RFP Solicitation Number: GS-03-P-DX-C-7004, issued March 24, 2016 Cooling Tower Replacement Internal Revenue Service – Enterprise Computing Center Kearneysville, WV
Amendment 0011, dated May 05, 2016
This represents Amendment 0011 issued against the above referenced Request for Proposal
(RFP).
1. The due date and time for receipt of proposals remains May 11, 2016 at 2:00 PM (Local Philadelphia Time).
2. This amendment must be acknowledged with your price proposal.
3. The following answers are provided for questions submitted by contractors regarding this
RFP:
A. QUESTION:
Valve Vault Size Please provide the valve vault size.
ANSWER:
Drawing M.405 Mechanical Enlarged Site Plan has the following text for Note 13 under 'Keyed Notes For The Site Cooling Tower Piping' says the following: '30" diameter manway with manhole cover to access equalizer drain to sanitary sewer valves.
Manway depth as required to access valve. Provide 2" thick min. pre-cast manway with ladder rungs from factory.' Increase thickness of manhole structure to 4 inches. Depth of manway to be 8'-0" min. below concrete pad under cooling towers. Field verify.
B. QUESTION:
Existing Building Structure Drawing M 404 Detail A reflects 2- 24" pipes "stacked" in the corridor area. These 2 pipes are 24" Schedule 80 per the recent addendum RFI response. The 2- 24" pipes have an approximate weight of 40,900 Lbs. (This includes the first 45 on both the supply and return piping and the weight of the water).
Will the existing structure be able to support the weight of the new piping full of water or will structural supports to the floor need to be added to support the piping? If so please provide detail.
It is anticipated that the existing floor construction will be adequate to support the proposed piping in the existing building. Once existing framing plans are provided, the existing framing load carrying capacity will be determined.
C. QUESTION:
Equipment Vibration Issues
Are there any issues related to vibrations created by excavation equipment running close to the building that we need to be aware of?
Vibration caused by excavation equipment is acceptable as long as IRS/GSA has no objections. If the noise/vibrations are objectionable to IRS personnel during normal working hours, then the contractor will have to do the noisy work after hours or on weekends.
D. QUESTION:
Use of Pneumatic Hammer
Since blasting is not allowed, will the use of pneumatic hammer attachment be allowed if rock is encountered?
Pneumatic hammer use would be acceptable as long as IRS/GSA has no objections. If the noise/vibrations are objectionable to IRS personnel during normal working hours, then the contractor will have to do the noisy work after hours or on weekends.
E. QUESTION:
Water Softener Brine Tank
Plumbing schematic P607; Public Water Treatment Schematic Drawing -Option "E", shows new water softener with brine tank, drawing shows one tank with one brine tank however the model listed and flow rate requirements are for a triple tank system just like the existing water softener.
Please clarify.
The new single water softener with brine tank shall match the existing flow rate, manufacturer and model numbers of the existing brine tanks. This model number can be either single or multi -tank configurations per manufacturer. The water softener system can now handle 800 gpm of flow total (200 gpm each).
F. QUESTION:
Water Softener Brine Tank
Plumbing schematic P607; Public Water Treatment Schematic Drawing -Option "E" - the new UV Disinfection system illustrates micron filter.
Is there a model, micron size, or any other information available for what type of micron filter is needed.
We need to assume matching flow rate requirements as the entire system and therefore, it would be something more robust / complex than what is suggested in drawings.
The micron filter shall be sized for flow rate of 4" (approx. 270 gpm). The correct filter comes with the UV system from the manufacturer.
G. QUESTION:
There appears to be a discrepancy between the Amec Foster Wheeler geotechnical report and the structural drawings regarding the operating weight of the new cooling towers. The geotechnical report states it was based on an operating weight of 307,638 pounds assuming three units will be required. Structural drawing S101 indicates each of the six cooling towers has an operating weight of 103,030 pounds for a total operating weight of 618,108.
Since the geotechnical report was issued for reference only, please confirm the structural documents are correct as currently issued.
Structural documents are correct as currently issued
H. QUESTION:
Please confirm this project is not tax exempt.
IRS projects are not tax exempt.
I. QUESTION:
Door hardware spec 087100-1.3 says door hardware is part of Door Hardware Allowance.
Please confirm there is no allowance for door hardware. If there is a door hardware allowance, please specify the amount.
There are no door hardware allowances.
J. QUESTION:
What is the thickness and material of the existing exterior walls where patching will be required, if Option A is selected at the existing piping through the wall is demolished?
The existing wall construction is approximately 24” thick reinforced concrete.
K. QUESTION:
For Option A, the documents state to remove all equipment, piping, materials and devices associated with the existing cooling towers but the existing concrete pad is to remain. Please confirm any piping, supports, etc. that are embedded into the existing pad are to be cut flush with the concrete and abandoned in place.
IRS is ok with cutting existing supports/conduits/piping embedded in the existing concrete slab for existing cooling towers flush with pad to remain.
