INTERNAL REVENUE SERVICE (IRS) ATLANTA CUSTOMER SERVICE CENTER PARKING DECK REPAIR PROJECT Solicitation Number: GS-04P-15-BV-C-0006 Chamblee, GA 30341

Pre-proposal Questions / Clarifications & GSA Responses July 14, 2015

Questions are in Bold and Answers are in plain text beneath them.

In General: Per Scope of Work (SOW) section #4.B.4 1, Discrepancy or Conflicting Information/Requirements: Notify GSA immediately of any discrepancy within this scope of work and with any other referenced documents. For bidding / proposals & cost estimating purposes, use the more conservative condition until written clarification is issued. Clearly indicate any possible discrepancies and submit to GSA in writing on or before the proposal / bid due date.

All references to Scope of Work indicated within this document are based on the Scope of Work Revision #1 (Rev-1), dated 13-July-2015.

Questions / Clarifications & Responses:

1. Looking through these drawing and several items refer to page SP222 but in the set of drawings you sent me there is not a page SP222. If you could, please send me this page and any others missing.

See combined PDF set of Repair Drawing Dated 31-Aug-2012 Issued for Construction (IFC) post on 14-July-2015 as part of amendment #002. All previous documents posted on 09-June-2015 shall be considered as void.

Sheet SP222, and other drawing not part of the Delta 1 set, was provided in an AutoCAD format as part of the documents posted 09-June-2015, but a combine set in a PDF format has been provided as part of Amendment #002 for the bidders convenience.

The 2012 Delta 1 drawings posted on 09-June-2015 shall be considered as VOID and not used. Only drawings that are signed & sealed shall be considered as valid.

See the revised Scope of Work (Rev-1) Section #5, Appendices, for the complete list of relevant documents.

2. Some of the new shear walls will require relocation of existing downspouts for storm water collection. Who is responsible for the cost of relocation and can you provide drawings showing the location of the existing underground piping?

The contractor will be responsible for all work, which includes relocating the downspouts & proper drainage. The original civil drawings will be provided but may not necessarily reflect the As-Built conditions, thus the contractor must field verify all existing conditions.

3. The new shear wall (SW-9) on Grid “A” will require removal of the existing walls. This room has significant electrical wiring and panels located on the ceiling and walls. Who is responsible for protecting and providing temporary support for these items?

The Contractor is responsible for this action.

Per Scope of Work (SOW) section 2; Contractor shall provide all supervision, labor and materials necessary to properly complete SOW.

4. There is landscaping on the north and south elevations that will need to be modified or removed and replaced. Who is responsible for this work?

The Contractor is responsible for this action. Please see the landscaping section of the Scope of Work (Rev-1) that is being provided as a part of Amendment 002. See SOW section 2.B.1 and other related information within or referenced in the SOW for additional information.

5. The dimension of the new footing shown on SP218-8 does not match the dimensions called for on the footing schedule on SP222. Please clarify.

This particular combine shearwall footing located at Grid A/1&2 is specifically called out as per partial plan view 8/SP218 and not included in the foundation schedule. Thus, per the drawings the dimensions indicated on partial plan view 8/SP218 governs.

6. Can the contractor reuse the soil excavated for the placement of new footings be reused as fill in the areas where this is required?

Yes, provided that the soil is suitable for use in the new location considering any structural or other requirements and complies with the any criteria indicated within the geotechnical reports.

7. Are As-Built drawings for the post tension cables on the second and third floor available?

The original drawings will be provided to the contractor awarded the project, but the original structural drawings may not necessarily reflect the As-Built conditions, thus the contractor must field verify all existing conditions. Previous investigation has determined that the as-built PT cable profiles are not in compliance with the structural drawings nor the shop drawings.

Do NOT interrupt or damage existing reinforcing bars, mesh or tendons contained with concrete members. Use Ground Penetrating Radar (GPR) or similar acceptable & approved non-destructive methods to located existing reinforcing bars.

See Scope of Work section #3.C.1.a, #3.C.1.i, #3.C.1.j and other related sections indicated in the SOW, Drawings & Specifications (Specs) for additional information.

For additional information see the response to question #16 below.

8. In order to install the new NSM bars requires saw cutting to depths of up to 1 1/4”. Will the depth of the current PT cables allow for that depth of saw cut?

PT cables may occur near the surface / face of concrete due to cable profiles not complying with original construction documents. Compliance with all scope of work sections, including SOW section #3.C.1.a, #3.C.1.i, #3.C.1.j and all referenced documents is required & expected.

See response to question #7 above for additional information.

9. The new expansion joint installation on the 3rd level requires a blackout measuring 3” wide x 3/4” in depth. Will the location of the PT anchors allow for this block to be installed?

The PT cables or reinforcing may occur near the surface. The location of cables, reinforcing bars, or similar must be determined prior to drilling, chipping, grinding, etc... The PT cables are not anticipated to be at this specific location & depth, but in the event that field verification / GPR during construction indicates otherwise; the alternate solution determined at that time must not be at an additional cost to the government. GSA & the Construction Administration (C/A) team will be as flexible as possible and work with the contractor to find a viable alternate solution at unforeseen condition such as this.

See response to question #7 & #8 above for related information.

10. The drawing for the installation of CFRP on the underside of levels 2 and 3 are referred to on the drawings as “laminates” and the specifications only list Sika 103C fabric. Please clarify.

The question is unclear and lacking sufficient detail (detail number, sheet number, spec page number/section) and specific question/concern pertaining to the FRP Laminate system & Sikawrap Hex 103C in order to determine the intent of the question.

