3. All questions and Requests for Information (RFI’s) are to be submitted by e-mail not later than May 2, 2016 at 12:00 pm (local Philadelphia time) to the contract specialist, Tracy Meister, at tracy.meister@gsa.gov.
4. The following answers are provided for questions submitted by contractors regarding this
RFP:
A. QUESTION:
Please identify the location for contractor staging, parking, and temporary office.
ANSWER:
The grassy area across from the current cooling towers is to be used by the contractor.
The contractor must maintain clearance from the fence line to allow access by on-site security. Following contract award, the agency will collaborate with the contractor regarding more detailed staging, parking, and temporary office locations.
B. QUESTION:
How frequent are the IRS COOP exercises?
ANSWER:
COOP exercises occur once or twice a year, typically in April and/or May, and last less than one work day. Local personnel are not provided advanced notice or details about these exercises. These COOP exercises could limit project work within the facility. IRS mailto:tracy.meister@gsa.gov is not opposed to allowing the contractor to add floating schedule days for COOP or an extension allowance should COOP interfere with contract work.
C. QUESTION:
Architecture is listed as an approved discipline under the description for quality control manager qualifications; however architecture programs are accredited by NAAB. Could it be clarified whether only ABET accredited disciplines are required?
ANSWER:
Section 014000 part 1.5.c states that the Quality Control Manager shall be certified by the Army Corps of Engineers. Please clarify where architecture is listed as an approved discipline for the quality control manager.
D. QUESTION:
Will any time extensions be given for options?
ANSWER:
