Amendment 0005, dated April 18, 2016

This represents Amendment 0005 issued against the above referenced Request for Proposal

(RFP).

1. The due date and time for receipt of proposals remains May 11, 2016 at 2:00 PM (Local Philadelphia Time).

2. This amendment must be acknowledged with your price proposal.

3. All questions and Requests for Information (RFI’s) are to be submitted by e-mail not later than May 2, 2016 at 12:00 pm (local Philadelphia time) to the contract specialist, Tracy Meister, at tracy.meister@gsa.gov.

4. The following answers are provided for questions submitted by contractors regarding this

RFP:

A. QUESTION:

Specification section 012400 1.1B states that "the amount for an option is the total adjustment from the base bid to incorporate the option work into the project", specification section 236500 applies to base bid and option C, and specification section 232923 applies to base bid and options C and D, other specification sections are to be applied to various bid options as well.

The Proposal Bid Sheet lists the base bid and all of the options as separate line items, and a line item for "Total Project Cost" which includes the base bid and all options.

If the listed specifications are carried by all options as indicated, then the cost for base bid plus all options will be excessively high due to redundancy of items.

Was it the intent to have the cost for the cooling towers and other items which are applicable to more than one option, carried only in the base bid and the options pricing would only include the add/deducts for their respective options?

ANSWER:

Yes, that is the intent.

mailto:tracy.meister@gsa.gov

B. QUESTION:

Drawing M506, detail 7 reflects a cross section of the underground trench which includes the new make-up/well water piping and shows a 8" OD and 4" ID dimension on those 2 lines. Per specification section 221116-3.12, D1 all of the underground water piping is called out to be ASTM B88, type K copper, which is typically a direct bury piping. There is no specification section which indicates the make-up water or the well water to be insulated or pre-insulated conduit piping.

Please clarify if insulation on the make-up/ well water in underground applications is required?

The insulation for make-up/well water in underground applications are not required.

C. QUESTION:

Drawing MS 102 reflects two locations where an underground valve vault is required.

If base bid is accepted one will be required if option C is selected one will be required, if option D is selected will only one be required? If so, is there a preference to which one?

If option D is selected and both vaults are required which one will be connected to for the temporary boiler feeds?

If only Base Bid is accepted, then install the valve vault in the Base Bid exterior piping where shown on dwg MS-102.

If Option C is taken, then install the valve vault on the Option C exterior redundant RCWS&R piping where shown on dwg MS-102.

If Option D is selected, then the contractor has the choice of either valve vault location for the temporary boiler connections. Only one valve vault is needed and there is no location preference between the two.

D. QUESTION:

Drawing C 4 01, detail - Landscape plan for base bid or with option G. Option G is the new underground tank for water storage.

Was the intent of this drawing to be for Base Bid or with Option C? Please clarify

With Option G and the underground water tank we have different site grading and therefore there will be different landscaping if Option G is chosen. The intent of this drawing is to define the required landscaping if Option G is chosen.

E. QUESTION:

Drawing PS 1 02 shows the demolition of the existing make-up water to the existing cooling towers.

Please clarify if this demolition is still required if option A is not selected or if the base bid and/or Option C is selected?

The existing cooling tower with make up water is remaining if Option "A" is not selected.

F. QUESTION:

Drawing M 4 05, note 17 states, "provide a stainless steel 4'-0" walkway with handrails from top of one dual cell cooling tower to top of adjacent dual cell cooling tower to be supported by columns down to concrete slab".

Please provide structural details for this walkway. Is Galvanized Steel acceptable for this walkway?

The walkway must be stainless steel. The preference is for the walkway to span the distance between paired cooling towers without support. However the structural details including column connections to the cooling tower concrete pad (if needed) will be by the cooling tower manufacturer who will provide the walkway.

G. QUESTION:

Will colored PVC jacketing for indoor, above ground, make-up/well water be acceptable in lieu of painted coverings?

We do not oppose colored jacketing. Provide colors samples similar to existing piping for review during the submittal process.

H. QUESTION:

Drawing M 4 05 base bid note "All underslab cooling tower RCWR&S piping from slab to vertical penetration below cooling tower including sleeve/seal, shall be included in base bid. RCWS&R shall include piping caps on both ends. This is to aid in future connection to the RCWS&R." This same principle applies to option C note, on the same page.

Do these notes indicate that all below slab piping, including make-up water, electrical conduits, controls conduits, etc. are to be installed even if all of the options are not accepted?

If only Base Bid is accepted, then in addition to the Base Bid Piping install only the below slab portion of the piping for future connection to the Redundant CWS&R.

If only Option C is accepted, then in addition to the Option C Redundant CWS&R Piping install only the below slab portion of the piping for future connection to the Base Bid Piping. Cap the future connections above the cooling tower concrete slab on one end and the other end below grade passed the concrete slab. Also do the same for make-up water piping. Only one power & control connection is required. No redundancy is requested for the power and control wiring/conduit.

I. QUESTION:

Drawing M 4 05 section detail 2, equalizer piping states that equalizer piping is to remain in the base bid even if option C is selected, does this indicate that if option C is selected the equalizer line is not required?

The equalizer piping connected to the new Cooling Towers needs to be installed regardless which options are selected or not selected.

J. QUESTION:

The specifications call out schedule 80, carbon steel pipe and fittings for the above ground/underground carrier piping for the new condenser water.

The drawings call out XS/heavy duty piping for the condenser water; schedule 80 carbon steel pipe has a wall thickness of 1.219" and XS has a wall thickness of .500"

Please clarify which is correct?

Schedule 80

K. QUESTION:

During the bid walk through photos were not allowed to be taken.

Can photos of the existing conditions be provided to us or will an opportunity be provided to take photos?

GSA / IRS cannot provide an opportunity to take pictures during the procurement phase due to the restrictive photography approval process currently in place. GSA has photographs of the exterior that can be provided if requested.

If the contractor has a specific request, please provide the information and IRS/GSA will determine whether the request can be met.

The successful contractor may request photography authorization from IRS Security following contract award. Additionally, IRS staff can take photos throughout the project as necessary.