A FRP laminate consists of CFRP Fabric & epoxy/Saturant and the FRP system components are indicated in the specifications.

The term Laminate on the drawings is used generically for the application of CFRP Fabric (Sikawrap Hex 103C) with saturant (Sikadur Hex 300 or Sikadur Hex 306) as referenced in the specifications.

11. Due to the large amount of slab penetrations significant testing will be required to locate the PT cables to prevent damage. Who is responsible for performing this testing?

The Contractor is responsible for this action in accordance with the International Building Code (IBC), standards of practices, means & methods, Scope of Work section #3.C.1.a, #3.C.1.i, #3.C.1.j and other related sections indicated in the SOW, Drawings & Specifications (Specs).

For additional information see the response to question #16 below.

12. Due the technical nature of these questions and time to secure the answers and reflect that in our bid pricing would it be possible to extend the bid date to July 24, 2015?

The Proposal due date has been extended to July 23, 2015 at 5:30 p.m. EST under Amendment 002 to the solicitation posted July 15, 2015.

13. During the pre-bid it was mentioned that Phase I had been completed, are we bidding only the quantities from Phase II & Phase III?

All of phase II & III and portion of phase I are part of this scope. See Scope of Work (Rev-1) section #2 and other relevant section for additional information & clarification.

14. How much area (or how max. amount of car parking spots) can be shut down at any given time or phase?

For bidding purposes; assume that no more than half of the parking deck may be closed at any given time. Additionally, provide an alternate cost & schedule estimate indicating the saving should all of the parking deck be permitted to be closed during the course construction.

Clarify in the proposal any other alternate phasing/closure options for GSA to consider that may be beneficial for the repair of this parking deck.

15. Regarding special inspections, 10 items are listed. What are the stop inspection points/items with those 10 items that the contractor must stop work and get approval before continuing to the next step of the work (we have been nailed by slowdowns and wait times doing this especially on public jobs like this.)

Special Inspection requirements will be based on the International Building Code (IBC) requirements, the project drawings, specifications & standards of practice pertaining to special inspections.

See response to question #16 below for additional information.

16. Who is paying for any of the testing noted in the docs?

The special inspection & testing agency required to perform inspections & testing per Chapter 17 of the International Building Code (IBC) will be part of a separate Construction Administration (C/A) Services contract and the cost associated with IBC chapter 17 special inspections is outside the contractor's scope.

All other testing, inspections, investigation, field verification, etc… not specifically designated as a special inspections as indicated on drawing SP001 General Notes Section #VIII, shall be considered to be part of the contractor’s Scope and paid for by the contractor.

For additional information see SOW (Rev-1) section #2.B.3 and other related items indicated within the SOW.

For related information see response to question #7 & #11.

17. Several drawings are missing- SP211, 216, 219, 220, 222, 223, 224 & 301 to mention a few. Since we are unable to review the drawings for questions we will require two extensions, one for questions and one for the bid due date.

See response to question #1 above and combine set of drawings referenced.

These drawings were provided in an AutoCAD format as part of the documents posted 09-June-2015, but a combined set in a PDF format has been provided as part of Amendment #002 for the bidders convenience.

18. What is the procedure for bidding substitution products?

Please see the agreement/Solicitation. A list must be presented to GSA and approval from the Contracting Officer. Complete instructions are outlined in the agreement.

For additional information see Scope of Work (Rev-1) section #3.F.

19. The pdf we downloaded has only 15 pages, the drawings from 2012 have 35 sheets. The last page of current download ends at Sheet SP 221 but on page SP101A the cloud refers to note 1 which refers to details 12 & 13 on SP222, which is not attached to the current drawings.

Refer to the response to question #1 above. Please see the combine set of drawings in a PDF format that have been posted with Amendment 002. All documents necessary for the bidding of the project are contained therein.

Sheet SP222 was provided in an AutoCAD format as part of the documents posted 09-June-2015, but a combine set in a PDF format has been provided as part of Amendment #002 for the bidders’ convenience.

20. For the new HSS columns, should we include only the marked ones as new, or all the items on the drawings shown to be columns on top of new footings?

The plans indicate New HSS section as “(TYP)”, indicating that the call reference applies to all other locations graphically shown, unless noted otherwise. Thus, the new HSS posts / columns occurs at all locations graphically show on the drawings, as indicated on the drawings by the note indicating typical.

21. Do we need to include in our proposal landscaping for the North, South and West Elevations where work will be performed?

Yes. The Contractor is responsible for this action. Please see Scope of Work (Rev-1) Section #2.B.1 pertaining to landscaping at areas disturbed due to construction.

22. In the garage where the new Shear walls will be installed there are currently drains at those columns, are they to be moved and how far are they to be moved?

The current existing drains do not occur at the low points in the deck due to the excessive slab deflection that this project is resolving, and as such part of the contractor's scope is to install new drains at the low points and all associated piping and drainage in order to allow the new drainage system to properly work. Please refer to Drawings and Specs for additional information.

For related information see response to question #2 above.

23. In specification section # 07180, (Traffic Coatings) there is one deck coating product listed, Part 2 -Products: 2.3.A.1. Heavy Duty Conipur Plus - Heavy Traffic System by BASF, (now called MasterSeal Traffic 2000). Please see the SWRI "Deck Coating Validation" for each product. This is independent testing. Each test shows the 720/745 has higher performance especially the Abrasion Resistance. In addition the specification section 07180, 2.1.B refers to material compatibility: The Sikalastic 20/745 is compatible with the Sika sealants, repair mortars, crack injection and FRP products. Can the Sikalastic 720/745 Heavy Vehicular Traffic system be added as an alternate?