L. QUESTION:
Keyed note 19 on M405 appears to have been cut off. Please provide wording of the entire note.
Note 19 on drawing M405 says ' THRUST BLOCKS WILL BE INSTALLED AT ALL NEW
EXTERIOR UNDERGROUND PRESSURIZED PIPING LOCATIONS WHERE THERE
IS A CHANGE IN DIRECTION. SEE CIVIL DRAWING C-502 FOR INSTALLATION
DETAILS.
M. QUESTION:
Can the waste management coordinator in section 013100 also be the superintendent or project coordinator?
Yes.
N. QUESTION:
Can the AISC Quality Certification Program, and AISC Certified Plant and Certified Erector be waived for this project as long as the guidelines are followed. Most certificated plants and erectors will not quote a project this small.
It is acceptable to remove the AISC qualifications as long as the fabricators and erectors can demonstrate a minimum of five years’ experience in similar work. The erectors and fabricators should submit resumes with references for GSA/IRS review.
O. QUESTION:
Question H under Amendment 5 refers to the Option C redundant CWS/R piping and the base bid CWS/R piping.
Should we assume that all the underground piping under the base bid and option C be installed, based on the answer to question H?
Install all piping for all options directly under the new cooling tower's concrete pad onsite only. However for each option that is not taken, the pipes will be capped and valved just above the concrete slab and buried just below the edge of slab so that a future connection is easy. For the options taken, pipe them up to the equipment as shown on drawings.
P. QUESTION:
On drawing M404, the 14” RCWS and 14” CWS piping for existing pumps P-5.1 and P-
5.2 does not match enlarged detail 5/M507. Drawing M404 shows the piping being looped together however 5/M507 shows them as two separate lines.
Please confirm the large scale drawings govern.
Both drawing M404 and detail 5 on M507 show 2 existing pipes dropping down to be connected to a floor mounted pump on the inlet and outlet. Both drawings show new piping dropping down and connecting to the existing piping drops to the pumps. Detail 5 on M507 is much clearer on what is happening.
Q. QUESTION:
On drawing MD403 there is a 3” sanitary and 2” vent to be cut and capped. The piping to be removed goes up to the duct and stops.
How much more piping needs to be removed and capped on the other end?
This information is also needed to re install piping shown on drawing M404.
The 2" vent off of sump pump runs as shown and takes a left immediately after elevator (column line 20.5) and rises in chase next to Toilet Rm which is adjacent to elevators. 3" sanitary is actually a DI drain line that turns right into the Boiler Rm just before column line 20.
R. QUESTION:
On drawing MD403 at the side stream filters there is a Base Bid phasing note to demo side stream filters piping at the same time as base bid and the Facility will add tees in areaway to connect new and existing cooling tower condenser water piping. Detail 2 on M507 says this work is to be done under option C & D.
Please clarify where to include this work.
MD403 has the base bid phasing note to demo the existing sidestream filter piping to and from the main. Detail 2 on M507 has a note near the existing CWS Main saying new CWS piping to/from sidestream filters to the existing CWS Main shall be in base bid.
The work associated with the redundant RCWS is Option C or D.
S. QUESTION:
Please confirm the Green Purchasing Plan referenced in section 013100-1.5.B does not apply. If it does apply, please provide more information on what is required.
Green Purchasing Plan is removed from the section.
T. QUESTION:
During the first site walk through the government advised that all submittals would have to be approved before any work could commence. We do not see this requirement in any of the Solicitation documents. If this is accurate please confirm and advise if the government is indeed requiring ALL submittals or if there are specific submittals that will require approval before work can commence. If there are only specific submittals please identify those submittals.
No, not all submittals have to be approved before any work can commence.
U. QUESTION:
An in-depth analysis of the project scope and schedule has revealed that the statistical probability of achieving substantial completion for this project in the 366 day requirement is highly unlikely. Major factors that are affecting the schedule are the government’s requirement to have ALL submittals approved before the start of construction, the long lead times for the project equipment, and the required 2 month operating period of the new cooling towers.
Would the government consider any of the following to allow for a feasible project schedule:
a. Allow for a 512day performance period to reach substantial completion.
OR
b. Provide a submittal performance period of 90days prior to the start of construction (in addition to the current 366day performance period) and allow for substantial completion to be achieved upon successful completion of the new cooling tower loaded by temporary boiler test prior to the normal operation test.
Not all submittals have to be approved before any work can commence. Substantial completion is to be the start of the 2 month operating period. In other words, the contractor has 12 months to do the work and an addition 2 months of operating period. Additionally, if Option A is awarded, the existing cooling towers must remain in place during the operating period and the contract will be extended 14 calendar days, for execution of Option A.
V. QUESTION:
Are there any specs for fire extinguishers and/or cabinets?
Yes. Specification Section 104416 – Fire Extinguishers is included as an attachment to this Amendment.
