Amendment 0008, dated May 02, 2016

This represents Amendment 0008 issued against the above referenced Request for Proposal

(RFP).

1. The due date and time for receipt of proposals remains May 11, 2016 at 2:00 PM (Local Philadelphia Time).

2. This amendment must be acknowledged with your price proposal.

3. All questions and Requests for Information (RFI’s) are to be submitted by e-mail not later than May 2, 2016 at 12:00 pm (local Philadelphia time) to the contract specialist, Tracy Meister, at tracy.meister@gsa.gov.

4. The following answers are provided for questions submitted by contractors regarding this

RFP:

A. QUESTION:

In reference to Spec Section 017700 - Close-out Procedures, Paragraph 3.3B.

Could it be clarified whether the period is 10 calendar days or 10 working days?

ANSWER:

10 calendar days

B. QUESTION:

In reference to Spec Section 017700 – Close-out Procedures, Paragraph 1.3D.

If acceptance is delayed more than 30 calendar days following the initial commissioning efforts, at no fault of the general contractor, will the general contractor still be charged for the additional services?

If commissioning is delayed due to design errors, will the general contractor receive an appropriate change order to cover their additional services?

mailto:tracy.meister@gsa.gov

All commissioning efforts required in the awarded contract are to be completed by the GC within the contract period. The general contractor shall inform the GSA/IRS of any design changes affecting original work. If the GSA/IRS agrees a change is required, an official change order will be processed and incorporate any additional time extension to the contract and any associated cost. The extension of the contract due to change orders shall be the official contract completion date, and all commissioning activities are to be completed by this revised date. Any commissioning delays with cost impacts to the Government and that are caused by the General Contractor or any of their sub-contractors, shall be borne by the General Contractor. Additional payment for commissioning services will only be paid for commissioning services outside the scope of work that have been approved by GSA and processed as an official change order.

C. QUESTION:

Is this project subject to the Buy America Act?

Yes. This project is subject to the Buy America Act. See Specification Section 016000 Product Requirements subsection 1.1.

D. QUESTION:

For the Past Performance of Offeror section, do you require any past performance questionnaires (PPQ) to be filled in by our clients, or is reference information enough? If you require PPQs, do you have a format that you would like us to use?

Per The Solicitation Form C201, Section II.D. - Technical Proposal, Sub paragraph (2) - Past Performance of Offeror:

The Offeror shall submit references (a person or persons who may be contacted regarding the quality of the Offeror’s past performance) for comparable projects substantially completed within the last ten (10) years. The Government has no obligation to ensure that an equal number of references are obtained for each offeror. The Offeror must provide contact information for each reference. The name, title, company name, current address, current phone number, and current fax number for each reference must be provided.

E. QUESTION:

Would it be acceptable for bidders to submit an electronic copy of their bid (both technical and price) to GSA by the 2:00 pm May 11, 2016 deadline, and follow-up with the required hard copies the next business day? This would be very helpful as often times mechanical and electrical manufacturers do not release their quotes to subcontractors until very close to the bid deadline, and most bidders are located in the

Washington DC metro area and then would have little time to drive the bid to Philadelphia.

Please refer to Amendment 0001 Question / Response "I" which states:

No. Complete technical and pricing proposals are due on May 11, 2016 at

2:00 EST.

Contractors are directed to The Solicitation Form C201, Section I. H. - Receipt of Offers for full details regarding acceptable delivery methods.

F. QUESTION:

There are no qualification requirements listed for the photographer in section 013220.

Please confirm these duties can be performed by the Quality Control Manager or Superintendent.

There are no qualifications. The contractor can submit their QCM or Superintendent for “Photography Authorization” to local IRS security once an award is made. Security will need to review all photos before allowing use/download and may require the camera and/or memory card be kept at the Lobby when not in use.
