4. Contractors are advised of the Government’s response to a question previously published in Amendment 0004 regarding the Bonding Capacity has been modified as follows:
QUESTION 4D:
In the Solicitation, page 16, (4) Bonding Capacity, it states this factor is a go/no-go to assess the offeror’s ability to provide an offer guarantee and performance & payment bonds sufficient to cover a project of this magnitude which is $10M.
Does GSA want a letter from our surety company for this section verifying the required information?
ANSWER:
FROM:
Yes. An Offer Guarantee (SF 24 - Bid Bond) is required for this project equal to 100% of the proposed price. If the proposed price is less than $10M, then the offeror shall provide a letter from their surety company verifying the Offeror has the financial capability to perform.
TO:
An Offer Guarantee (SF 24 - Bid Bond) is required for this project equal to 20% of the proposed price or $3 million, whichever is less. Reference The Solicitation Form C201 Section I.F. –FAR 52.228-1 Bid Guarantee (SEP 96), subparagraph (c) which reads:
The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. (Page 8 of 34)
The Offeror shall provide a letter from their surety company verifying the Offeror has the financial capability to obtain payment and performance bonds in the amount of $10 million.
5. The Solicitation Form C201 Section II.D. Technical Proposal, sub section (4) Bonding Capacity (page 16 0f 34) is changed:

The Offeror shall provide a letter from their surety company verifying the Offeror has the financial capability to obtain payment and performance bonds in the amount of $10 million.
6. The following answers are provided for questions submitted by contractors regarding this
RFP:
A. QUESTION:
Pipe weld inspection criteria:
Specification section 232113.13 1.6B States that the piping welds should be made to ASME B31.9 standards. If the welds fail a visual inspection by owners third party, then random welds will be tested via X-ray inspection to ASME B31.1 Standards.
Due to the substantially different criteria in these two sections with ASME B31.1 being more stringent than ASME B31.9, a weld which is made to the ASME B31.9 standard cannot be expected to meet the inspection criteria for AMSE B31.1.
Please provide clarification?
ANSWER:
Piping welds should be made to ASME B31.1 (not B31.9) and tested per ASME B31.1 also.
B. QUESTION:
