the Racine location. The hours and tours of duty identified in the original section are not required, nor is the admin assistant labor category. However, the offeror is free to use those former requirements as a guideline as to how we are potentially looking to run the building. In the context of your question, it would be the bidders discretion to use an individual to fulfill the work functions you have enumerated.

I have sent an email to all prospective offerors (the attendees of the pre proposal conference) that details the change.

The revised section is also posted as part of amendment 0002 on FBO.gov. I would be happy to discuss this with you further if you so desire.

Mr. Haas, You have answered my question perfectly. As for the earlier solicitation guideline, I visited the buildings a couple of weeks ago during the preproposal and site tour. Taking into consideration size, complexity of equipment, PM's conducted, and NCMMS entries and support, I concur with your thoughts and plan to follow your earlier guidelines. Thank you..
