PROJECT DESCRIPTION

This Scope/Statement of Work (SOW) is issued by the Public Buildings Service of the United States General Services Administration (GSA), Southeast Sunbelt Region - (Region 4), Atlanta, GA, hereinafter referred to as the “Government”, to obtain Construction Services from a Construction Contractor (Contractor) who shall be singularly responsible to satisfy the terms of the resulting contract.

The existing parking deck at the IRS Atlanta Service Center requires the repair of numerous existing structural & non-structural components, including but not limited to, repair & strengthening of the elevated slabs, select columns, Concrete Masonry Unit (CMU) stair well walls, addition of new steel frame & supporting shallow foundations to support for the cantilevered slab along the North & South elevations, addition of multiple full height cast-in-place (CIP) concrete shear walls with supporting foundations, replacement of separation joints, repair of all cracks, spalls & other concrete surface defects, addition of new skid resistant topping and all other serviceability and strength issues as outlined in this Scope of Work (SOW) and the structural repair drawings, specifications & soil reports referenced below & including appendix #A1 & #B2 in section #5.

PROJECT TYPE

This project will be awarded as a Firm Fixed Price contract. The contract amount is a Lump Sum Cost to complete the work. Additional repairs over the quantity indicated within the SOW will be based on a fixed cost for each additional repair type, (spall, repair lineal foot of crack, etc…), and must be included in the proposal.

PROJECT GOALS AND OBJECTIVES

The goals and objectives of this project are to permanently & properly repair all structural & non-structural components of this parking deck, while minimizing the loss of parking spaces during the repairs. See the Project Requirements and Services section and all other locations within this SOW in order to help facilitate these goals and objectives and for additional requirements.

EXISTING CONDITIONS

The parking deck located at 2385 Chamblee Tucker Road, Chamblee, Georgia provides parking for the Internal Revenue Service (IRS) Annex. The parking deck is a three level cast-in-place (CIP) concrete parking structure that consists of the slab on grade with two elevated Post-Tension (PT) concrete slabs. The elevated slabs are supported by CIP concrete columns with drop panels. There are four primary stair wells enclosed by CMU walls. Five distinct sections of the parking deck will have their own lateral force resisting system, (concrete shear walls), and each section is separated by expansion joints that will be replaced as part of this project. The overall parking deck to be repaired includes the entire footprint of these combined sections which is approximately 358 feet x 242 ft. The CIP concrete parking deck was constructed around 1998 and select original construction documents will be available for the contractor selected.

PROJECT REQUIREMENTS & SERVICES

Contractor shall provide all supervision, labor and materials necessary to properly complete this project SOW. This scope is not intended to be all inclusive. It is the contractor’s responsibility to visit the site and include all work necessary to properly repair all items within this SOW.

The general requirements indicated in Section 3 of this SOW apply to all project phases and work to be performed that is indicated throughout this scope of work.

Work may have to be accomplished after hours or on the weekend at no additional cost to the US Government. See Section 4.A of this SOW below for additional information pertaining work hours, schedule, and other administrative and general provisions requirements.

All work & materials shall be furnished and installed by the Contractor.

b. The special inspection & testing agency required to perform inspections & testing per Chapter 17 of the International Building Code will be part of a separate Construction Administration (C/A) Services contract. The contractor is expected to coordinate all work requiring inspection with the inspection firm and C/A services team. Thus the cost associated with hiring an inspection & testing firm to perform special inspections in accordance with chapter 17 of the building code is outside this scope of work.

Structural Repair Specifications Perform all work & all phases indicated in the IRS Parking Structure Repair Specifications, Dated 31-Aug-2012, referenced in Section #5 Appendix #A2 of this SOW, including the following modifications:

a. Excluded Task Items:

Work associated with the following task items indicated in the specification, section #00300, page #3 (#00300-3) and elsewhere within the specification (Appendix #A2) & drawings (Appendix #A1) has already been completed. Thus this scope of work excludes work for the following task items:

· Task item #7.6 – Epoxy Injection at Concrete Stairs.

Landscaping After the perimeter steel support frame their supporting foundations are installed and overall repair work is nearing completion; install landscaping (sod, plants, trees, etc.) at all areas disrupted by the construction around perimeter of the parking deck. The proposed replacement landscaping shall be provided to GSA for review and approval prior to installation. Information on the specific species of plants currently in place can be obtained from GSA. The final landscaping plan shall be a noticeable improvement over that currently in place.

Precast Panel Corner Expansion Joints Replace the expansion joints at the corners (where two precast concrete panels intersect & are perpendicular to each other), at each level.

Coordination of Inspections, Testing & Construction Administration The special inspection & testing agency required to perform inspections & testing per Chapter 17 of the International Building Code will be part of a separate Construction Administration (C/A) Services contract.

The contractor is expected to coordinate all work requiring inspection with the inspection firm and C/A services team. Likewise, the contractor is coordinate all work, submittals & associated C/A services with the C/A team. This does relieve the contractor of the responsibility to perform reviews of shop drawings, RFI’s & other C/A documents prior to submitting, nor does it relieve the contractor of the responsibility of implementing other safety & quality assurance programs and coordinating with all other construction administration services.

Other Work All other repairs/items indicated elsewhere within this SOW and in the drawings, specifications & soil reports referenced in appendix #A1 thru #B2 in section #5 below.
