MINUTES OF PRE-PROPOSAL CONFERENCE

PROJECT: GSA – Heat Exchanger Replacement JCK Federal Building, EMD US Courthouse, Chicago

DATE: July 18, 2008, 10:00 AM

PLACE: 230 S. Dearborn, Room 240, Chicago, IL

PRESENT: See attached sign- in sheet

The following items were discussed:

1. Contracting Officer Deborah Durkins distributed copies of the written agenda for the meeting (see attached copy). All items in this agenda were discussed at the beginning of the meeting.

2. In addition to the material in the agenda, the following items were discussed:

a. An amendment is being prepared which will add five (5) domestic water heat exchangers and one pre-heat/reheat in the JCK Building. A domestic water piping spec. will be added. The bid due date may need to be extended to accommodate this change.

b. The 180 day completion time begins when all security clearances have been completed.

c. Construction will begin in March of 2009, beginning with replacement of electrically heated equipment which does not require boiler shut down, and continuing in mid-May of 2009 with the remainder of the work which requires boiler shut down.

d. There is one existing heat exchanger on the P level for which there is no existing data. The replacement for this unit will have to be sized based on unit dimensions and pipe size(s).

e. Shop drawings can be prepared and reviewed upon award of contract. This does not need to wait until March of 2009.

f. In response to a question from a Contractor, it was stated that there are no ACM’s (Asbestos Containing Materials) in the Kluczynski Building.

GSA – Heat Exchanger Replacement JCK Federal Building – EMD US Courthouse, Chicago, IL July 18, 2008

g. In response to an additional question from a contractor, the following was stated:

1) The asbestos abatement has already been designed and is reflected on the drawings and in the specifications.

2) The Asbestos Abatement Action Plan to be submitted by the Contractor should indicate the route through which ACM’s will be removed from the building and all other items spelled out in specification section 02085 paragraph 2.1.B. Phil Ramos is GSA’s Asbestos Abatement Expert who will sign off on the Contractor’s Asbestos Abatement Action Plan.

h. The question of tube side valves being replaced (or not replaced) will be addressed in the Amendment.

i. The A/E will attempt to approximately quantify the chemical restoration required by the drain down to facilitate heat exchanger replacement in the EMD Building. (There are no chemicals in the JCK Building).

j. EMD Maintenance Personnel will look up the Chemical Supplier (Earthwise?)

to see if they know quantities of chemicals needing to be restored after drain down.

k. The minutes of this meeting will be sent to Deborah Durkins who will post them on the GSA website.

l. The heat exchangers will be replaced in both buildings concurrently to facilitate completion of the project in one non-heating season.

m. Consideration will be given to adding steam control valve replacement and fiberglass pipe insulation replacement (in EMD) as options.

This summary constitutes the writer’s understanding of the basic matters discussed and the conclusions reached. The participants are requested to review the preceding and notify Frega Associates in writing within ten (10) working days of receipt of these minutes of any exceptions. In the absence of such notice, these minutes will be considered accurate.

Respectfully submitted, Frega Associates, Ltd.
